Passed.
Appearances
Unfinished Business
New Business
6.A. Discussion and consideration of the proposed Northpointe Phase 2 CSM.
Northpointe developers submitted a proposed CSM for 1208 Broadway, lots 3 and 4.
Vierbicher engineers provided a summary explanation of the CSM update. As shown
in the documents provided in the packet, the boundary line for lots 3 & 4 is shifted 40'
to the north. Shifting the boundary line north will allow the future development to have
a driveway entrance and parking lot entirely on the senior mufti family parcel.
Motion by Turino, seconded by Selbig to Approve. Motion Passed.
6.B. Discussion and consideration of the proposed Greenline Project Development new
street design, WPS Drive intersection relocation design, and acceptance of the
new future unnamed street, WPS Drive and Engel Street.
The developer and their engineer submitted the draft 50% site plan for the Greenline
Project near WPS on W. Broadway. The proposed plan covers public infrastructure
that is to be constructed and turned over to the city upon completion of the
DRAFT
development. The plan also includes two private streets being repaired and dedicated
to the city as part of the development. The area for public infrastructure is identified by
the red border on the plan sheet included in the packet for review.
Randy Kolinski, engineer from Vierbicher representing the developer, explained the
street layout, geometrics and utility layouts for the public infrastructure shown on the
proposed plan set. Director Stephany stated that city staff and city contracted engineers
have been working with the developer to reach the 50% draft site plan. Key items for
committee consideration should include:
• The east/west unnamed street design to include a mix of angle and
parallel parking, raised crosswalk, raised intersection with a 4-way stop
at WPS Drive, and a 3-way stop with Engel Street, street width as
shown, is designed and constructed to city specifications. Speed limit
and parking restrictions are to be determined prior to acceptance.
• Relocation and construction of a new portion of WPS Drive north of the
new unnamed street; and full-depth asphalt removal and replacement,
roadbed repair, spot curb replacement for damaged curb, and closing of
the bump-in curb on the portion of WPS Drive south of the new
unnamed street, according to city specification.
• Full curb replacement of the section of Engel Street to be dedicated to
the city, full depth asphalt removal and replacement, roadbed repair,
and construction of a new 2-way roundabout, according to city
specifications.
• Construction of a storm water bioretention basin as shown on the
planset, according to city specifications.
• Streetlights for all streets dedicated to the city shall be of the same
make and model as those previously installed on Yahara Lane and
Inland Way.
• Upon completion of construction at the cost of the developer,
dedication to the city for ownership.
Mr. Selbig asked design engineers if the storm basin design for public street runoff
would be designed to meet the requirements of NR 216, and asked if the basin is an
infiltrating basin. Mr. Kolinski stated yes, the bioretention basin will be designed to
meet the pretreatment requirements of the State, and the basin is an infiltrating basin
that is unlined and flows to the south of WPS.
Motion by Boyer, seconded by Turino to approve the requirements of the six bullet
points listed above. Motion Passed.

Re: Resident Request – Pedestrian Lane on McKenna Road, Nichols Road to Maywood Road
Dear Property Owner,
A resident in your area recently contacted the City with a request to add a street marked pedestrian lane to
the southbound lane of McKenna Road between the intersections of Nichols Road and Maywood Road.
Please see the enclosed map for reference.
Dedicated street pedestrian lanes are considered a temporary solution for pedestrian pathways until
sidewalks can be installed. As an alternative to sidewalks, the City of Monona added street pedestrian
lanes to area streets of the Winnequah Elementary School zone in 2008. For visual reference, there are
similar pedestrian lanes on Schluter Road, Maywood Road, and Greenway Road. Pedestrian lanes on the
above-listed streets include street parking restrictions during the hours of 7:30am to 4:30pm on school
days only. If approved, similar parking restrictions would apply to the southbound lane of McKenna
Road, Nichols Road to Maywood Road.
The Monona Public Works Committee will be discussing this request at the August 5, 2026, meeting and
would like to hear your thoughts or concerns prior to making any recommendation to City Council. If
you have thoughts that you’d like me to share with the public works committee, please email me at
dstephany@ci.monona.wi.us. As always, you are also welcome to attend the August 5th meeting in
person to share your thoughts with the committee. The meeting will begin at 6:30pm, at Monona City
Hall.
Sincerely,
Daniel Stephany

CITY OF MONONA
CAPITAL IMPROVEMENTS REQUEST FORM
1. Project Name: Lagoon du Nord Bridge Replacement - Construction
2. Year Proposed: 2027 Rank: 1
3. Requested By: Public Works Committee
4. Prepared By: Dan Stephany, Director of Public Works
5. Project Description/Justification (briefly indicate the size, location, type of projects or
purchases, and time schedule involved in implementation.)
Background Summary: The State of Wisconsin Department of Transportation (WisDOT) bridge
inspection reports indicate the Lagoon du Nord bridge has a sufficiency rating of 37.8, which means
the bridge is eligible for replacement funding, and has an NBI rating of 4 for the substructure, which
means the substructure is in poor condition. The existing bridge is approaching the end of its service
life where maintenance is no longer an economical option. The bridge has been selected to receive
some Federal and/or State funding through the WisDOT bridge replacement program for both eligible
(roadway & bridge) design and construction, however, capped at specific dollar amounts. 100%
funding for eligible bridge construction items is capped at $1,127,400 per the 2023 WisDOT
agreement. 80% funding for eligible design is capped at $107,328. Total Funding Cap: $1,234,728
Approved costs above capped figures are the responsibility of the City for payment.
Nonparticipating design and construction items are to be paid for by the City.

