RENEW MONONA LOAN PROGRAM STAFF REPORT
CITY OF MONONA CASE NO. 2026-4
Project: Request for Renew Monona Loan Funds
Project Address: 1106 Birch Haven Circle
Applicant: Shawn Marie Klett
Proposal Summary:
Shawn Marie Klett (the “Applicant”) owns the property at 1106 Birch Haven Circle (the “Property”),
and has submitted a Renew Monona Loan application requesting $75,000.00 from the Major Home
Rehab category (the “Application”) to conduct the following improvements to the existing residence
(the “Project”):
Complete the construction of a new single-family home on the Property. Current condition
includes a foundation which was completed before the previous project was paused.
Per the Application, the proposed total cost of improvements is $525,000.00 with the loan request of
$75,000.00. The Applicant provided cost estimates for the work, which are included as Attachment 4
in the meeting packet.
Staff Review of Eligibility Criteria:
Criteria Criteria Met Notes
1 Property is owner-occupied Yes The Applicant purchased the
Property in 2021.
2 Assessed Property Value Yes Total Assessed Value (TAV) of
$331,500.00 as of 01/01/2025.
3 Assessed Property Value less than or
equal to 120% of Median Assessed Value
Yes TAV of $331,500.00 is less
than the 120% of the median
assessed value of residential
properties of $563,400.00 as of
01/01/2025. Foundation only.
4 Applicant to maintain at residence for at
least 2 Years after Project
Yes The Applicant indicated that
they will remain at the
residence for at least 2 years
after the improvements are
completed.
5 Proposed Improvements are to Primary
Structure
Yes The proposed improvements
are to the main structure.
6 Proposed improvements are eligible uses
of Program Loan Funds
For discussion The applicant applied for the
Major Home Rehab program,
which includes the “addition of
or significant improvement to
living space”. Please note that
program materials state that
“tear-downs” are not eligible
uses of program funds. The
CDA may choose to consider
the existing nature of the
foundation and the unusual
circumstances that exist in this
case. The requested loan
2
amount is the maximum loan
amount for the program.
7 Proposed improvements will increase the
assessed value of the home.
Yes The proposed single-family
home will increase assessed
value.
8 Proposed improvements will improve the
attractiveness of the home and the
neighborhood to potential future home
buyers.
Yes The completion of the
construction with a functional
family home will enhance the
Property, and appeal to future
home buyers.
9 Applicant is in good financial standing and
gives the City of Monona permission to
contact their mortgage provider to
confirm.
Yes The applicant has a primary
mortgage with Summit Credit
Union. The Applicant gave
Staff permission to contact
their lender.
Financing the Project:
The Applicant has indicated that they plan to use a combination of funds from their retirement
account and their divorce settlement to finance their portion of the Project ($450,000.00+), assuming
that the City approves the full 50% loan amount. Assuming the requested loan amount is approved,
work is scheduled to begin shortly after approval. If the loan were not to be approved, it would cause
financial hardship to the Applicant who would need to apply for a higher interest loan for this portion
or possibly delay the Project.
Recommendation:
Staff recommends CDA review and discussion of the application materials, eligibility requirements,
and to make a recommendation on what, if any, loan amount should be provided for this Project.
Performance Criteria Staff Comments
A
Proposed improvements are well chosen,
are an appropriate use of loan funds, and
fulfill an obvious need for the housing
structure.
The proposal aligns with the Renew Monona loan
program description to rejuvenate existing and
aging housing stock to make it more attractive to
buyers.
B
Improvements are long-lasting and will
enhance the quality of the home for years
to come.
The project scope is well thought out, and will be
constructed to a high quality. The Project will
complete the construction of a new single-family
home providing an updated residence on the
Property.
C
Proposed improvements will increase the
energy efficiency of the home.
The Project includes two zone duct system,
enhanced insulation levels in exterior walls,
energy efficient windows and doors and plans to
use energy efficient lighting throughout the
house.
