Hubing moved to approve the minutes as presented, seconded by Ligocki. Motion carried unanimously. 5. Historic Survey RFP Responses (Review and Possible Selection): a. Commission members reviewed two RFP responses for the grant-funded survey project. The two respondents were Legacy Architecture and the University of Wisconsin-Milwaukee Cultural Resource Management program. Commission members noted that the Legacy Architecture response mostly consisted of experience and resume content and lacked in providing much response material related to carrying out the project. Ligocki liked the idea of an academic group carrying out the project, but she also wanted to state for the record that she is a UW alum although not at all related to the UWM program responding to this RFP. Peggy Veregin was not in attendance, but shared the following comments about the two proposals: “As far as the two survey proposals -- I believe the UWM proposal is stronger; I would vote for their proposal. They put forward a team that is more experienced and more robust as far as how the team relates to the scope of work. Further Gail Klein has a far higher level of expertise related to the work at hand and we would benefit from her superior level of familiarity with the community as well.” Hubing made a motion to select the UWM Cultural Resource Management program as the consultant for the survey project and accept their response to the RFP, seconded by Pigarelli. Motion carried unanimously. 6. Communications/Updates a. 2027 Landmarks Commission Budget i. Staff presented the proposed 2027 Landmarks Commission budget, which would remain the same as 2026 with a requested increase of $5,000 for the mini-grant fund. The budget will be presented to the finance committee on 10/27/25 and then voted on by council on 11/10/26. b. Website language update i.
