TOWN BOARD MINUTESJUNE 8, 2022 1. Call Meeting to Order:Chairperson Chwala called theboard meeting to order at {time}.Present: Chairperson Jeremy Chwala, Supervisor Larry Christianson, Supervisor John DrakeAlso present: Treasurer Karen Mundt, and Clerk Kathleen Pitzner.This meeting was held at Aztalan Town Hall located at W6260 CTH B, Jefferson WI 53549. 2. Pledge of Allegiance 3. Proof of Posting and Notice:On June 6, 2022 this agenda was posted to the Town of Aztalan website and the three posting boxes located atthe Aztalan Town Hall; Ann Street, Lake Mill;, and River Hill Dr, Johnson Creek. 4. Approval of Minutes - May 11, 2022Supervisor Drake moved, Supervisor Christianson seconded the motion to approve the May 11, 2022 minutes aspresented. Motion carried. 5. Treasurer’s Report - approval of May 2022 Financial Report -Supervisor Drake moved, Supervisor Christiansonseconded the motion to approve the May 2022 Financial Report as presented. Motion carried. 6. Planning Commission Report:None 7. Jefferson County Report:Deputy in attendance reportedthat the Sheriff’s Dept will be in attendance at meetingsagain, open to questions and opinions of the Town 8. EMS Report:None 9. Reports and Meeting Updates from Board Members: 10. Public Comment on agenda items only (limited to 3 minutes per person) 11. Businessa. Discussion and possible action on Aztalan town roadsSupervisor Drake moved, Supervisor Christianson seconded the motion for John Drake to contactNorthwest Services Inc to crack fill Mansfield Road. Motion carried. b. Discussion and possible action to approve an ordinance giving purchasing power to a board memberSupervisor Drake moved, Supervisor Christianson seconded the motion to approve An Ordinance GrantingLimited Expenditure Authority To The Roads Supervisor And Town Public Works Employees as written.Motion carried.Chair Chwala moved, Supervisor Christianson seconds the motion to appoint Supervisor John Drake tooversee town roads according to the approved ordinance. c. Discussion and possible action on updates and/or revisions to the Aztalan Employee Handbook.Supervisor Drake moved, Supervisor Christianson seconded the motion to move to July meeting. Motioncarried. d. Discussion and possible action on amending the 2022 Town of Aztalan Budget to reflect collection of$3025.00 from the sale of the 1995 Chevy as new revenue and allocated to which town expenditure. Chairman Chwala moved, Supervisor Drake seconded the motion to amend the 2022 budget to reflect theincome of $3025 received from the sale of the 1995 Chevy and allocate to Equipment Purchases. Motioncarried. e. Discussion on Fire Protection and EMS services f. Discussion and possible action to approve annual membership in the Wisconsin Towns Association (WTA)for July 1, 2022 through June 30, 2023.Supervisor Drake moved, Supervisor Christianson seconded the motion to approve the annualmembership in the WTA for July 1, 2022-June 30, 2023. Motion carried. g. Discussion and possible action on participation in the County Road Aid Program offered by the JeffersonCounty Highway Department.Supervisor Drake moved, Supervisor Christianson seconded the motion to decline participation in theJefferson County Highway Aid. Motion carried. h. Upon motion duly made, seconded and adopted by roll call vote, the Town Board will convene intoclosed session pursuant to Wisconsin Statutes Section 19.85(1)(e), Deliberating or negotiating thepurchasing of public properties, the investing of public funds, or conducting other specified publicbusiness, whenever competitive or bargaining reasons require a closed session, specifically concerningJefferson Fire & EMS cost breakdown report.Chairman Chwala moved, Supervisor Christianson seconded the motion to convene into closed session.Motion carried. Roll call vote: Jeremy Chwala - yes, Larry Christianson - yes, John Drake - yes i. Following the closed session, the Town Board will reconvene into open session and may further discussand take action on matters discussed in closed session. -Town Board Meeting scheduled for June 20,2022 at 6pm 12. Possible Future Agenda Items:Fire/EMS, garbage contract,employee handbook, brush dropoff availability 13. Payment of Bills:Chairman Chwala moved, Supervisor Christianson seconded the motion to pay bills. Motion carried. 14. Motion to Adjourn:Chairman Chwala moved, Supervisor Christianson seconded the motion to adjourn the June 8, 2022 meeting at9:23pm. Motion carried.
