Subject: W. Verona Avenue to Epic Lane Watermain Engineering Design Services
Project No. 60185102
Dear Mr. Manning,
Thank you for the opportunity to prepare a scope and fee for engineering design services for the proposed
watermain from W. Verona Avenue to Epic Lane prior to the construction of the lane widening anticipated
in this corridor. We have included the project summary, scope and fee below.
Project Summary:
AECOM shall design, permit, and provide bid support for a proposed 12-inch water main along Epic Lane
and West Verona Avenue in conjunction with the lane widening proposed in Spring 2027. The proposed
water main will extend and connect to existing 12-inch water mains at both ends of the project. The project
limits are shown in Attachment 1.
Scope of Services:
AECOM shall perform the following engineering services:
1) Topographic Survey: AECOM will coordinate with existing topographic survey information
obtained for the auxiliary lane on West Verona Avenue and Northern Lights Road and will and
perform a topographic survey as required for the remainder of the project limits. Digger's Hotline
will be contacted prior to survey and any property irons found will be surveyed. Topographic
survey will be conducted in the Wisconsin County Coordinate System for Dane County. NAD 83
(2011 Adjustment and NAVD88-WI Geoid 12A Vertical Datum shall be utilized. Measure downs
within the survey limits will be performed for existing water valves, sanitary interceptor structures,
sanitary sewer structures, and storm culverts for Segments A and B. Segment C will be discussed
and reviewed as an option, and if requested by the City, survey can be performed as additional
work. Project limits are shown on Attachment 1 and include:
a) Segment A – From the west project limits on Epic Lane to the east side of the intersection of
Epic Lane and Northern Lights Road, along the east side of Epic Lane to West Verona
Avenue, east along the North side of Verona Avenue to the extension of Victory Lane.
b) Segment B – The extension of Victory Lane at West Verona Ave south across West Verona
Avenue, along Victory Lane to West End Circle and on West End Circle from Victory Lane to
approximately 365 feet east of Victory Lane, as shown in Attachment 1.
c) Segment C – The North side of Verona Ave across from Victory Lane to approximately 240
feet east of the intersection of West Verona Ave and West End Circle, to Half Mile Road
approximately 240 feet east of West End Circle.
2) Geotechnical Soil Borings: AECOM will prepare project requirements for boring parameters, lab
testing, reporting, etc. for use by the geotechnical engineering firm in creating their scope and fee.
60185102 Verona Ave to Epic Ln WM 2026-08-20 Page 2 of 5
Soil borings are anticipated along Epic Lane and West Verona Avenue (approximately 6 soil
borings spaced every 500 feet).
3) Route Selection and Alignment: AECOM will select the west alignment (Segments A and B) as
the base, but will evaluate the east option (Segment C) and provide options through 30% design.
Other options presented at 30% requiring confirmation from the City will include:
a. Horizontal directional drilling, boring and jacking with casing pipe, and direct bury options
for the water main on Epic Lane at the intersection of Northen Lights Road and the
crossing of W. Verona Avenue. It’s anticipated to create a base bid option of the preferred
option and solicit bid alternates for the other two options.
b. Locating new main along the east edge of Epic Lane, and under any new expansion of
Epic Lane.
c. Locating the water main under the new auxiliary lane on West Verona Ave east of
Northern Lights Road
d. Replacing the 10-inch water main with 12-inch in Victory Lane and West End Circle in the
same horizontal and vertical location.
e. Alternatives for extending Segment C will be presented. Design for segment C post 30%
can be performed at the City’s request as extra work.
f. The project plans and specifications will stage construction to avoid interfering with Epic’s
XGM (May 18-May 27, 2027) and UGM (August 16-19, 2027) events. All work south of
West Verona Ave shall take place after school is out (June 9, 2027).
4) Utility Coordination: Contact and coordinate with private and public utilities within two weeks
after the topographic survey has been received by AECOM. Supply utilities with necessary
information concerning the project after 60% plans being completed. There will be one utility
coordination meeting (to be hosted via video conference) after supplying utilities with 60% plans.
