requested that all Towns review and present to the Board. Their goal is to have all Towns in
Wisconsin sign. The resolution urges the Governor of Wisconsin and State Legislature to
enact a comprehensive, sustainable transportation funding solution that:
3
Provides adequate and reliable revenue growth for efficient long -term planning and
execution of state and location transportation programs; Includes responsible and prudent
use of General Purpose Revenue and bonding; Adjusts any new and existing transportation

F. Discussion on a policy regarding open record requests
Fuge said this request comes from Chairman Van Lanen, who recently read the “New Year’s
Resolution” section of a recent WTA Magazine.
Fuge presented the policy, which was drafted from a sample on the Wisconsin Town’s
Association website. This will also require an ordinance creation so asked the Board if they
would like to proceed forward.
No action was taken on this item, but will be back on the agenda for March.
G. Discussion of membership with the Green Bay Humane Society.
Cerny recommended the Town join the Green Bay Humane Society. By doing so, it allows
our constable and residents to use the facility to drop off stray animals found in the Town of
Scott.
Cerny initiated conversations with the Green Bay Humane Society in setting a fee schedule.
He can present more at March’s meeting.
No action was taken on this item, but will be back on the agenda for March.
G. Discussion of possible action on resolution/policy on attending meetings remotely.
Fuge stated this is being brought before the board as a request was made by a commissioner
of SMU who was unable to attend a recent SMU meeting and asked to attend remotely.
Fuge said that most municipalities have adopted a resolution/policy regarding if remote
attendance should be allowed and there are some considerations to keep in mind, including:
Does our Town have adequate internet service to allow for a quality connection that
doesn’t lag?
Does the Town have an adequate sound system to allow members of the audience and
board the ability to hear?
If allowed, should attendees need t o submit a request ahead of time to the chair of the
committee or just work with the Clerk?
Will remote attendance be allowed in limited circumstances (illness, work related travel) or
any reason?
Will the remote individual be there for quorum purposes only or would they have full power
to vote?
How many members can appear remotely (A majority of the board should be appearing in
person).
Wisconsin Towns Association said Town Boards are not requ ired to allow members to
appear remotely, but a policy should be in place.
Fuge requested the Town to decide what they would like their policy to be so she can go
forward in drafting a resolution to be presented in March.
4
Moved by Van Lanen, seconded by Baenen to direct staff to create a policy to prohibit
remote attendance of Board and Commission meetings and have staff review potential
