Aulik, City Administrator Phone: (608) 848-9942 Email: jaulik@veronawi.gov MEMORANDUM To: Mayor Diaz and Alders, City of Verona From: Jamie J. Aulik, City Administrator Bryan Manning, Public Works Director Date: July 22, 2026 Re: Proposed Sewer and Stormwater Utility Rate Increases The City of Verona Sewer Utility and Stormwater Utility are currently operating at a deficit. During the City’s most recent audit, at the June 22, 2026 meeting an auditor from BakerTilly recommended that the City review and potentially address utility rates to ensure these enterprise funds remain self-supporting and financially sustainable. The last rate adjustment occurred on December 16, 2023. This memorandum outlines the current financial picture and recommended rate increases for the Sewer Utility and Stormwater Utility. Budget Year 2026 Projections (no increase to rates): Sewer Utility Stormwater Utility 2026 - Quarter Income Notes 2026 - Quarter Income Notes 1st $825,284 1st $266,487 2nd $849,882 2nd $266,422 3rd $850,000 Estimate 3rd $267,000 Estimate 4th $850,000 Estimate 4th $267,000 Estimate Total Income $3,375,166 Estimate Total Income $1,066,909 Estimate Interest $120,000 Estimate Interest $40,000 Estimate Total Revenue $3,495,166 Estimate Total Revenue $1,106,909 Estimate 2026 Budget 2026 Budget Operating $3,070,096 Operating $688,341 Depreciation $560,000 Depreciation $610,000 $3,630,096 $1,298,341 Revenue to Budget difference -$134,930 Revenue to Budget difference -$191,432 Cash as of 7/8/26 $3,318,783 Cash as of 7/8/26 $1,008,169 If no change to utility rates occur, the estimated deficit for the Sewer Utility is $134,930, and the deficit for the Stormwater Utility is estimated at $191,432. The deficit is also noted on the materials presented by BakerTilly, where expenditures are exceeding revenues – below are figures extracted from the audit presentation. Other factors: • The Stormwater Utility recently purchased two leaf vacuum machines (an over $600,000 investment) • There is a proposal for additional staff to assist with deferred maintenance and decrease reliance on contracted services for both the Stormwater and Sewer Utilities. • Numerous routine stormwater maintenance projects are needed in upcoming years. • A water utility rate case is going to the Wisconsin Public Service Commission, and given various factors such as inflation, capital projects, maintenance, etc., will likely increase water rates soon, which influence the timing of the proposed increase. While factors driving utility rates are oftentimes individual to the utility, by comparison, the Madison Metropolitan Sewerage District has recently experienced substantial increases: • 2026: 2.8% • 2025: 5.2% • 2024: 9.73% • 2023: 11.6% Staff are proposing: • Stormwater Utility Rates o Adjusting the ERU assessment from $21.25/quarter to $25.00/quarter in the fourth quarter of 2026, and again to $28.75/quarter the first quarter of 2027. • Sewer Utility Rates o Adjusting Sewer Utility rates with a 9% increase in the fourth quarter of 2026, and again a 7% increase in the first quarter of 2027. • Staff assessment: o We believe the increase in rates are necessary given the current financial position of the utility, along with future staff additions, inflation, capital projects, maintenance, and other costs. 1 ORDINANCE NO.26-1108 AN ORDINANCE AMENDING TITLE 9, CHAPTER 2 OF THE CODE OF ORDINANCES, CITY OF VERONA, WISCONSIN The Common Council of the City of Verona, Dane County, Wisconsin, do ordain that Title 9, Chapter 2 (Sewer Utility Regulations and Rates), of the Code of Ordinances, City of Verona, Wisconsin is amended as follows: 1.
