TOWN OF AZTALAN TOWN BOARD MEETING MINUTESAUGUST 10, 2022 1. Call to Order: Chairperson Chwala called the meeting to order at 7:03pm.Present: Chairperson Jeremy Chwala, Supervisor John Drake Absent: Supervisor ChristiansonAlso present: Treasurer Karen Mundt, and Clerk Kathleen Pitzner.This meeting was held at Aztalan Town Hall located at W6260 County Rd B, Jefferson WI 53549. 2. Pledge of Allegiance3. Proof of Posting and Notice -Clerk Pitzner statedthat on August 8, 2022 this agenda was posted to theTown of Aztalan website and the three posting boxes located at the Aztalan Town Hall; Ann Street, LakeMills; and River Hill Dr, Johnson Creek. 4. Approval of Minutes - July 6, 2022 & July 18, 2022Supervisor Drake moved, Chair Chwala seconded the motion to approve the July 6, 2022 & July 18, 2022minutes as written. Motion carried. 5. Treasurer’s Report - Approve July 2022 Financial Report -Supervisor Drake moved, Chair Chwalaseconded the motion to approve the July 2022 Financial Report as written. Motion carried. 6. Plan Commission Report -next meeting is scheduledfor August 18, 2022 7. Jefferson County Report -none8. EMS Report -Dave Larsuel stated that City of LakeMills is hiring a consultant to review the situationand that the City of Lake Mills has extended their contract with LM EMS through June 2023. 9. Reports and Meeting Updates from Board -none10.Public Comment on agenda items only (limited to 3 minutes per person) -Mike Burrow mentioned concerns with wild parsnip in ditches on Popp Rd and suggested the Town talkwith the DNR; (Supervisor Drake said he would contact the DNR.)Janet Hoeft again discussed citizens’ concerns of the culvert on Frankie Lane; Supervisor Drake sharedhis discussion with Tom Galliltz {of Gallitz Grading, Inc.} and Chair Chwala stated that he has a quotefrom the County Highway Dept to replace the culvert.Ron Bennett of Northwest Services discussed his company and the road services available to the Town. 11.Businessa. Discussion and possible action on Aztalan town roads -Ron Bennett of Northwest Servicesdiscussed his company and the road services available to the Town.Chair Chwala moved, Supervisor Drake seconded the motion to have Jefferson County HighwayDept replace the Frankie Lane culvert for $9500.00Chair Chwala moved, Supervisor Drake seconded the motion to start the bidding process onOestreich Lane and Felson Ridge Court. b. Discussion and possible action on garbage and recycling contracts -no actionc. Discussion and possible action on the Jefferson County proposed changes to Jefferson CountyZoning Ordinance -Chair Chwala moved, SupervisorDrake seconded the motion to approve theCounty Zoning Ordinance changes. Motion carried. d. Discussion and possible action on Fire Protection and EMS services -Chair Chwala was informedthat Jefferson {Fire Dept.} agrees to allow the Town of Aztalan to possibly start a contract in2024 e. Upon motion duly made, seconded and adopted by roll call vote, the Town Board will conveneinto closed session pursuant to Wisconsin Statutes Section 19.85(1)(c), for consideringemployment, promotion, compensation or performance evaluation data of any public employeeover which the governmental body has jurisdiction or exercises responsibility, specificallyconcerning the Town public works personnel. -ChairChwala moved, Supervisor Drake secondedthe motion to convene into closed session by roll call vote: Jeremy Chwala - yes, John Drake - yes.Motion carried. f. Following the closed session, the Town Board will reconvene into open session and may furtherdiscuss and take action on matters discussed in closed session -Chair Chwala moved, SupervisorDrake seconded the motion to proceed with what was talked about in closed session.
