Roll Call Present: Alderperson Holmquist, Alderperson Teresa Radermacher, Dave Boyer, Leslie Busse, Jennifer Kuhr, Elizabeth Piliouras, Bill Selbig, Tim Stenzel, Tim Turino Absent: Excused: Also Present: Public Works Director Dan Stephany Approval of Minutes 3.A. June 3, 2026 Motion by Kuhr, seconded by Turino to Approve. Motion Passed. Appearances Monona Resident - 4205 Winnequah Road appeared before the committee regarding perceived speed of traffic on Winnequah Road and would like the City to begin evaluating installation of sidewalks, dedicated bicycle lanes, and other traffic calming measures to help control speeds. A letter was submitted and shared with committee members. Unfinished Business There was no Unfinished Business. New Business 6.A. Discussion and Consideration of Ordinance establishing no standing, stopping, or parking from 7:30am – 4:30pm on school days along the southbound lane of McKenna Road between Nichols Road and Maywood Road to accommodate on- street pedestrian walking lane. Director Stephany provided a summary for this request. A resident of McKenna Road reached out to the City to ask about having a painted pedestrian lane in the street similar to Schluter Road, Maywood Road and Greenway Road. There are young children that live in the block from Nichols Road to Maywood Road that would be safer walking on the street that has a marked pedestrian lane. Director Stephany explained the pavement marking for the pedestrian lane along the southbound curb and DRAFT Page 3 of 56 would be 4' wide with a pedestrian symbol painted in the lane. No parking signs would need to be installed as well. The signs would state No Standing, Stopping or Parking from 7:30am - 4:30pm on school days. The time frame matches the same time frame on existing signs installed in 2008. Motion by Boyer, seconded by Busse to Approve. Motion Passed. 6.B. Discussion and Consideration of Ordinance amending existing parking restrictions on Schluter Road, Maywood Road, and Greenway Road. Director Stephany introduced this topic and provided a summary of the request. At the request of Monona PD, the existing No Parking signs for the street pedestrian lanes on Greenway Rd, Schluter Rd, and Maywood Rd should be amended to include No Parking, Standing or Stopping instead of just No Parking. The current signs do not prevent motorists from stopping and waiting in the pedestrian lane during school drop off and pick up times. The wording on the amended signs should read No Standing, Stopping or Parking 7:30am - 4:30pm on School Days. Motion by Stenzel, seconded by Busse to Approve. Motion Passed. 6.C. Discussion and Consideration of staff and citizens request to pavement mark an on-street pedestrian walking lane on McKenna Road from Nichols Road to Maywood Road. Director Stephany explained the map that was provided in the packet for committee review, showing the area streets that had on-street pedestrian lanes marked in 2008. The map also shows the section of McKenna Road that would receive the on-street pedestrian lane. Motion by Busse, seconded by Boyer to Approve. Motion Passed. 6.D. Discussion and Consideration of the draft 2027 Capital Budget. Director Stephany presented the draft capital budget for 2027 that was included in the packet for review. Information on each project and piece of equipment was discussed. The goal of the Mayor is to keep the final capital budget for general obligation note- funded items to $2.5 million. Director Stephany informed the committee that after the Mayor completes her review of the entire capital budget that cuts will be made accordingly and in the best interest of the City prior to being submitted to City Council for consideration. For capital budget project requests that include multi-year funding, Mr. Boyer asked if the draft budget could show the amount that was approved for the previous phase of the project, in addition to the funding requested for the next year. When the project reaches the construction phase of the capital budget request, the draft budget should show the total amount invested in the project. Director Stephany stated he would pass this along to the finance director. DRAFT Page 4 of 56 Motion by Busse, seconded by Kuhr to Approve. Motion Passed. The existing lots have common ownership and were occupied by two single-family homes, with the property at 1106 Nishishin Trail NE demolished earlier this year. The Applicant intends to combine the two lots to allow for an addition to the existing structure at 1108 Nishishin Trail NE. Please reference the attached documentation from the Applicant for more detail. Applicable Regulations: According to Chapter 473-4(b) of the Monona Code of Ordinances, “Land Divisions,” any person desiring to accomplish land division (or consolidation) by certified survey map shall file with the Plan Commission a certified survey map as defined in Sec. 236.34, Wis. Stats. A recommendation by