Plans and schedule will be sent to utilities so they can complete any necessary adjustments
and/or relocations of their facilities prior to construction. We anticipate coordination will be
required with the following:
a) Client (Existing water main connection points, sanitary sewer, and storm culverts)
b) MG&E (Gas)
c) Alliant Energy (Electric)
d) Charter Communications
e) TDS
f) State Agencies
5) Design: Prepare a 60% and final design of the project for review and approval by the CLIENT for
segments A and B. 60% and final design of segment C can be performed upon request by the
CLIENT as extra work. Final plans will include the following:
a) Cover Sheet (1)
b) General Notes (1)
c) Traffic Control Sheet (1)
d) Erosion Control Sheets (7)
e) Staged Construction Sheet (1)
f) Plan and Profile Sheets (7) – Existing centerline grades will be provided on the Victory Lane
plan and profile sheets for re-establishing the centerline.
g) Storm sewer replacement. The Client will televise the existing storm sewer and identify any
pipes and structures needing replacement. These pipes and structures will be identified on
the and quantities will be incorporated into the bidding documents. Existing storm sewer pipe
slopes will be shown, but no profiles will be created specifically for the storm sewer
replacement.
h) Construction Details (It is assumed that City details will primarily be used, with up to 1 sheet
of additional details anticipated.)
60185102 Verona Ave to Epic Ln WM 2026-08-20 Page 3 of 5
6) Permits: Prepare necessary permit applications for the project. We anticipate preparing the
following permit applications for the project:
a) Wisconsin Department of Natural Resources (WDNR) Watermain Construction Permit
b) WDNR Notice of Intent (NOI) Construction Permit
c) City of Verona Erosion Control Permit
7) Special Provisions and Contract Documents: Prepare Special Provisions and contract
documents. Special provisions will reference City of Verona standard specifications,
supplemented with Wisconsin Standard Specifications for Sewer and Water Construction in
Wisconsin 6th Edition and Wisconsin Department of Transportation 2026 Standard Specifications if
needed. Front end specification templates will developed by AEOCM upon a template provided by
the CLIENT.
8) Opinion of Probable Cost: Prepare an opinion of probable construction cost based on the 60%
and final design. The construction cost estimate provided at the 60% design stage is based on
preliminary design documents, typical unit prices, and assumed quantities. This estimate is
intended for budgeting and planning purposes only. At this stage, the estimate is subject to
significant uncertainty due to incomplete design details, potential changes in scope, and market
fluctuations.
The expected accuracy range is typically -20% to +30% of the final construction cost. The
construction cost estimate provided at the 100% design stage is based on completed design
documents, detailed quantities, and current market pricing. While this estimate reflects the best
available information, it remains subject to uncertainties such as bid climate, material and labor
price changes, and site conditions. The expected accuracy range is typically -10% to +15% of the
final construction cost. Actual bid prices may differ from this estimate due to contractor means and
methods, competitive environment, and other factors beyond AECOM’s control.
9) Meetings: Meet with the CLIENT to review and approve the design concept at 30%, 60%
construction drawings, and final construction drawings and specifications. Design concepts and
construction drawings will be submitted to the client prior to the meeting in PDF format via
Bluebeam Studio Session and minutes will be shared after the meeting. Comments will be
addressed one time for each review. Attend up to three project meetings with the Client. Meetings
may be held via video conference. Attend the Public Information Meeting organized by the Client
and provide meeting notes of suggested revisions to be incorporated into the plans.
10) Bid Services: Prepare an invitation to bid and coordinate publishing of this document through the
CLIENT. The project will be bid using QUESTCDN.com and will be an online bid only. There will
be no public bid opening meeting. Prepare up to one (1) Addendum. AECOM will review bids
received, prepare a bid tabulation and recommendation of award letter and make bid results
public on QUESTCDN.com.
Project Specific Assumptions/Conditions:
1) Proposed water main will be 12-inch, and water system modeling is not required.
