Monona Senior Center SENIOR CITIZENS COMMITTEE MINUTES Thursday, August 4th, 2026 5:30 P.M. The meeting of the Senior Citizens Committee for the City of Monona was called to order by chairperson, Teresa Radermacher at 5:30 p.m. PRESENT: Chairperson Teresa Radermacher, Gwen Feit, Molly Grupe and Judy Runk ALSO PRESENT: Diane Mikelbank, Monona Senior Center Director ABSENT: Glenn Vosberg, Steve Halverson and John Anderson, Jim Krueger, NewBridge Executive Director, Stan Nielsen APPROVAL OF MINUTES: Minutes of May 27th, 2026, meeting were moved for approval by Gwen Feit and seconded by Molly Grupe with the following corrections: Change meeting date year to 2026. “Offer” changed to “offers” in first paragraph of Unfinished Business Chair Report – road moved slightly to the West, not North. Motion carried unanimously. APPEARANCES: None UNFINISHED BUSINESS: None 5A: Update on Senior Center Transportation Budget Line: Diane share that after analyzing number of riders and cost per ride, it was decided to discontinue the East Towne/Target Trip starting in July – there have been no complaints. Discussion continued on the numbers presented and how the rate is determined. When the City of Monona started using Madison Metro, we needed to start using a different First Student office to book our rides. The current hourly rate for contracted rides is $83.99 per hour. 5B: Friends of Monona Senior Center celebrate installation of Audio/visual Equipment with Ribbon Cutting: Please consider attending the Ribbon Cutting on Thursday, August 27 th from 3:00 – 4:00 to share your appreciation for their significant contribution ($28,000) toward audio/visual equipment for the Main Hall of the Community Center. New Business: 6A: Discussion and Approval of Monona Senior Center 2027- 2031 Capital Budget Plan Diane reviewed the proposed 5-year capital budget plan for the Senior Center. The focus for council will be on 2027 with consideration of 2028. The Mayor has a goal of keeping the 2027 General Obligation Borrowing to $2,500,000. This means many proposed projects will likely be cut. For 2027, I am proposing replacing furniture in the lower level at a cost not to exceed $11,000. The cost is much lower than our ask last year for new flooring, which will be over $100,000. Minutes – Monona Senior Citizens Committee (Continued) August 4th, 2026 Some office furniture is showing signs of wear or in need of repair. All office furniture in Director’s office was purchased used so the age of these items is unknown. Other office furniture was purchased 21 years ago. The desks are fine, but the chairs could be replaced. The lobby area furniture in the Senior Center was purchased in 2004 and held up well over 20 years. We have tried to keep up with cleaning the upholstery of this furniture designed to withstand use by the public, but some areas are getting worn. I am hoping to propose flooring replacement for 2028. Waxing these floors costs $6,000 - $8,000 each time and we should be doing this twice each year, plus the loss of that space during the waxing process. In the span of a little over 6 years, we will spend as much on waxing these floors as we would have spent on new floors. Molly Grupe moved that we approve the 2027 capital budget at 11,000, Judy Runk seconded the motion. Motion passed unanimously. REPORTS: A. Chair Report: Teresa praised the newsletter and all that is going on. Cognitive Assessments through NewBridge are free and open to anyone 50 and older. The 10-year long range planning meeting took place. It was eye opening and the City was thinking of City Hall renovations. There has been an ad hoc committee to look at plans not to exceed $30 million. They talked about the impact of future borrowing. Borrowing $10 Million will cost $70 for every $100,000 of property value. That is assuming a 3% interest rate because the City has AAA rating. MGSD asked Monona that if we are interested in Maywood School to let them know. The City approved a non-binding letter of intent that the City of Monona is not “not interested” in