A. SANITARY
1. Maintenance, Repairs, & System Update (Ozone, Bioxide, Lift Stations, Muffin Monster,
etc.)
Fuge read the Staff report prepared by Cerny to the board, which highlighted:
• One lateral lined/repaired on Edgewater Beach Road; leak was identified by NEW Water on their line.
• Lateral at the corner of Sussex Road and Champeau Road is scheduled for repairs. Sump pump has

contractors for the most cost-effective way to address the numerous repairs that are necessary. Costs
for repairs will be included in the budget updates.
o Herrman ask Clerk/Treasurer Fuge to include the operators and himself in the budgeting. A
budget workshop will be in October. Schaetz asked questions, which were answered.
• Muffin Monster needs repairing; repair estimates could be as high as $10,000- $20,000. NEW Water
is suggesting that the Muffin Monster could be abandoned if cutting blades are installed with the
sanitary pumps. Operators are researching alternatives and costs.
o VandenLangenberg added that there are a few estimates that would be compared.

B. WATER
1. Operator’s Reports / Maintenance and repair issues
Fuge stated Water consumption is good, very consistent with the previous year, no concerns.
Herrman asked for an update on the lead & copper report. VandenLangenberg stated the DNR
requested more information, which VandenLangenberg responded to.
2. DNR Sanitary Survey ~ Place holder.
Fuge said staff is working on the Wellhead Protection Ordinance.
3. Green Bay Water Utility
a. Maintenance Agreement There was no discussion on the agreement.
b. Water Tower Maintenance
Fuge said GB Water Utility drained their tower on September 3. Operators have been monitoring the systems
pressure.
GB’s tower will be offline the rest of the month.
4. PRV Contract/Installation Progress
Brosteau spoke about the awarded contract from last month. Brosteau presented the contracts that Herrman
needed to sign after the meeting. The cost of the projects is approximately $250,000.
Herrman reviewed the financials and wanted to use reserves to fund the project.
The Sewer Department currently holds two CDs: one valued at approximately $143,000, maturing on
November 14, 2025, and another for approximately $175,000, maturing on October 14, 2025. The $175,000
3
CD is designated as the Equipment Replacement Fund, as req uired by the state. Herrman proposed that the
board consider not renewing the $143,000 CD and instead borrow the funds from the sewer fund to finance
the Water project. He suggested setting the loan interest rate at 4.16%, which aligns with the current CD rate.
In addition, SMU Water has a CD for $105,000 maturing November 14, 2025. Herrman asked the board if
they would be in favor of not renewing the Water CD.
Herrman stated using reserves would allow SMU to borrow for future projects, if necessary.
Malvitz and Kerr stated they were in favor. Kerr said it was important that sewer customers receive something
for use of their money. It would be equitable and explainable that the sewer customers would be at least
getting the CD rate.
Herrman asked about the timing of the projects. Brosteau said Champeau is anticipated to start this year and
Algoma early next year.
Blaney noted that if the monies are not needed right away that Fuge take out a 3 -month CD to continue
accruing interest. Kerr asked that the motion be vague to allow Fuge to find the best solution to maximize
monies earned.
Moved by Kerr, seconded by Schaetz, to direct Fuge not to renew the 3400 Water CD and the 3429 Sewer
CD upon their maturity, and to invest the funds in a manner deemed appropriate. Additionally, to maintain
the larger Sewer CD as the Equipment Replacement Fund, and to establish a loan with a 4.16% interest rate
over a 10-year period with annual payments back to Sewer. Vote: Aye-5, No-0. Carried.
