He recapped that the determination from the flood study affected the area where the Town had hoped to place the old Town Hall, as it is located within a sub-shed area. The flood study expert recommended removing one to two feet of fill to set the site approximately one foot below road level. Under this recommendation, during high flood events, the top foot of the floodplain would still rise above the bridge, allowing wat er to flow more naturally into the channel. Cerny noted that the fill material had been obtained at no cost, and the design will now be modified based on the updated recommendation. At this time, the Town is awaiting the finalized flood study map. Herrman asked if the trees can be salvaged. Cerny said the trees will not be affected. Herrman asked who keeps throwing the stones in the ditch. Cerny said he noticed it but thought it was natural. Strebel added he thinks someone is adding it there. 3. Maintenance & Repair Issues: Cerny said after the heavy rain the week of April 12th the ditch on the north side of Champeau Road, west of Bay Settlement Road, washed out. Finnel Landscape repaired the ditch by installing new landscape fabric and large aggregate breaker run. The costs were approximately $9,600. Additional ditch/culvert repairs will still be needed at the corner of Doris & Conard Roads and on Heesacker Road. Cerny discussed Heesacker Rd., which has a culvert that is in poor condition. He said a discussion took place at staff level and they planned to fix the erosion. He added the town is not eligible to apply for bridge aid until April 2027. Once fixed, the Town could decide to vacate the road, which costs approximately $5,000. Baenen spoke about the drainage issues on Jody Drive. Baenen stated that following the Town Board Meeting on April 14, 2026, he drove down Jody Drive and observed approximately six inches of standing water on the roadway. He acknowledged that the April 14 storm may have been a once-in-50-year event but noted that the ditch near Hoelter’s residence was overflowing during the storm.