the Public Works Committee is also required in this instance because of the potential impact on the right-of-way. This can now be reviewed in one hearing with the Plan Commission, and this will be considered on September 14. Formal City Council consideration will follow any Public Works Committee and Plan Commission recommendation. The CSM process may be used for 4 or less lots. If there are more lots being created, the proposal would need to follow the more intensive preliminary and final plat process. Only 4 lots can be created by CSM over a period of five years. The parcels appear to be part of the original Belle Isle Plat (Lots 2 and 3, Block 13). The parcels are part of the Single-Family Zoning District (SF), which includes standards for minimum lot size, frontage, and lot width at the building line. The proposed Lot 1 exceeds minimum lot size of (10,000 square feet) at nearly 13,000 square feet. Lot frontage exceeds the minimum of 70’ with 100.00’, and lot width at building line exceeds the minimum of 60’. The dimensions of Nishishin Trail NE do pose challenges. The Land Division Ordinance requires right-of-way to be 60’ wide with a minimum street width of 32’ face to face. Following discussions with the City Attorney it was shared that the request should include a dedication of 10’ of frontage along the western property line given that Nishishin Trail NE right-of-way is 50’ wide. Having reviewed the as-builts for the street, the roadway is centered within the right-of- way. As such, it was agreed that a 5’ right-of-way dedication would be appropriate (with the other 5’ required as part of any similar request on the other side of the street). The Applicant intends to request a variance from City Council to these standards and request that the CSM be Page 6 of 56 POLICE DEPARTMENT COMMUNITY CENTER MONONA SENIOR CENTER FIRE DEPARTMENT 5211 Schluter Road 1011 Nichols Road 1011 Nichols Road 5211 Schluter Road 222-0463 222-4167 222-3415 222-2528 approved without any right-of-way dedication (CSM Variance). Staff seek Public Works Committee (and Plan Commission) feedback on this request as part of the deliberation. Materials from the Applicant highlight the reasons for the CSM Variance request. Staff understand that a Zoning Variance may be needed if the CSM Variance is not granted due to street yard setback challenges with the proposed design and layout of the addition. Possible Discussion: The Committee may choose to discuss the proposed CSM, right-of-way dedication and if they have any concerns with the plans as submitted. City Staff and a representative for the Applicant will join the September 2 meeting to answer Committee questions. Applicant Signature _______________________________________ Last Revised 05/2026 Date ___________________ 8/25/26 ✔ Page 9 of 56 Attn: Public Works Committee Committee Members, On behalf of Susan and Brad Manning, 1108 Nishishin Trail NE, and Dane Building Concepts, we would like the Committee to allow us to pursue the Certified Survey Map (CSM), combining lots 1106 Nishishin Tr. NE with 1108 Nishishin Trail NE, without the right-of-way dedication required by ordinance. We respectfully request that this Committee recommend to Council that we not be required to make the dedication. We feel that this dedication presents an undue burden in removing roughly 500 feet from the 2 properties in question. The burden is due to the fact that this further complicates the project under consideration by making the front setback 5 feet further back from street side, making the project not feasible due to size restriction as the rear setback is also minimized by the Meander Line setback on the lake side. Further, we feel that, as the road is fairly new, and was completely rebuilt in all ways within the last 13 years or so, there is no likelihood of any significant improvements in the decades to come. The road was completed without this need then. There is little likelihood of the adjacent properties to be torn down due to zoning restrictions that would make any change of footprint extremely unlikely. In that regard, the dedication of a single property ( as these are to be combined by CSM) would offer no benefit to future improvements of the roadway, as unlikely as they would be. We understand that our customers have different maintenance needs. With that in mind we have developed a few basic maintenance plans which can be customized to fit your preferred scope of work. • Annual Service: We will visit the site once per year. During this visit, we will replace the oil, applicable oil, and fuel filters, and complete our planned maintenance checklist which includes industry best practices, OEM, and NFPA recommendations including visual inspections, functional testing, and securing connections on the generator and transfer switches. • Semi Annual Service: We will visit the site every six months. On one of the two visits per year, we