TOWN OF AZTALANTOWN BOARD MEETING MINUTESSEPTEMBER 14, 2022 1. Call Meeting to Order:Chairperson Chwala called theboard meeting to order at 7:02pm.Present: Chairperson Jeremy Chwala and Supervisor John Drake Absent: Supervisor Larry ChristiansonAlso present: Treasurer Karen Mundt and Clerk Kathleen PitznerThis meeting was held at Aztalan Town Hall located at W6260 County Rd B, Jefferson WI 53549. 2. Pledge of Allegiance 3. Proof of Posting and Notice:Clerk Pitzner stated that on Sept. 12, 2022 the agenda was posted to the Town of Aztalan website andthe three posting boxes located at the Aztalan Town Hall; Ann Street, Lake Mills; and River Hill Dr,Johnson Creek and then on Sept. 13, 2022 a revised agenda was posted to all locations and website; aname change occurred. 4. Approval of Minutes - August 10, 2022Supervisor Drake moved, Chair Chwala seconded the motion to approve the August 10, 2022 minutesas written. Motion carried. 5. Treasurer’s Report - Approve August 2022 Financial Report -Chair Chwala moved, seconded the motiontoapprove the August 2022 Financial Report as written. Motion carried. 6. Plan Commission Report -no report 7. Jefferson County Report - Jefferson County Supervisor Steve Nass reported on Courthouse expansion &remodeling along; courthouse offices relocation areas, and the Main St. bridge repair to start in October. 8. LM EMS Report - Tom Murphy reported. LM EMS is working towards extending services to June 30, 2023.Would like to schedule a meeting with the new City Manager and surrounding towns that currentlycontract with LM EMS. 9. Reports and Meeting Updates from Board Members - Janet Sayre Hoeft thanked the Town for work doneon Frankie Lane 10.Public Comment on agenda items only (limited to 3 minutes per person) 11.Businessa. Request from Aztalan Cycle Club Inc. to rezone 32.383 acres from A-1 to A-2 in order to allow fora conditional use for a recreational facility (outdoor motorcycle riding/racing) directly related toopen space uses and the necessity for a rural location at N6641/N6643 Gomoll Rd, PIN002-0714-0831-000. -Supervisor Drake moved, ChairChwala seconded the motion to approvethe Aztalan Cycle Club rezoning request. Motion carried. b. Request from Aztalan Cycle Club Inc. for conditional use to allow for a recreational facility(outdoor motorcycle riding/racing) directly related to open space uses & the necessity for rurallocation in a proposed A-2 zone at N6641/N6643 Gomoll Rd. -Supervisor Drake moved, ChairChwala seconded the motion to approve the Aztalan Cycle Club conditional use permit requestfor a recreational facility on the proposed A-2 zone. Motion carried. c. Request by Lindsey Heideman-Kjendlie for a conditional use to allow a kennel for up to 40 dogsto include daycare and boarding. The site is at N4936 Popp Road on parcel#002-0714-3433-000. The property is owned by Harvey & Barbara Simdon. -Supervisor Drakemoved, Chair Chwala seconded the motion to approve the conditional use request by LindseyHeideman-Kjendlie. Motion carried. d. Application for a new Alcohol Beverage Operator's License for Jeanie Hoth. -Supervisor Drakemoved, Chair Chwala seconded the motion to approve the Alcohol Beverage Operator’sapplication. Motion carried. e. Date for the 2023 Budget formulation meeting -dateset for October 4, 2022 at 6pm f. Town brush/compost site availability to residents - aresident offered her desire to see the brushsite open more often during the fall for excess yard waste, i.e. leaves. The Town Board willdiscuss more at the next Town meeting. g. Job posting for a full time Aztalan employee -fulltime employment job description to becreated/revised; more discussion at the next Town meeting. h. Vehicle purchase -discussion on used vs new purchase;or sell a Town truck to add money tofunds already set aside for truck purchase. i. Fire Protection and EMS services -Supervisor Drakereported on the Johnson Creek FD meetinghe attended. Also, Jefferson FD is willing to allow Aztalan to enter into a contract when ready. j. Garbage and Recycling contracts -Jason Johnson withGFL introduced himself and answeredquestions regarding the new GFL contract proposal for Aztalan. More discussion at the nextTown Board meeting. k. Maintenance to Town of Aztalan buildings and property -Mick Nelson (part time employee)recommended a few maintenance suggestions for the Town owned parks and area around theTown Hall. l. Town of Aztalan roads -Chair Chwala discussed theemail received from Jefferson County HwyDept for painting Ziebell Rd. Chair Chwala moved, Supervisor Drake seconded the motion tohave the Jefferson County Hwy Dept paint Ziebell Rd (layout & stripe painting). Motion carried. 12.Possible Future Agenda Items 13.Payment of Bills -Chair Chwala moved, SupervisorDrake seconded the motion to pay bills.