D
The home where proposed improvements
will occur is in an area in need of
improvements or is in an identified
preference area. This may include
accessibility improvements or additions
allowing the applicant to age in place.
The former structure was demolished, with the
proposed Project to include an upgraded new
single-family home in approximately the same
location.

RE: Discussion of potential TIF assistance for The Encore
Northpointe Development II Corporation is requesting the opportunity to introduce and discuss
the potential to apply for TIF assistance for The Encore Senior affordable housing development
located at 1212 E Broadway in the City of Monona, Wisconsin.
Northpointe is proposing to construct a fifty-six-unit multifamily affordable housing
development for seniors located on the south side of the former Whitehorse property. The
GDP for the project was approved by the city late last year and an application for PIP approval
has been submitted. Those plans included a residential development consisting of one four-
story building. This would be the third residential housing project on the site following the
Broadway Lofts and Broadway Senior projects. Broadway Lofts, which included 12 townhomes
and 63 apartments for a total of 75 units, was supported with TIF assistance. Broadway Senior,
which is currently under construction and includes a 55-unit Senior Affordable Housing
development as well as a 2400 sq/ft retail commercial building to be built along Broadway, did
not request TIF assistance. Broadway Senior is expected to be competed in June of 2027.
Northpointe is targeting a March 2027 construction start with completion in April of 2028. In
general, affordable housing projects restrict the rents to an affordable level for those who earn
30-80% of the county’s median income. These rents are well below attainable market rents,
which causes financial gaps in the project. Gaps can also be attributed to cost increases as well
as negative pressures coming from increased interest rates and depressed pricing for
Affordable Housing Tax Credits. In addition, this project will have challenges due to the site’s
poor soils and necessity for geopiers. We are requesting the CDA to consider providing
feedback on the potential for TIF assistance to this project to fill a portion of the gap. We
anticipate that The Encore, Broadway Senior, and the future commercial building along
Broadway will generate $9-9.5 million in assessment. Broadway Lofts was guaranteed by
Northpointe to provide $7.5 million in assessment; however, the total assessment has been
more than $9.5 million over the past two years providing additional increment to the district.
It is our belief that this project will have a high impact on the community, give the residents
access to economic opportunity, and will act as a catalyst in the community. We greatly
appreciate your opportunity to introduce the project and plan to submit a full financial analysis
regarding the project for discussion at an upcoming CDA Meeting.
Sincerely,
Sean O’Brien

Project Description:
The Encore will be a newly constructed fifty-six-unit Senior LIHTC multifamily development located on
the south side of Monona, Wisconsin. The development will consist of the new construction of a single
four-story elevatored building containing 41, one bedroom/one-bathroom units, 15, two-bedroom/one-
bathroom units for a total of 56 units. The Developer proposes setting aside all the units for residents
earning 30, 50, or 80 percent or less of the Dane County AMI using the LIHTC Program targeting
Seniors 55+.
This project will be the third phase of affordable housing that Northpointe has developed in the area as
the first phase, Broadway Lofts, was completed in November of 2024 and phase 2, Broadway Senior will
be completed in 2027. We believe that a multi-family project located adjacent to our first two phases
will complement each other without over saturating the market. The residents will have access to the
B-Cycle Station and E-Bikes installed by the first phase. The site is located next door to medical clinics
and near grocery and other retail and very well located in the county’s urban core area which allows
residents access to most places in Dane County in less than 20 minutes. The site is located near a
future bus stop planned by Monona and has easy access to the Beltline, Interstate 90/94, and the Dutch
Mills Park n’ Ride.
The project will be built to a newly prescribed enhanced WHEDA sustainability standard of LEED Net
Zero. We are planning to have an approximate 40 KW PV Solar System on the roof of the building to
eliminate up to 90% of the building’s common area electrical usage. The project will have high quality
materials including LVT flooring and solid surface countertops.
