KAUKAUNA VETERANS MEMORIAL PARK ASSOCIATION
Thursday, September 25, 2014 – 4:30 PM
Council Chambers
A meeting of the Kaukauna Veterans Memorial Park Association was called to order at 4:00 p.m. on Thursday, September 25,
2014, by President Rosin.
Members Present: Mayor Gene Rosin, Eugene Schaefer, Brian Roebke, Fred Cazzola, Mark Landreman, Lisa Wolfinger, Troy
Hanson, Andréa Meulemans (Andréa joined in the meeting via conference phone), Karen Koch.
Absent: Tim Roehrig
A motion to excuse the absent was made by Mayor Rosin, seconded by Gene Schaefer. All members voted aye, motion
carried.
1. Mayor Rosin introduced new members, Fred Cazzola and Mark Landreman, to the Association members.
2. Andréa Meulemans joined the group via conference phone for an update on the brick orders. The most recent order
of 65 bricks has been placed and is in production. Gift Bricks will make every effort to have them delivered so they
can be installed before Veteran’s Day on November 11, 2014. The question was raised as to whether or not bricks
can be ordered individually. It is possible, but shipping will be more expensive, so it’s best to order in larger
quantities.
There was discussion in regards to on-line brick ordering, and at this time, it isn’t practical, as the City does not have
the appropriate software to accept payments. We will continue to have people place orders via the form that we are
currently using. (Karen has volunteered to retype the form to include cut-off dates and where forms should be
submitted, and will then post it to the KVMPA page on the City’s web site.) Gene Schaefer is willing to continue
taking the brick orders, and orders may also be placed through the Mayor’s Office. Gene Schaefer will turn the orders
he receives over to the Mayor’s office until a minimum of 25 can be submitted. They will then be turned over to
Andréa for ordering. Orders will be placed twice per year – deadlines of March 1 and August 1 – for delivery and
installation for Memorial Day and Veterans Day.
RE: specific requests for special placement of bricks. The consensus of the group is that bricks may be located
together if there is adequate space; however, no existing bricks will be moved to accommodate such requests.
Roebke will place a small article in the paper stating when the latest order of bricks arrives and when they will be
installed. Mayor will ask Tim Clark to advise him when the bricks arrive.
3. Schaefer has closed out the account at Unison Credit Union and the money has been turned over to the City Finance
Department along with all receipts, statements, and ledgers that will be stored in the safe.
4. Mayor inquired about the quality of the sound system at the Veterans Park for the ceremonies. Schaefer stated that
4 speakers from KHS were being used. The problem was that they were not placed correctly to achieve the desired
sound quality. With the construction of Kwik Trip south of the park, people will have to gather closer and sound
quality shouldn’t be an issue. (VFW is in charge of the sound for the ceremonies.)
5. Schaefer was concerned about the new City Hall design as there doesn’t appear to be a designated area for weapons
storage. The VFW is required to inventory their government-issued weapons every year, and the weapons must be
locked up in a secure area (which is why they are stored at City Hall). He wants to be sure there are weapon storage
plans in the new building. There are three sets of keys to the weapons/flags cage in the storage area, held by Gene
Schaefer, Dale Siebers, and City Hall.
6. Mayor stated that because the opening for Kwik Trip isn’t scheduled until December23, 2014, Catherine Street will be
closed to the general public and trucks will be rerouted to provide for ample parking during construction for the
Veteran’s Day ceremony on November 11. Parking will be allowed on both sides of the street, but the center of
Catherine Street will remain open for emergency vehicles and residents who live in the area affected by the closure.
Temporary signage will be placed for handicapped parking on the west side of Catherine Street. Additional parking
will be available in the former Breitbach Chiropractic office lot, the Park School lot, City public lot across the street
(corner of Lawe and Doty), the Post Office, John Street, and the former OCTC site on the south side of the former
Gustman lot. Hanson will seek permission from the Breitbach’s to use their lot for parking.
Mayor mentioned that volunteers are needed to assist with parking on Veteran’s Day. Roebke suggested that he
contact Jack Van Treek who assisted with parking on Memorial Day. Roebke will put a map in the paper showing
where people should enter the park.
7. Hanson inquired as to the election of new officers to replace Vice President Mike Weaver and Secretary Gary Wolf. A
motion was made by Roebke to appoint Schaefer as Vice President of KVMPA for a one-year term, seconded by
Hanson. All members voted aye, motion carried. A motion was made by Roebke to appoint Karen Koch as Secretary
of KVMPA, seconded by Hanson. All members voted aye, motion carried.
8. There was discussion as to the maintenance of the park in reference to lawn care. Mayor checked with the DPW, and
the park will remain on the mowing schedule, however, if there are volunteers that want to maintain it between
mowings with the DPW, they are welcome to do it. The City will provide fertilizer and weed control as necessary.
9. It was a concern as to who would be taking care of the flags; the responsibility was Gary Wolf’s in the past. Since the
9/25 meeting, Wolf has informed Schaefer that he will continue to see that the flags maintained properly and
ordered, when necessary. Hanson mentioned asking the American Legion to donate a few sets or having a brat fry as
a fundraiser to purchase sets. Mayor suggested asking a recruiter or congressman to donate flags to the park as well.
10. The replacement benches have arrived and have been installed. Hanson inquired about the boulder that someone
wanted to donate to identify the park. Roebke stated that it is important that the Association approves anything that
people want placed in the park. It was decided to wait on placement of the picnic tables until Kwik Trip is sited and
where they are going to be placing their picnic tables, etc.
11. The Association members decided that it was not necessary to meet before Veteran’s Day.
A motion to adjourn at 5:00 p.m. was made by Schaefer, seconded by Wolfinger. All members voted aye. Motion
carried.
