TOWN OF AZTALAN TOWN BOARD MEETING MINUTES SEPTEMBER 9, 2026 1. Call to Order / Pledge of Allegiance - Chair Chwala called the board meeting to order at 7:00 pm. Board Members present: Chair Jeremy Chwala and Supervisor Megan Dunneisen. Also present: Treasurer Teresa Keeser and Clerk Kathleen Pitzner. Absent: Supervisor Larry Christianson This meeting was held at Aztalan Town Hall located at W6260 County Rd B, Jefferson County, WI. 2. Proof of Posting and Notice - Clerk Pitzner stated that the notice for this meeting was posted at the Town Hall and on the town website on September 4, 2026. 3. Approval of Minutes – August 12, 2026 - Chair Chwala moved, Supervisor Dunneisen seconded the motion to approve the August 12, 2026 minutes as written. Motion carried. 4. Approval of Financial Report - August 2026 - Supervisor Dunneisen moved, Chair Chwala seconded the motion to approve the August 2026 Financial Report as submitted. Motion carried. 5. Plan Commission Report - none 6. Fire Dept and EMS Updates - none 7. Jefferson County Supervisor or Sheriff’s Dept. Updates - none 8. Announcements and Meeting Updates - none 9. Public Comment – Dave Messmer, owns property in Aztalan, opposes the BECI Transmission project and encourages the town of Aztalan to oppose and approve a resolution of opposition. Mike Burrow & Carol Gross, N6064 Riess Rd, own several parcels in Aztalan, both oppose the BECI Transmission project and would like the town to approve a resolution of opposition and possibly submit an impact statement. Michael Quest & Rebecca McGuire, N5341 Watertown Rd, both oppose the BECI Transmission project and would also like the town to approve a resolution of opposition. 10. Old Business - business items are matters of Discussion and Possible Action a. Review quotes received for salt shed roof repair: remove & replace shingles – Chair Chwala moved, Supervisor Dunneisen seconded the motion to accept the quote from Johnson Roofing for $5890 to fix the salt shed roof. Motion carried. b. Revisit: how to make sand available to Aztalan residents during winter months – Clerk Pitzner advised the board members of Supervisor Christianson’s idea to replace the entry door and cut back or cut a doorway in the temporary wall to the left of the salt shed entry door. Chair Chwala moved, Supervisor Dunneisen seconded the motion to take a field trip to the salt shed {to view the inside to better understand the idea presented}. Motion carried. Upon returning from the salt shed, options for continued discussion: replace the door and cut ½ the wall back to open the entry area for residents to fill buckets with sand inside the shed; price cement block to build a retaining stall; replace existing large holding container. c. Complete Hope Lake Rd maintenance: review details regarding LRIP grant award & process of reimbursement; review money borrowing options and effect on taxpayers – Chair Chwala spoke with Town Chairs of Oakland and Lake Mills; Town of Oakland will be lead on project and draft IGA for Towns of Aztalan and Lake Mills; continue to review at future meetings. 11. New Business - business items are matters of Discussion and Possible Action a. Discussion on BECI 765-kV Transmission Line Projects in regard to possible Town actions - Chair Chwala moved, Supervisor Dunneisen seconded the motion to adopt a resolution of opposition to the BECI 765-kV Transmission Line Projects; Resolution 2026-04. Motion carried. b. 2026 WTA Convention attendance, October 4 - 6, 2026 - Chair Chwala moved, Supervisor Dunneisen seconded the motion to spend up to $800 to send Larry{Christianson} and Kathy {Pitzner} to the WTA Convention in October. Motion carried. c. Option for residents to submit tax payment online – Treasurer Keeser met explained the process/procedure website to pay taxes online with software program provided by Jefferson County Chair Chwala moved, Supervisor Dunneisen seconded the motion to allow online tax payments starting in 2027. Motion carried. d. Set budget workshop dates – first workshop scheduled for Oct. 8, 2026 @ 5:30pm 12. Possible Future Agenda Items – Old Business b. & c, budget items 13. Payment of Bills - Chair Chwala moved, Supervisor Dunneisen seconded the motion to pay bills. Motion carried. 14.