The proposal meets a significant number of priorities identified by the city of Monona; however, we
should note that this site has significant limitations in terms of buildable area. There are wetlands that
run in parallel with the creek to the west, south and east which is why the building is located where you
see it on the plans. We have received approval from CARPC to encroach into the Environmental
Corridor.
Changes made to the project since after feedback received during our GDP approval:
We appreciate the feedback from Plan Commission and made the following changes to the project. We
increased the size of the outdoor patio to add to our outdoor amenities on the site and adjusted the 4th
floor plan to provide an outdoor deck.

We received WHEDA credits this spring and are planning to proceed with construction documents and
be ready to start construction in March of 2027. We anticipate that it would take approximately 12
months to complete the planned building as the site already has the private drive and utilities
constructed, meaning resident occupancy in March of 2028. We do plan to explore the potential
availability of TIF or other sources through the state.
Written Justification:
Northpointe Development and Selassie are proposing to develop The Encore. As stated in the
Comprehensive Plan, the amount of undeveloped land is extremely low in Monona, and the city should
support creative and diverse housing types as well as a variety of housing types. We believe that the
team’s proposal is creative and will create a neighborhood feel with our variety of housing types and
amenities vs a single oversized apartment building.
This project will also bring much needed new affordable housing to the city. According to the 2016
Comp Plan, over 80% of the city’s housing stock is over 30 years old. Since 2016 there have been
several new multifamily developments, all of which have been market rate developments. Those
projects charge between $1,800-$2,000 monthly for a 1 bedroom, $2,000-$2,200 monthly for a 2
bedroom. Also, demand for housing near the beltline has been significant.
As stated in the 2016 comp plan, “Housing is considered to be “affordable” if households spend no
more than 30% of their income on housing costs. The definition of income comes from the Census
definition of “money income,” and is “pre-tax, post-transfer” income. Housing costs for renting
households are “gross rent” which is rent paid plus utilities (where not included in rent). Utilities are
electricity, gas, water, and sewer. Housing costs for owning households include mortgage payments, real
estate taxes, home insurance, and utilities. Households that pay more than thirty percent of their
income for housing are considered rent cost burdened. An examination of housing cost burden in
Monona (Table 2.9) shows 71.4% owners and 53.7% renters in Monona pay less than 30% of their
income and are considered affordable. Therefore, 28.6% of owner-occupied households are cost-
burdened while about 46.3% of rental households are cost-burdened.” As almost half of the renter
households are rent-burdened, and increasing according to data compiled by Baker Tilly, this project will
provide a significant boost to housing affordability in the city.
Lastly, we also understand that even though the CDD allows residential as a use, the 2016
Comprehensive Plan identifies the future use of the site as commercial and that there have been
concerns with housing being placed on this site in the past. Since the 2016 Comprehensive Plan, the
sites have been divided, and Broadway Lofts have shown that there is a market for housing in this area.
Broadway Lofts created a pocket neighborhood that utilized the natural setting and green space to make
a truly desirable place to live. It also drives up the taxable basis of the property for the benefit of the
city.
Standards:
The project is being proposed as a PD to allow for this residential development.
This project will not substantially impair or diminish the use, value, and enjoyment of other properties
within this neighborhood. Quite the opposite. This project will enhance the character of the
neighborhood and bring additional opportunities for housing.
The site has been designed to facilitate safe pedestrian and vehicular traffic flow. Accessible routes will
be provided to residential and commercial spaces.
The project will comply with the City Erosion Control and Stormwater Management requirements.
Infiltration areas will be provided as required.
Each unit has a private patio or deck. Other amenities include a community room, exercise room,
storage areas, outdoor residential patio space, grill area. There will be bike racks underneath the
building, and we will install at least one electric car charging station in the underground parking.
Requested Exemptions:
Potentially on parking, but the housing units are mostly one-bedrooms. Seniors will have a lessor need
for parking, generally 1:1. Since the GDP review, parking on the street has been removed and replaced
in kind in the surface lot, so our proposed parking ratio is 1.45 which would allow extra parking for
visitors.
