1. Project Name: Information Technology Maintenance and Upgrades
2. Year Proposed: 2027 Rank: 1
4. Requested By: All Departments
5. Prepared By: Leah Kimmell
6. Project Description and Justification:
The global proliferation of data centers to support artificial intelligence has caused a surge in
demand for IT components like storage chips, processors, and memory. In addition, computer prices
have increased considerably due to import tariffs. Prices for computers and IT equipment are
currently unpredictable, and we’ve seen price increases of 40–50% over this time last year. The IT
budget request for 2027 has been scaled back to include only necessary replacements with no
projects or additional equipment, with the hope that global markets will renormalize in 2028.
7. Total Project Cost: $97,000
Component Costs:
Computers: $30,000
Replacements per our computer replacement

This capital budget line item is an annual request to fund unforeseen facility expenditures that
would otherwise be capital projects. Typically, these are needed for emergency breakdowns that
require immediate replacement of components of the facility. Examples of capital improvements
to permanent assets from past expenditures from this account include:
• Replacement of boiler system pumps
• Replacement of boilers
• Replacement of toilets, sinks, or other permanent plumbing fixtures
• Replacement of shorted-out electrical components, broken shut-off switches, or HVAC
control components
• Roof repairs or replacements as needed
• Purchase of equipment as needed
• Inspections as needed

5. Project Description/Justification (briefly indicate the size, location, type of projects or
purchases, and schedule involved in implementation.)
The Library has dealt with leaks for the last 5 years. Because of this, a building envelope inspection
was completed in 2019. The report recommends the replacement of the rooftop, as well as the need
to remove and replace damaged or degraded caulk and sealants throughout the facility. The age of
the rooftop by 2028 construction will be 27 years, well past the useful life of the roof. A second
inspection was done on the skylight, which is also recommended for replacement.
This budget request is for final design with anticipated construction in 2028.

• Bunker coat –
exterior upper body protection
• Bunker pants – exterior lower body protection
• Suspenders
• Helmet – head protection
• Fire gloves – hand protection
• Fire boots – foot protection
• Hood – neck and face protection
This line item
also contains additional helmets, boots
and glove purchases for damaged equipment.

This is an ongoi

communication networks. The portable replacement project will (over the span of several
years) replace our aging single band portable radios with current dual band portables.
This is a s
ubstantial upgrade to our
communication ability as our radios age and
begin to fail. Most of the portables in service
are starting to require service or are reaching
the end of their lifespan. This project would
replace approximately 8 portable radios a
year over the next 4 years.
6. Future Co

There are no
additional costs to operate the
new portable radios beyond current
operational budget levels
7. Total Pro

$25,000 for equipm

regional AFG grant with Dane County to
replace all existing portable radios at a 10%
cost match to the city. That is why this one is

change.

This project will replace the department's aging Eventide dispatch recording system, which is
used to record public safety radio and telephone communications. The existing system is
approaching the end of its useful life, increasing the risk of equipment failure, reduced vendor
support, and potential impacts to critical evidence retention and operational continuity.

CAPITAL IMPROVEMENTS REQUEST FORM
1. Project Name: Lagoon du Nord Bridge Replacement – Construction
2. Year Proposed: 2027 Rank: 1
3. Requested By: Public Works Committee
4. Prepared By: Dan Stephany, Director of Public Works
5. Project Description/Justification (briefly indicate the size, location, type of projects or
purchases, and time schedule involved in implementation.)
Background Summary: The State of Wisconsin Department of Transportation (WisDOT) bridge
inspection reports indicate the Lagoon du Nord bridge has a sufficiency rating of 37.8 (which means
the bridge is eligible for replacement funding) and an NBI rating of 4 for the substructure (which
means the substructure is in poor condition). The existing bridge is approaching the end of its service
life where maintenance is no longer an economical option. The bridge has been selected to receive
some Federal and/or State funding through the WisDOT bridge replacement program for both eligible
(roadway and bridge) design and construction, capped at specific dollar amounts.
One hundred percent (100%) funding for eligible bridge construction items is capped at $1,127,400
per the 2023 WisDOT agreement. Eighty percent (80%) funding for eligible design is capped at
$107,328. Total Funding Cap is $1,234,728. Approved costs above capped figures are the
responsibility of the City for payment. Non-participating design and construction items (watermain
design and construction, real estate acquisition/TLE payment for parcels) are to be paid for by the
City.
Construction dollar amounts below are based on bid data from September 2026.
• City cost, bridge construction costs not covered by grant: $875,600
(potential 50/50 Dane County Bridge Grant Funding -$437,800)
• City cost, water main construction/relocation: $400,000

5. Project Description/Justification (briefly indicate the size, location, type of projects or

The project will allow for replacement of the 89 remaining non-LED streetlights along Monona Drive
with new LED like-for-like replacements. Starting at Monona Drive from Nichols Road to Broadway,
the City will direct the purchase and replacement of as many lights as budget allows. In the process of
replacing the lights, we will replace arms as needed, which are beginning to fail, causing the lights to
fall off the poles. The contingency will cover some unknowns, including possible failing poles,
bases, arms, or wiring.
LED lights use about 60% of the wattage of the existing non-LED lights, and they last about two
times longer than non-LED lights, reducing operating costs. They are also brighter, making these
heavily trafficked areas safer for drivers, bikers, and pedestrians.

