PARK AND RECREATION BOARD (Agenda Item 5A) Meeting Date: October 14, 2026 AGENDA ITEM: Monona Commons Park Concept Design Feedback REQUESTED BY: Jake Anderson POLICY ANALYSIS STATEMENT: Monona Commons presents an opportunity to establish a distinctive public gathering space along West Broadway that serves the daily needs of residents, employees, and visitors while creating a flexible venue for community events and supporting the economic vitality of the surrounding commercial district. The September 2026 concept plan prepared by Parkitecture + Planning incorporates a range of complementary features, including a clock tower plaza, water feature, putting green, yard games, open lawn, seasonal tent space, food truck parking, patio seating, bench seating, a restroom and shelter, a music/art node, natural landscape berms, and pedestrian lighting. The strength of this proposal is its ability to serve multiple purposes throughout the day, across the seasons, and for different audiences without relying on a single programmed activity to justify the investment. The park can function as a passive recreation destination during normal business hours, an informal gathering place for residents and employees, and an event-ready public space during evenings, weekends, and seasonal celebrations. It can also provide an inviting place for people visiting nearby businesses to extend their stay in the district rather than treating the area solely as a destination for a single transaction or activity. STAFF RECOMMENDATION: Director Anderson invites committee member feedback to be presented to Monona City Council for final approval to move to engineering and bidding phase.
