This grid was generated by one of the Sust Committee members. She fed three of our lengthy sustainability documents (Monona Sust Plan, Green Tier Legacy Community goals, and the Sustainability and other sections of the past Comprehensive Plan) into Chat GPT. Her focus was on carbon neutrality, not just transitioning to clean energy. Her AI prompts were: Guiding Principles · Fiscal Responsibility: Prioritize low-cost, high-return projects. · Equity: Ensure benefits reach all neighborhoods and residents. · Resilience: Build adaptive systems for climate and infrastructure. · Transparency: Measure and share progress annually. · Collaboration: Work with regional partners to amplify impact. Areas of Impact & Objectives Energy - Reduce energy costs and emissions responsibly. Water - Protect Lake Monona and reduce flood risk. Transportation - Expand low-carbon, affordable transportation. Land Use - Support compact growth and ecosystem health. Solid Waste - Reduce landfill waste and increase reuse. General Sustainability - Embed sustainability into city operations. And this is what it kicked out: Page 6 of 32 Granted, this is not an official document, AI is not perfect, the brevity of this document opens many questions, and possible inaccuracies. BUT - it's a different way of looking at our Sustainability goals that could be helpful. Please see the enclosed map for reference. Dedicated street pedestrian lanes are considered a temporary solution for pedestrian pathways until sidewalks can be installed. As an alternative to sidewalks, the City of Monona added street pedestrian lanes to area streets of the Winnequah Elementary School zone in 2008. For visual reference, there are similar pedestrian lanes on Schluter Road, Maywood Road, and Greenway Road. Pedestrian lanes on the above-listed streets include street parking restrictions during the hours of 7:30am to 4:30pm on school days only. If approved, similar parking restrictions would apply to the southbound lane of McKenna Road, Nichols Road to Maywood Road. The Monona Public Works Committee will be discussing this request at the August 5, 2026, meeting and would like to hear your thoughts or concerns prior to making any recommendation to City Council. If you have thoughts that you’d like me to share with the public works committee, please email me at dstephany@ci.monona.wi.us. As always, you are also welcome to attend the August 5th meeting in person to share your thoughts with the committee. The meeting will begin at 6:30pm, at Monona City Hall. Sincerely, Daniel Stephany Director of Public Works and Utilities cc: Nancy Moore, Monona Mayor Brian Holmquist, Monona Alder – PWC Chairperson Neil Stechschulte, City Administrator Brian Chaney, Monona Police Chief Page 16 of 32 Ordinance No. 8-26-810 Monona Common Council AN ORDINANCE AMENDING EXISTING PARKING RESTRICTIONS ON SCHLUTER ROAD, MAYWOOD ROAD AND GREENWAY ROAD WHEREAS, it is the intent of the City of Monona to protect the public health, safety, and welfare; and, WHEREAS, in 2008 the City approved parking restrictions (No Parking On School Days From 7:30am to 4:30pm) for on-street pedestrian walking lanes on Schluter Road, Maywood Road and Greenway Road; and, WHEREAS, because the current signs for these parking restrictions do not prevent motorists from stopping and waiting in the pedestrian lanes during school drop-off and pick-up times, the Monona Police Department has recommended the signs be updated and replaced with language stating, “No Standing, Stopping or Parking 7:30am to 4:30pm On School Days;” and, WHEREAS, no standing, stopping or parking restrictions would be enforced under section 434-7A of the Monona Code; and, WHEREAS, based upon the recommendation of the Public Works Committee, the Common Council finds it to be in the public interest to amend current sign language and install new signs that read “No Standing, Stopping or Parking 7:30am to 4:30 pm On School Days” at the locations stated below. NOW, THEREFORE, the Common Council of the City of Monona, Dane County, Wisconsin, do ordain as follows: SECTION 1. Current signs be replaced with new signs that state “No Standing, Stopping or Parking 7:30am to 4:30pm On School Days” at the following locations: • Southbound lane of Schluter Road, from Maywood Road to Nichols Road • Southbound lane of Maywood Road, from Schluter Road to Nichols Road • Eastbound lane of Greenway Road, from Winnequah Elementary School Entrance to McKenna Road SECTION 2. City staff are hereby directed to take all action necessary to implement this ordinance, including the installation of appropriate signage consistent with practices specified in the Manual of Uniform Traffic Control Devices. Page 19 of 32 2 | Page MONTHLY UPDATE FROM THE CHIEF APRIL 2025 Had some really nice weather this month, but spring can’t come soon enough! In April we had 177 calls for service over the 30 days. That is an average of 5. 9 calls per day . For the first quarter of 2026 our EMS call volume (both captured and missed EMS calls) is showing a 13.5% increase over the first quarter of 202 5. Overall call volume for the first quarter of 2026 is showing an increase of 10.9% over the first quarter of 2025. In April, we focused on hose movement and deployment, as well as an important protocol update for our EMS training . Other meetings included an officer’s meeting, Association meeting, and multiple training meetings. This month was one of the busiest April’s on record, with multiple vehicle accidents, structure fires and medical calls keeping the crews busy every day. On page seven of this report, please take a look at the great numbers that we are seeing for revenue collection. This is a direct result of the great documentation that my crews provide, and the hard work they put in every day. I cannot thank our members enough for the incredible amount of time and effort they put in to make this such a great department. From our full -time staff to our part-time staff and our volunteer members, they are what makes this department work. Our officers are dedicated, work hard, and provide the leadership this department needs to keep moving forward. If I can answer any questions, please let me know. Chief Jerry McMullen Page 20 of 32 3 | Page This graph above shows the number of incidents that your Monona Fire Department responded to in April. It is important to highlight all of the above categories, as every fire call, whether EMS or not, activates your volunteers to respond. This is critical information, as it highlights just how many times a day your volunteers pagers are sounding for calls within the City.
