River and Trails Task Force Committee Minutes
July 6, 2026
Department of Public Works Building, 2439 County Highway A, Stoughton, WI
Present: Bob Diebel, Joni Dean, Larry Liebmann, Jim Killian, Kurt Byfield, Nicole DeWitt, Phil
Caravello, Tony King.
Absent: Jon Lewis, Ralph Erickson, Will Clifton
Guest: Liam Ackley , Lisa Reeves
CALL TO ORDER:
1. The meeting was called to order at 5:30 p.m.
2. Approval of Minutes from February 2, 2026. Diebel motioned to approve, Killian
seconded. Approved 7-0
3. Member Communications:
a. Liam Ackley, a local Scout, introduced a potential Eagle Scout project involving
interpretive trail signage. Members discussed incorporating educational signage and trail
names into the City's growing trail system. There was a motion to move forward with the
project by Diebel, seconded by Byfield. Motion carried unanimously.
b. General discussion continued regarding future trail naming and creating a consistent
naming convention for the City's trail network.
NEW BUSINESS
4. Mandt Park Goose Management:
King presented a discussion paper outlining several strategies to reduce Canada goose
activity and droppings along the Mandt Park Riverwalk, including Border Collie hazing,
native shoreline plantings, public education signage, nest and egg management, routine
staff hazing, and continued trail cleaning. Members discussed the benefits of expanding
native shoreline vegetation while maintaining access to fishing areas and scenic views.
Border Collie hazing was viewed as an effective option if funding becomes available. No
formal action was taken.
5. Teigen Farm Park Master Plan Revision:
King presented a revised concept for Teigen Farm Park that would replace the planned
boardwalk with a natural walking trail and focus future improvements on habitat
restoration. Discussion centered on reducing long-term maintenance, improving wildlife
habitat, restoring the pond and dry basin, and preserving the site's natural character.
Members agreed the revised concept better fits the park and noted that a boardwalk could
still be considered in the future if restoration efforts support it.
A motion was made by Byfield to recommend forwarding the revised Teigen Farm Park
concept to the Parks and Recreation Committee for consideration. The motion was
seconded by Killian and passed unanimously.
FUTURE AGENDA ITEMS
6. PACER trail condition ratings and GIS integration for the City's trail system.
7. Continued discussion regarding trail naming and future trail signage.

SPECIFICATIONS
Gerdau Steel Grades for PZC and PS Profiles
* A690 contains specified levels of Ni, Cu, and P at higher
levels than the other listed grades on the table.
*would contain singly or in combination, dependent on production type (1, 2 or 3)
**= not specified (Where **is shown for copper a minimum of 0.20 may be specified).
(A) For each reduction of 0.01% below C maximum, an increase of 0.06% Mn above specified maximum is permitted, up to a maximum of 1.50%.
(B) For material with thickness of 1/2" (13mm) or less, Mn maximum of 1.35% would apply when C is greater than 0.21%.
(C) For each reduction of 0.01% below C maximum, an increase of 0.06% Mn above specified maximum is permitted, up to a maximum of 1.10%.