Maywood. The letter said we are interested but we would like to see maintenance invoices for the last 10-years for Maywood School. We will also hire our own inspector to look into what it will take to get the building repaired. Council approved a lease with the Friends of San Domiano. The Exec. Dir. And her assistant are able to use the house for their office space. The Friends of San Domiano raise funds for their staff. Gwen asked how much tax payers pay for that property. Teresa will look into this. San Domiano is looking into getting historic tax credits to help with the tax burden on Monona residents. Green Line Development – housing going in on Broadway close to South Towne Mall. That was approved so that development is going to go forward. B. Friends Report: Let’s Dance Nov. 1st at East Side Club – from 1 – 4 p.m. C. NewBridge Report – No report D. Monona Senior Center Report: Library HVAC work brings more programs and meetings to the Community Center for the rest of the year • Badger Talk on Chronic Inflammation Wed., Aug. 26th at 10 • Planning for September Senior Center month • Lori and Lisa have several weeks of vacation in Sept and Oct. Next Meeting: Tuesday, September 8th at 5:30 p.m. Molly may not be available for that one. Adjournment: Gwen Feit made a motion to adjourn and Judy Runk seconded the motion. Motion carried. Meeting adjourned at 6:26 p.m. Respectfully submitted, Diane Mikelbank, Director Monona Senior Center 2026 Cost to continue --- SENIOR CENTER 2023 2024 2025 TO DATE YEAR END 2026 2027 --- REVENUES ACTUAL ACTUAL ACTUAL 6/30/2026 ESTIMATED BUDGET BUDGET 204-46-41110-000 GENERAL PROPERTY TAXES 227,744 258,582 327,495 359,787 359,787 359,787 371,657 204-46-43570-000 CULTURE & RECREATION GRANT 2,917 2,961 3,586 1,053 - 5,600 3,950 204-46-46710-300 SENIOR CENTER PROGRAM FEES 5,545 4,155 6,799 742 - 5,000 5,000 204-46-46710-400 NEWSLETTER ADVERTISING - 1,720 1,720 1,800 - 1,800 1,800 204-46-49210-000 TRANSFER FROM GENERAL FUND - - - - - - - --- 236,206 267,419 339,600 363,381 359,787 372,187 382,407 --- --- EXPENDITURES 204-55-55310-110 ADMINISTRATIVE SALARIES 122,662 126,342 166,500 85,751 - 171,495 176,640 204-55-55310-119 WAGES, PART-TIME 19,370 19,837 26,982 15,631 - 31,765 32,490 204-55-55310-130 FICA 11,038 11,301 14,759 7,397 - 15,549 15,998 204-55-55310-131 WISCONSIN RETIREMENT 9,864 10,294 13,655 7,300 - 14,228 14,639 204-55-55310-132 LIFE & DISABILITY INSURANCE 117 142 153 82 - 110 110 204-55-55310-133 HEALTH INSURANCE 11,918 12,371 15,209 18,623 - 35,747 40,106 204-55-55310-134 PROFESSIONAL DEVELOPMENT 853 514 450 414 - 1,100 1,133 204-55-55310-214 CONTRACTED SENIOR SERVICES 53,333 56,993 62,692 26,905 - 64,573 66,510 204-55-55310-310 OFFICE SUPPLIES 2,050 2,287 2,416 677 - 2,488 2,563 204-55-55310-340 SENIOR PROGRAM EXPENSES 4,518 5,869 7,253 3,180 - 9,000 9,000 204-55-55310-347 MAINTENANCE FEE 1,700 1,700 1,700 - - 2,000 2,000 204-55-55310-342 PROGRAM DEVELOPMENT (HOME CHORE) 6,858 7,064 7,770 2,501 - 8,003 8,243 204-55-55310-343 TRANSPORTATION 3,823 4,072 6,523 2,825 - 5,600 3,950 204-55-55310-344 CASH SHORT/OVER (5) 0 1 (1) - - - 204-55-55310-345 RSVP 5,732 7,176 8,753 11,113 - 10,529 9,024 --- TOTAL SENIOR SERVICES 253,830 265,961 334,815 182,399 - 372,187 382,407 --- --- Allowable Dollar increase to the Levy based on 2026 levy 10,794$ --- Allowable Increase to PropertyTax Levy 370,581$ Proposed Tax Levy 371,657$ Under/(over) (1,076)$ --- --- 2026 PROPOSED DIFFERENCE $ increase(decrease) --- PERSONNEL 268,894 279,984 4% 11,090 NON-PERSONNEL 103,293 102,423 -1% (870) TOTAL 372,187 382,407 3% 10,220 2026 DEPARTMENT Community Rec. Service PROGRAM BUDGET Senior Services ACCOUNT 204 MISSION OF DEPARTMENT: The mission of the Monona Senior Center is to provide those 50 and over with social, recreation, and health and fitness programs as well as education and volunteer opportunities. We strive to enhance the dignity, support independence, enrich the quality of life, and advocate for older adults. CHALLENGES AND OPPORTUNITIES FOR 2027: 1. Dane County Grant Transportation Funding Cut – Due to declining numbers, Dane County has cut our grant funding by $1,650 (30%) however, we needed to cut a monthly ride because the cost to provide the transportation was exceeding the amount reimbursed by the grant. We are reimbursed 8.92 per ride and with a max number of 8 riders (=16 rides max per trip), therefore we can only be reimbursed a maximum of $142.72, and the ride usually costs $175 - $215 (depending on time). 