MEMO: September 3, 2026
TO: NicoleMarie Hall, Assistant Finance Director
FROM: Joshua Ripp, EMS and Fire Chief
RE: AED Grant and Budget Amendment
We have applied for and received a grant that allows us to upgrade Public Access, Police
Department as well as EMS and Fire AED’s, paid in full by the grant. I’m asking for a budget
amendment to allow us to utilize the amount of $66,200 that we were granted to pay for the
entirety of the project.
History
Previously, AED’s had been purchased to be available for use in case members of the public had
suffered cardiac arrest. These are in City Hall, the Opera House, Senior Center, Library as well
as in all vehicles operated by Stoughton PD. They had been the same brand as the Defibrillators
that we carried on the ambulance at the time, and the system worked well.
We had to replace our Defibrillators on the ambulance due to the machines being discontinued,
and not supported by the manufacturer. The AED’s are also hitting the end of useful life, and the
expendable items have become difficult to acquire. They are a different brand than our current
Defibrillators we carry in the ambulance, which creates a need to change the pads on versus us
just plugging the cables into our Defibrillator that we carry on the ambulance, in cases of cardiac
arrest.
The new AED’s will also provide us the ability document rhythms as they will be able to upload
to our ZOLL software for the reports and Q/A reviews. We can also facilitate replacement of
pads easier, as they are the same that we carry on the ambulances.
We plan to Purchase
• 27 Zoll AED Plus Devices
• 9 Zoll AED 3 Devices
• Appropriate additional pads and cases to outit them.
The above budget is our current plan for purchase. In total, the plan is to purchase 36 AED’s to
replace what is currently deployed, as well as fill in some spots where we don’t have AED’s, but
should. In the end, our grant is for a total of $66,200.00 which is our maximum expenditure.