With Federa

scheduled to be reconstructed in 2029. The remaining sections of Nichols Road, from Monona Drive
to Maywood Road, are scheduled to be repaved in 2029 as well, though with funding through the
city’s typical borrowing process. Prior to completing pavement replacement in 2029, there is one
short section of cast iron water main that should be replaced, along with two other intersection water
main connections. Making these upgrades prior to repaving Nichols Road will eliminate the need to
dig into the street for future watermain work.
In conjuncti
on with the water main work, staff is also planning to reconstruct all crosswalk ramps on
Nichols Road, from Wallace Avenue to Flamingo Road. When construction is finished, all crosswalk
ramps on Nichols Road will be ADA compliant.

Funding for preliminary engineering is requested by staff and the Public Works Committee to address
citizen concerns of speeding and pedestrian safety, which is supported by traffic studies completed by
department staff.
Each of the st
reets listed below have 85th percentile speeds of 32mph to 35mph. Meaning 85% of the
traffic is traveling at or below 35mph, 33mph, and 32mph. Each of the streets listed is posted as

5. Project Description/Justification (briefly indicate the size, location, type of projects or
purchases, and time schedule involved in implementation.)
The Lake Edge Basin’s levee wall and gabion are in a state of disrepair. Muskrats and hydraulic
scouring have caused significant damage to the berm near the lakeshore to the point of near failure of
the levee wall. The gabion is silted in with sediment and decaying organics and is no longer
operating as it’s designed to, as it can no longer weep water through its pores. The berm is
overgrown with scrub brush and invasives. Some native plantings from the 2011 rebuild of this
structure remain, but most have been choked out. This request includes funding to develop a project
manual to address the necessary repairs.

The sanit

that received reconstruction in 2026. Lining sanitary sewer main eliminates inflow and infiltration,
repairs offset joints or cracks in the main and eliminates openings for tree roots. Engineers and staff
determined during the design phase that it would be best to complete this work once the road
reconstruction portion of the project was finished. Completing this work as part of the road
reconstruction project would have added another 6 months to the road project.

2. Year Proposed: 2027 STAFF RANK: 1

3. Requested By: Jake Anderson, Parks and Recreation Director
4. Prepared By: Jake Anderson, Parks and Recreation Director
5. Project Description And Justification (briefly indicate the size, location, type of projects or
purchases, and time schedule involved in implementation):
The Fireman’s Park Shelter playground is the oldest playground in the park system, with the
existing equipment dating to 1997. The playground serves an important role in providing
recreation opportunities for children attending the afterschool and summer camp programs, as
well as students from Winnequah School, neighborhood families, and visitors utilizing the
Fireman’s Park Shelter for community events and private rentals.
The existing playground is showing its age and has a significant site limitation: the playground
area is susceptible to flooding and water infiltration during large rain events. The replacement
project will include professional design and site engineering to address drainage and water-
management issues while creating a safer, more functional, and sustainable play environment.
The new playground will be designed to accommodate a high volume of children at one time,
recognizing the heavy use generated by City recreation programs and Winnequah School. The
project will incorporate a variety of age-appropriate and inclusive play elements, along with
accessible safety surfacing that allows children of varying abilities to participate together. Design
will also prioritize the preservation of existing mature trees wherever feasible, maintaining the
substantial shade canopy that is an important asset to the playground and surrounding park.
The project will include removal of the existing playground equipment, site improvements and
drainage modifications, design and engineering, new playground equipment, accessible surfacing,
and associated site amenities. The goal is to create a modern, inclusive playground that can
withstand intensive daily use while better responding to the environmental conditions of the site.
Funding: The project will be funded through parkland dedication fees, providing an
appropriate funding source for the replacement and enhancement of a significant
recreational asset within the City’s park system.

the current condition of the court surfaces, cracks, drainage, slopes, fencing, nets, and other
related components to determine the appropriate rehabilitation approach.
The cons

repair recommendations, and project documents suitable for contractor bidding. The project
manual will identify appropriate repair methods, materials, surface preparation, acrylic color
coatings, court lines, and other construction requirements to ensure a quality and durable finished