2. Senior Nail Care: Routine Nail care is no longer covered by Medicare, even for Diabetics, therefore, we have had a huge increase in demand for this service. In addition, NewBridge Madison will discontinue offering this service in 2027displacing over 100 clients who need this service. We are considering ways to address the increased need and decreasing service in our community for 2027. 3. Wish List and Travel Help Budget: Each month, we make a request in our newsletter for items we use most frequently such as coffee, napkins, copy paper and tissues. Our participants were very generous, saving us hundreds of dollars in program expenses. In 2025, we were able to save over $1,500. 4. Extended Travel continues to do well. Projected revenue for 2026 is $4,190.00. 5. Friends of the Monona Senior Center financially supported the purchase and installation of audio-visual equipment for the Main Hall of the Community Center, making this space flexible for a variety of events. 2027 LONG-TERM GOALS FOR THE DEPARTMENT: The Senior Center will continue to meet the needs of a changing senior population, offering seniors the education, social and recreational experiences they seek based on their ideas, requests, and concerns. Monona’s Senior Committee has determined that the long-term goals of this committee include: • Goal: Evaluate services and programs based on the needs and requests of our users and provide what we can to meet their needs. Objective: Make necessary adjustments as budget and management time allow (2027). • Goal: Complete the steps necessary to complete our State Reaccreditation Requirements. Objective: Complete section updates including policies, descriptions and data. (June 2026). • Goal: Advocate for seniors in Monona by understanding the needs of the senior community. Objective: Remain aware of program and service changes that may be proposed due to budget challenges and provide information to elected officials to protect the independence of older adults in Monona. (2027) SIGNIFICANT PROGRAM, COST, AND PERSONNEL CHANGES: RSVP (Retired Senior Volunteer Program) $1,504 decrease due to mileage reimbursement changes. Decrease in Dane County Transportation Grant: Dane County cut funding for Monona’s Senior Transportation grant by $1,650 due to under-utilization. ANALYSIS OF PROPOSED BUDGETS: GOAL ACHIEVEMENTS IN 2026: • Goal: Evaluate services and programs based on the needs and requests of our users and provide what we can to meet their needs. Objective: Following program evaluations, make necessary adjustments as the budget allows. Results of the program evaluations were mainly positive showing satisfaction with what we currently offer. We have adjusted for temperature preference and room capacity as able. • Goal: Promote diversity, equity, inclusion and belonging in our community. Objective: Offer and promote at least two events that focus on inclusion and/or diversity (2026). We hosted a Polynesian presentation in February and in October, we celebrate Hispanic Heritage Month with a Presentation and Concert by Shelene Zarate. • Goal: Advocate for seniors in Monona by understanding the needs of the senior community. Objective: Remain aware of program and service changes that may be proposed due to budget challenges and provide information to elected officials to protect the independence of older adults in Monona. (2026) We have increased fitness class offerings due to demand, offer evidence-based programs for falls prevention and safe driving and have expressed our disappointment with agencies who are discontinuing senior services.
