TOWN OF AZTALAN TOWN BOARD MEETING MINUTES April 13, 2022 1. Call Meeting to Order:Chairperson Chwala called theboard meeting to order at 7:03pm.Present: Chairperson Jeremy Chwala, Supervisor Larry Christianson, Supervisor John DrakeAlso present: Treasurer Karen Mundt, and Clerk Kathleen Pitzner.This meeting was held at Aztalan Town Hall located at W6260 CTH B, Jefferson WI 53549. 2. Pledge of Allegiance 3. Proof of Posting and Notice:On April 10, 2022 this agenda was posted to the Town of Aztalan website and the three postingboxes located at the Aztalan Town Hall; Ann Street, Lake Mill;, and River Hill Dr, Johnson Creek. 4. Approval of Minutes - March 9, 2022Supervisor Drake moved, Supervisor Christianson seconded to approve the March 9, 2022minutes as presented. Motion carried. 5. Treasurer’s Report - March 2022Supervisor Drake moved, Supervisor Christianson seconded to approve the March2022 Financialstatement. Motion carried. 6. Planning Commission Report: Kathy Pitzner reported on the April 11, 2022 meeting; recommendedto approve Paul Oliver CUP request 7. Jefferson County Report: none 8. EMS Report: Tom Murphy reported 9. Reports and Meeting Updates from Board Members: Supervisor Drake and Supervisor Christiansongave reports 10. Public Comment on agenda items only (limited to 3 minutes per person) 11. Businessa. Discussion and possible action on the request by Paul Oliver for a conditional use toallow for a conditional home occupation for a construction business in an A-1 zone atN6065 Jefferson Rd, PIN 002-0714-2412-000. Supervisor Drake moved, Supervisor Christianson seconded the motion to approve theconditional use permit request from Paul Oliver. Motion carried. b. Discussion and possible action on hiring part time employees Supervisor Christianson moved, Supervisor Drake seconded the motion to hire 2 part timeemployees pending background checks & drug tests. Motion carried. Note: all Board members had the employment applications from Merlin Lange & GeraldChwala in hand for review during this meeting. These are the two people hired. c. Discussion and possible action on Fire Protection and EMS services No action; Chair Chwala to discuss with JC Village the breakdown on costs d. Discussion and possible action on Aztalan town roads Supervisor Drake motioned, Supervisor Christianson seconds motion to request the use ofthe Jefferson County Highway Dept over a 2 week period for ditching, not to spend morethan $7200. Motion carried. e. Discussion and possible action on the purchase of a vehicle to replace the Town owned1995 Chevrolet Supervisor Drake moved, Supervisor Christianson seconds the motion to have John Drake& Justin Bronstad look for and purchase a replacement truck up to $20,000. Motioncarried. f. Discussion and possible action of an approved vendors list and possible spending rangesfor purchases of shop supplies and maintenance & repair items for Town ownedequipment. No action taken g. Upon motion duly made, seconded and adopted by roll call vote, the Town Board willconvene into closed session pursuant to Wisconsin Statutes Section 19.85(1)(c), forconsidering employment, promotion, compensation or performance evaluation data ofany public employee over which the governmental body has jurisdiction or exercisesresponsibility, specifically concerning the Town public works personnel. Supervisor Christianson moved, Supervisor Drake seconds the motion to convene intoclosed session. Motion carried. Roll call vote: Jeremy Chwala - yes, John Drake - yes, Larry Christianson - yes h. Following the closed session, the Town Board will reconvene into open session and mayfurther discuss and take action on matters discussed in closed session. i. Discussion and possible action on updates and/or revisions to the Aztalan EmployeeHandbook -No action taken j. Discussion and possible action on a new Town website host -No action taken k.