will replace the oil, all applicable oil and fuel filters. Each time we will complete our planned maintenance checklist described under the annual service. • Quarterly Service: We will visit the site every ninety days. On one of the four visits per year, we will replace the oil, all applicable oil and fuel filters. Each time we will complete our planned maintenance checklist described under the annual inspection. • Load Bank Testing: Load banking is the only true way to exercise the entire generator. Standard exercising or starting the unit and running the engine with no load transfer, exercises only the engine. JCAHO and NFPA 110 mandates load bank testing (specific conditions apply). The load bank t esting will be completed during a scheduled Planned Maintenance visit. • Fluid Sample Analysis: Annual fuel, oil and coolant sample analysis tested to ASTM standards is a best practice within the generator service industry that will often detect minor issues prior to becoming costly repairs. These reports are generated roughly three weeks from being drawn. • Battery Replacement: Per OEM recommendations, batteries are recommended to be replace on routine three year intervals within a power systems application. Building this into your planned visits will ensure this recommendation is being completed and allow for a cost savings by not having to return to the site. • Minor Transfer Switch Maintenance: We will complete check points as recommended by most major OEM’s, NFPA 110, and NFPA 70B while also completing visual inspections, calibrations, and thermal imaging. This scope of work is recommended on an annual basis and during your monthly transfer test. • Custom Service: Total Energy Systems has the ability to work with all of our customers to fit their needs. We can visit sites annually, semi-annually, quarterly, monthly etc. With the ability to adapt we can meet your service requirements. # Model Serial Number Location 1 125REZG 3014515 Tecumseh Ave 2 25REZG 3015297 Pocahontas Dr 3 25REZG 3016496 Nishishin Trail 4 25REZG SGM32333F Winnequah 5 30REZG SGM32334V MidMoor 6 30REZG SGM32335V Squaw Circle 7 200REZX SGM3239D3 Monona Well #2 9 250REOZJE 33CFGMFN0007 Monona Well #3 10 100REOZJF SGM32P47T City Hall Page 53 of 56 Page 2 of 3 Tecumseh Ave - Model # 125REZG Years 1-3 Years 4-6 Years 7-9 Annual Maintenance $615.00 $685.00 $760.00 Two Hour Load Bank $700.00 $780.00 $865.00 Oil and Coolant Fluid Sample Analysis $95.00 $110.00 $130.00 Battery Replacement (1-24(Due 2027, 2030, and 2033)) $215.00 $240.00 $265.00 Pocahontas Dr - Model # 25RZG Years 1-3 Years 4-6 Years 7-9 Annual Maintenance $580.00 $630.00 $685.00 Two Hour Load Bank $700.00 $780.00 $865.00 Oil and Coolant Fluid Sample Analysis $95.00 $110.00 $130.00 Battery Replacement (1-24(Due 2027, 2030, and 2033)) $215.00 $240.00 $265.00 Nishishin Trail - Model # 25REZG Years 1-3 Years 4-6 Years 7-9 Annual Maintenance $580.00 $630.00 $685.00 Two Hour Load Bank $700.00 $780.00 $865.00 Oil and Coolant Fluid Sample Analysis $95.00 $110.00 $130.00 Battery Replacement (1-24(Due 2027, 2030, and 2033)) $215.00 $240.00 $265.00 Winnequah - Model # 25REZG Years 1-3 Years 4-6 Years 7-9 Annual Maintenance $580.00 $630.00 $685.00 Two Hour Load Bank $700.00 $780.00 $865.00 Oil and Coolant Fluid Sample Analysis $95.00 $110.00 $130.00 Battery Replacement (1-24(Due 2029, and 2032)) $215.00 $240.00 $265.00 MidMoor - Model # 30REZG Years 1-3 Years 4-6 Years 7-9 Annual Maintenance $580.00 $630.00 $685.00 Two Hour Load Bank $700.00 $780.00 $865.00 Oil and Coolant Fluid Sample Analysis $95.00 $110.00 $130.00 Battery Replacement (1-24(Due 2027, 2030, and 2033)) $215.00 $240.00 $265.00 Squaw Circle - Model # 30REZG Years 1-3 Years 4-6 Years 7-9 Annual Maintenance $580.00 $630.00 $685.00 Two Hour Load Bank $700.00 $780.00 $865.00 Oil and Coolant Fluid Sample Analysis $95.00 $110.00 $130.00 Battery Replacement (1-24(Due 2029, and 2032)) $215.00 $240.00 $265.00 Monona Well #2 - Model # 200REZX Years 1-3 Years 4-6 Years 7-9 Annual Maintenance $890.00 $970.00 $1,050.00 Two Hour Load Bank $700.00 $780.00 $865.00 Oil and Coolant Fluid Sample Analysis $95.00 $110.00 $130.00 Battery Replacement (2-31(Due 2027, 2030, and 2033)) $575.00 $635.00 $710.00 Monona Well #3 - Model # 250REOZJE Years 1-3 Years 4-6 Years 7-9 Annual Maintenance $1,255.00 $1,365.00 $1,485.00 Two Hour Load Bank $700.00 $780.00 $865.00 Fuel, Oil and Coolant Fluid Sample Analysis $185.00 $205.00 $230.00 Battery Replacement (2-31(Due 2029, and 2032)) $575.00 $635.00 $710.00 City Hall - Model # 100REOZJF Years 1-3 Years 4-6 Years 7-9 Annual Maintenance $1,130.00 $1,230.00 $1,335.00 Two Hour Load Bank $700.00 $780.00 $865.00 Fuel, Oil and Coolant Fluid Sample Analysis $185.00 $205.00 $230.00 Battery Replacement (1-24(Due 2027, 2030, and 2033)) $215.00 $240.00 $265.00 Price listed are per year and during normal business hours Terms and Conditions: Prices are FOB our dock.
