Meeting adjourned at 8:11pm. [DATE] Dear Property Owner, The Stoughton Redevelopment Authority (RDA) is reaching out to introduce ourselves and share information about resources and opportunities available to property owners within Stoughton's designated redevelopment areas. Created by the City of Stoughton in 2007 under Wisconsin law (Wis. Stat. § 66.1333), the RDA's mission is to encourage investment, support redevelopment and revitalization projects, strengthen property values, and promote the long-term economic vitality of our community. The RDA works collaboratively with property owners, businesses, developers, and community partners to help transform opportunities into successful projects that benefit both individual property owners and the broader community. Stoughton currently includes two redevelopment areas: the Downtown Redevelopment Area and the Railroad Corridor Redevelopment Area. These areas were established to support reinvestment, encourage property improvements, and help position Stoughton for future growth and success. The RDA has a variety of tools available to support revitalization efforts, including: • Connecting property owners with resource-providers including financing, grants, tax credits, and other redevelopment incentives. • Assisting with redevelopment planning and project coordination. • Supporting public improvements that encourage private investment. • Partnering with developers and property owners on redevelopment projects. • Purchasing, assembling, improving, or redeveloping property when doing so advances community redevelopment goals. Over the years, the RDA has successfully partnered on several transformative community projects. These include the redevelopment of the former Marathon gas station site into new housing, creation of the Elven Sted workforce housing development along the Yahara River, establishment of a Revolving Loan Fund, and the Riverfront Redevelopment Project that will bring new housing to downtown Stoughton. In addition to these larger redevelopment initiatives, property owners may be eligible for resources that can help improve and maintain their buildings, including: • RDA Revolving Loan Fund financing • Historic Preservation Tax Credits • Façade and exterior improvement grants • Upper-floor residential conversion assistance • Tax Increment Financing assistance Looking ahead, now may be an especially good time to consider building improvements. The planned Main Street reconstruction project in 2029 will represent a significant public investment in downtown Stoughton. Property owners contemplating façade renovations, upper-floor housing projects, accessibility improvements, building modernization, or larger redevelopment projects may benefit from beginning the planning process now to take advantage of available funding opportunities and coordinate improvements with upcoming infrastructure investments. Whether you are interested in a small property improvement, a major redevelopment project, or simply learning more about available resources, we encourage you to reach out. Katrina Becker Executive Director, Stoughton Redevelopment Authority katrina@beckerproservices.com 608-205-9575 For additional information about the RDA, redevelopment areas, projects, and available programs, please visit: www.stoughtonrda.org Thank you for your continued investment in Stoughton. We look forward to partnering with property owners to preserve, improve, and revitalize our community for years to come. Sincerely, Stoughton Redevelopment Authority Encouraging investment, revitalization, and redevelopment throughout Stoughton Stoughton RDA Simplified Blight Identification and Remediation Process - Draft 1. Property Assessment / Screening a. Every five years do a formal screening/assessment of all property in Redevelopment Areas to update blighted properties list. i. Any areas or properties in the city outside of existing Redevelopment Areas that appear to have blighting conditions may be brought forward for consideration of a formal assessment and Redevelopment Area designation at this time as well. b. Building inspector, RDA executive director, or other qualified consultant does the blight assessment. c. The RDA will coordinate with the city to understand if the city is currently working with any building owners or have found code violations in any properties being assessed. d. All evaluated properties are then divided into the following categories: Blighted, In Need of Rehab/Conservation (not quite blighted but could use some improvement), or In Good Condition). e. Public safety hazards on any of the properties will be flagged to be addressed immediately. f. A report is prepared summarizing the findings of the assessment that is shared with City Council (informational) and available on the RDA’s website. 2. Building Owner Notification a. All property owners in designated Redevelopment Areas receive an introductory letter from the RDA informing them of the RDA’s purpose, that the evaluation was conducted, describing resources/programs available to assist with building improvements, and asking them to contact the RDA if they want to learn more or discuss options for their property. b. Properties that have been found to have safety hazards then receive a follow- up letter (30-45 days after the initial letter) more directly addressing the safety concerns and identifying next steps for remediation. c. Next steps will be determined on a case-by-case basis for each flagged property. 3. Remediation a. Next steps for the remediation of safety concerns/hazards will be determined on a case-by-case basis for each flagged property. b. The RDA will work with property owners who reach out about wanting to do something with their property, also on a case-by-case basis.