The current plan provides a five-year framework for park improvements, recreation facilities,
open space, and long-range planning.
Funding will
support professional consulting services to conduct public input surveys and
engagement, evaluate current park and recreation needs, and incorporate updated demographic

reached the end of its expected service life. The mower has experienced several significant
mechanical issues, including engine overheating and recurring downtime, resulting in increased

the entrance and create a welcoming gateway into the park.
As part of
the project, the City would construct a concrete sloped entrance, while the Eagle Scout
project would focus on complementary signage and landscaping to enhance the entrance and
identify the park for residents and visitors.
This proj

would extend into the western portion of the park and ultimately include a bridge crossing the
lagoon. Establishing and clearly identifying this entrance would open up a significant portion of
Winnequah Park that is currently less accessible, creating new opportunities for residents and

This project is a f

Park Dream Park
Shelter and Fireman’s Park Shelter. The work will include crack filling, seal
coating, and line
striping to protect the existing asphalt, improve appearance, and extend the
useful life of
these heavily used public parking areas.
Neither parking lot
has received this type of pavement maintenance in more than 10 years.
Industry guidance recommends s
ealcoating asphalt parking lots approximately every 3–5 years,
with cracks addressed
as they develop. After more than a decade without treatment, preventive
maintenance is needed t
o address existing deterioration and reduce the potential for more costly
pavement repairs or replacement.
This p

the protective surface of the asphalt, seal cracks to reduce water
infiltration and freeze

will help extend
the service life of the existing parking lots and protect the City’s investment in
its park infrastructure.

The library is looking at replacing all three (3) of its self-check circulation machines. The current
machines were installed in 2020. The machines showed signs of breaking down in 2024, with
frequent issues with the printer and freezing of monitor. In consulting with other libraries in the
area, it was discovered that the model that the library has is prone to breaking down prematurely.
Other libraries recommend Bibliovation’s newer model, which shows very few, if any, service
breakdowns. The stand-alone models also allows us to add a payment add-on, which will allow
patrons to pay for any fees with a credit or debit card, which the library currently is unable to do.

The Forum Room in the library is the main place for large programs and events at the library, for
both library staff and the public. There currently is a projector and projection screen, but no
dedicated sound system. Library staff have received complains in the past that it can be difficult
to hear in the room because of this. This project would add two (2) Shure wireless microphone
systems to the room, as well as a handheld mic and handless set. The system would also allow for
devices to plug in via an HDMI cable, so if a presentation is on a laptop that requires sound, the
sound will come through the speakers.

This project is a funding request to replace the existing EPDM roof over the pool pump room.
The roof was constructed in 1993 and is original to the pool facility. At more than 30 years old,
the roof has exceeded the typical service life of many EPDM roofing systems and is now
experiencing active leaks.
Funding will provide for the removal of the existing roofing system and installation of a new
EPDM roof system meeting current industry standards. Replacing the roof will eliminate ongoing
leaks, protect the pool pump room and its mechanical equipment from water damage, and provide
a durable, watertight roofing system for the facility.

This is a project to restore and protect the interior riding surface of the pool water slide. The
project will include sanding and preparing the existing flume, repairing and caulking seams, and
applying multiple layers of specialized epoxy coating to create a smooth, durable, and water-
resistant riding surface.
The new coating system will provide a protective barrier against continual exposure to pool
water, chemicals, and rider use while maintaining a smooth surface for safe operation.
Completing this work will help protect the City's investment in the water slide, extend its service
life, and provide a safe, durable riding surface for pool patrons.

WVMO's primary audio control board is now 12 years old and has required the replacement of
multiple modules over its service life. While the console continues to function, its age and
ongoing maintenance needs increase the risk of future reliability issues.
This capital request would fund the replacement of the audio control board with a modern console
that offers improved reliability, enhanced functionality, and a more intuitive user interface. The
upgraded system would simplify day-to-day operation for staff and volunteers, reduce
maintenance requirements, and help ensure dependable broadcast operations.

WVMO is seeking to improve its ability to broadcast live from community events, concerts,
festivals, and other remote locations. While the station's current remote broadcast system
produces high-quality audio, it is complex to operate and can be challenging for volunteers with
varying levels of technical experience.
This capital request would fund a simplified remote broadcast system that leverages cellular
technology while maintaining professional broadcast-quality audio. The upgraded system would
improve reliability, reduce setup time, and make live remote broadcasts more accessible to
volunteers, in hopes of providing more live local programming to listeners.

