Jean Lannoye, Gene Lannoye, and Karl Gerber filled out the public comment form, however, did not speak as they spoke on items discussed during the public hearing. Denise Gaumer -Hutchison, 3184 Herrmans Rd. spoke at the meeting to request that the Board consider adding a line in the notes section of the tax bill indicating the portion of taxes paid to Green Bay Area Public Schools that is allocated to private schools. Gaumer-Hutchison said she chairs a committee called Champions for the Green Bay Area Public School District, which provides support to the district. She said when speaking to community members, people are not aware where their tax dollars are going and r equested transparency about the cost of private school vouchers. This year, the voucher amount allocated to the Town of Scott is $640,242.36 (the total amount of vouchers levied this year is $14,097,036). She emphasized that the request is not about parents’ choice of schools, but about informing taxpayers. She stated that the decision to add this on the tax bill would be up to the municipality and would require a resolution and approval from the Department of Revenue. In April, the City of Green Bay City Council voted to add the language to the tax bill. Additionally, the Town of Washburn, Eau Claire and Superior has added it to their tax bill . Gaumer-Hutchison said she would share the language the City of Green Bay placed on their tax bill, which was approved by the Department of Revenue, and the resolutions from the municipalities. She said that after speaking with Clerk/Treasurer Fuge, that it would be too late to add to the tax bill this year, but would like to start the process for next year. She said this information is helpful for when people choose to vote yes or no on referendums as there is a misconception of where their tax dollars are going. Langenberg asked Gaumier -Hutchison about the $14,097,036 that are going to private schools. Gaumi er- Hutchison said in addition to the levy amount, the Green Bay Area Public Schools pay for special education services and public transportation to private schools. Strebel asked about where the funds go for students going to another district, like Luxem burg. Gaumier- Hutchison said there is an inter-school district transfer. She noted that the number of kids leaving the Green Bay Area Public School District is less than what is being conveyed. Additionally, she offered to reach out to a representative with Green Bay Area Public Schools that could provide an informational session, if the Board would find that helpful. Lynn Gerlach, Green Bay Area Public School Board Member, spoke to the board and provided her professional address of 200 S. Broadway and personal address. She supported what Denise Gaumier - Hutchison said. She noted that the Green Bay Area Public School District has the biggest budget and is the largest employer in the Green Bay area. She said the biggest chunk of the tax bill goes to the Green Bay Area Public Schools, but she wants tax payers to understand that of the money that comes in, approximately $14,000,000 comes out due to private schools . She provided her educational and professional background, which included attending and working for private schools. She said in April, the School Board requested the City of Green Bay place language on their tax bill regarding the amount that goes to private schools and they approved to do so for this upcoming tax bill. The School Board is now asking the Town of Scott do the same. She noted GBAPS is facing a 3.6 -million-dollar deficit this year. Sh e wants taxpayers to know the truth of where their tax money is going. Langenberg asked how long Gerlach has been on the School Board. Gerlach said 2.5 years. Anita Zipperer, 4293 Nicolet Drive, said she was in support of Gaumier -Hutchison’s request. She said the transparency issue is huge. She said adding the language on the tax bill will allow residents to inquire more about where the money is actually going because currently it doesn’t look like where it is actually going. 3 Patrick O’Hearn, 4293 Nicolet Drive, said he was in support of Gaumier -Hutchison’s request. He said the transparency is important. He asked the board to consider placing it on the tax bill. Mary Jo Dean, 4125 Nicolet Drive, did not speak at the meeting, but was in support of Gaumier-Hutchison’s request. Van Lanen said that the Town would have to draft a resolution, and then it could go on an upcoming agenda. Moved by Van Lanen, seconded by Langenberg to return to regular session. Vote: Aye -5 No-0. Motion Carried. 12. Specific matters for discussion and possible action by the Town Board: A. A request to rezone 4 acres from A -1 Agriculture to B -2 General Business at 5070 Bowers Road, Parcel SC-581. Mike Basten applicant. Cerny said he had not received any objections regarding this request prior to the meeting. Cerny received an e-mail from a nearby property owner (SC-578), who is in support of the rezoning. It read: “Thank you for taking my call regarding the property that is located across from our property on Bowers Rd in the Town of Scott. I would like to support the decision to allow the change in zoning and see no issues with the projected use of a shop space. I hope that is opportunity is passed and allowed to move forward. Should you have any question please feel free to contact me as I will not able to attend in person the meeting that is scheduled.” There were no residents that spoke for or against the request during the public hearing that was held prior to the meeting. Mike Basten Sr./Tillman Infrastructure/Verizon Wireless applicants. Vote: Aye-5, No-0. Motion Carried. C. A request for a Conditional Use for a 2 -family dwelling status for 4138 Fischer Road (Parcel #SC - 313) Robert Wurm, applicant. Strebel asked for clarification on whether approving this request would also imply approval of similar future requests. Van Lanen added the Town has people living in garages, which is against ordinance. Wojcik asked Wurm who the tenant would be. Wurm said it would be one person. Wojcik asked if there are horses in the barn. Wurm said 5 horses. Wurm owns one horse, and the other four are owned by another person. Wojcik said there needs to be some firewall protection when there are living quarters next to a barn. Wojcik asked how long Wurm owned the property. Wurm said 6 years. Wojcik asked Strebel if this was previously a milking barn. Strebel said maybe. Wojcik asked if this was the original barn owned by the original owner. Wurm said the barn was building in 1958 due to a tornado in 1957. 4 Langenberg reiterated the points she made during the public hearing. She expressed concern about setting a precedent for future requests, but thinks this situation is different as the living quarters have existed for a long time. She thought this space should be considered grandfathered in. Van Lanen stated there is no written documentation on file of when it was made into a living quarter. Cerny said when he inspected previously, the space was finished. This was when Wurm previously requested the space be used a space able to cater meals. Wojcik said he was concerned about setting a precedent. He doesn’t want every resident to fix up their garage and turn it in to a living quarter. Strebel had reservations on voting yes or no. Van Lanen said the approval or denial of the request would need to be voted on at tonight’s meeting. Baenen said he would vote no against. Strebel asked if Wurm could reapply at a later date. Langenberg stated this situation is different because the space was grandfathered in. She questioned the quality of records from 1962, noting that the space was once used as living quarters but has not been used as such in recent decades. She emphasized that this differs from spaces that were never established as living quarters. Moved by Langnberg, seconded by Van Lanen to approve a request for a Conditional Use for a 2 - family dwelling status for 4138 Fischer Road (Parcel #SC-313) Robert Wurm, applicant.