Drive, and looking into adding a southbound left turn lane to Walmart. Funding was requested to
continue engineering in 2026 but was removed due to funding limits. Staff is requesting funding in
2027 to begin the final design phase for improvements of South Towne Drive. Prior work included
traffic counts and modeling of the roundabout as a single lane roundabout, communications with

The projec

in two planned phases – Phase I in 2027 and Phase II in 2028 – with new LED like-for-like
replacements. Starting at Monona Drive from Nichols Road to Broadway, the City will direct the
purchase and replacement of as many lights as budget allows. In the process of replacing the lights,
we will replace arms as needed, which are beginning to fail, causing the lights to fall off the poles.
The contingency will cover some unknowns, including possible failing poles, bases, arms, or wiring.
LED lights
use about 60% of the wattage of the existing non-LED lights, and they last about two
times longer than non-LED lights, reducing operating costs. They are also brighter, making these
heavily trafficked areas safer for drivers, bikers, and pedestrians.

The Interl
ake and Gisholt (Industrial Park) stormwater basins are in disrepair and need reconstruction.
The basins are important flood management and treatment devices which manage ~170 acres of
runoff. Preliminary engineering was completed in 2024 to assess the condition of each basin and
conduct stormwater modeling to determine whether the basins remain adequate.
The City’s e
ngineer is also looking into the possibility of issuing assessments for the Industrial Park
basin, which serves a greater portion of the City’s Industrial Park. Businesses using the basin can
claim stormwater pollutant reductions and runoff rate control from the basin, which allows them to
utilize more of their property for development instead of stormwater treatment/management. The
Industrial Park Basin also contains a flood/spill gate. The City has no record of exercising or
maintenance performed on this gate, and it is unclear whether it still works. The gate is effectively
inaccessible. Given its importance in controlling spills and keeping the Industrial Park from flooding,
this gate will also receive an inspection and necessary repairs.
The Lake Edge B
asin’s levee wall and gabion are in a state of disrepair.

Construction
funding for this project was requested for the 2026 capital budget but was removed as
part of the Mayor’s budget cuts for City Council consideration. Phase 2 of the sanitary sewer lift
station improvements focuses on the Oneida Park lift station. Initial construction of this lift station
dates back to 1954, with mechanical equipment last updated in 1982. The wet well and force main
are original construction.
Improvements
design was completed in 2025 and focuses on eliminating the 24’ deep dry can entry
system with a modern submersible pumping system where nearly all work can be completed from
above ground. Submersible stations are more efficient with regards to maintenance, power
consumption, and flow capacity; and nearly eliminate the need for confined space entry procedures
for daily inspections.
Construction
includes replacing the wet well collection tank, pumping equipment and controls,
SCADA controls, and replacing and rerouting the force main along Tecumseh right of way and
connecting at the Winnequah Trail intersection. The new lift station will maintain backup power via
the onsite generator.

For 2026, C
ity Council approved the purchase of a multi-purpose hook-lift truck. The truck is
currently on order and will be used to complete winter snow plowing and salting operations, spring
and fall leaf collection, and yard waste dumpster exchanges. The City currently contracts with
Pellitteri for dumpsters and dumpster exchanges for the yard waste program. Purchasing our own
dumpsters would eliminate dumpster rental and exchange expenses in the annual operating budget. If
funding is approved, five dumpsters with a 20 cubic yard capacity each would be purchased from
Macqueen Equipment Group.

Staf
f is requesting funding to replace the 2007 John Deere loader in 2027. Funding requests in 2021,
2025 and 2026 were removed prior to consideration of City Council. The current loader will be 20
years old in 2027 and is a heavily used piece of equipment.
Staf
f uses the loader to assist with winter snow plowing and snow pile removal, loading large logs on
trucks in the tree removal process, loading dump trucks with gravel and soil, clearing mud and debris
from water main breaks, and loading and unloading semi-trucks making deliveries at the garage. The
attachments used on the current loader were purchased in 1995 and will be replaced with this
purchase.
DPW s
taff reviewed and demo’d Caterpillar, Hyundai, Case and John Deere front end loaders. The
City has had three previous John Deere loaders and the staff preference is to stay with the John Deere
brand. 2027 pricing was provided by Brooks Tractor via the State of Wisconsin VendorNet
Cooperative Purchasing Program. The City has a very good working relationship with Brooks Tractor
and they are considered reputable and responsive to previous City needs for service.

The Monona Pool Parking lot is heavily used by users of the skate park, tennis/pickleball courts,

not advised due to the amount of cracking and settling in parts of the parking lot. This project
would design a replacement parking lot, identify if we need additional spots for ADA, determine
a location for our seasonal dumpsters for the pool, and provide better pedestrian and bike
parking/access to the pool.

The Mun

upgrades and equipment additions, resulting in a collection of components of varying ages and
capabilities. Much of the current audio and video production equipment is between 5 and 10 years
old.
This c
apital request would fund a comprehensive audio system upgrade, including professional
wireless microphones, modern audio control equipment designed to support hybrid meetings,
system programming, and integration. The project would improve overall audio quality,
reliability, and ease of operation while better supporting in-person, virtual, and recorded public
meetings.