The City will be replacing the remaining non-LED streetlights along Monona Drive in 2027 and 2028
with new LED like-for-like replacements. Starting along Monona Drive from Nichols Rd to
Broadway Ave, ~85 lights in total, the City will direct purchase and replace as many lights as will fit
this budget (proposing two phases). In the process of replacing the lights, we will replace arms as
needed, which are beginning to fail, causing the lights to fall off the poles. The contingency will
cover some unknowns, including possible failing poles, bases, arms, or wiring.
LED lights use about 60% of the wattage of the existing non-LED lights, and they last about 2X
longer than non-LED lights, reducing operating costs. They are also brighter, making these heavily
trafficked areas safer for drivers, bikers, and pedestrians.

With federal funding assistance, Nichols Road, from Maywood Road to Winnequah Road, is
scheduled to be reconstructed in 2029. The remaining sections of Nichols Road, from Monona Drive
to Maywood Road, are scheduled to be repaved in 2029 as well, though with funding through the
city’s typical borrowing process. Prior to completing pavement replacement in 2029 there is one
short section of cast iron water main that should be replaced, along with two other intersection water
main connections. Making these upgrades prior to repaving Nichols Road will eliminate the need to
dig into the street for future watermain work. In conjunction with the water main work staff is also
planning to reconstruct all crosswalk ramps on Nichols Road, from Wallace Avenue to Flamingo
Road. When construction is finished all crosswalk ramps on Nichols Road will be ADA compliant.

Funding for traffic data review and exploring traffic calming options was requested for the 2025
capital budget but was removed as part of the Mayor’s budget cuts for City Council consideration.
Funding for preliminary engineering is requested by staff and the Public Works Committee to address
citizen concerns of speeding and pedestrian safety, which is supported by traffic studies completed by
department staff.
Each of the streets listed below have 85
th percentile speeds of 32mph to 35mph. Meaning 85% of the
traffic is traveling at or below 35mph, 33mph, and 32mph. Each of the streets listed is posted as
25mph. Industry standard before action is taken is typically 5-6mph over posted speeds. MUTCD
recommends addressing excessive speeds through traffic calming features versus installing stop signs.
• Roselawn Ave – Average daily traffic count – 569; 85% speed – 32mph
• Bridge Rd Northbound – Average daily traffic count – 1,447; 85% speed – 32mph
• Bridge Rd Southbound – Average daily traffic count – 1,241; 85% speed – 33mph

Final
2. Year Proposed: 2027 Rank: 1

4. Prepared By: Brad Bruun, Project Manager, Stormwater Specialist, GISP
Dan Stephany, Director of Public Works
5. Project Description/Justification (briefly indicate the size, location, type of projects or
purchases, and time schedule involved in implementation.)
The Interlake and Gisholt (Industrial Park) stormwater basins are in disrepair and need reconstruction.
The basins are important flood management and treatment devices that manage ~170 acres of runoff.
Preliminary engineering was completed in 2024 to assess the condition of each basin and conduct
stormwater modeling to determine whether the basins remain adequate.
The City’s engineer is also looking into the possibility of issuing assessments for the Industrial Park
basin, which serves a greater portion of the City’s Industrial Park. Businesses using the basin can
claim stormwater pollutant reductions and runoff rate control from the basin, which allows them to
utilize more of their property for development instead of stormwater treatment/management. The
Industrial Park Basin also contains a flood/spill gate. The City has no record of exercising or
maintenance performed on this gate, and it is unclear whether it still works. The gate is effectively
inaccessible. Given its importance in controlling spills and keeping the Industrial Park from flooding,
this gate will also receive an inspection and necessary repairs.
The Lake Edge Basin’s levee wall and gabion are in a state of disrepair. Muskrats and hydraulic
scouring have caused significant damage to the berm near the lakeshore to the point of near failure of
the levee wall. The gabion is silted in with sediment and decaying organics and is no longer
operating as it’s designed to, as it can no longer weep water through its pores. The berm is
overgrown with scrub brush and invasives. Some native plantings from the 2011 rebuild of this
structure remain, but most have been choked out. This request includes funding to develop a project
manual to address the necessary repairs.

Construction funding for this project was requested for the 2026 capital budget but was removed as
part of the Mayor’s budget cuts for City Council consideration. Phase 2 of the sanitary sewer lift
station improvements focuses on the Oneida Park lift station. Initial construction of this lift station
dates back to 1954, with mechanical equipment last updated in 1982. The wet well and force main
are original construction.
Improvements design was completed in 2025 and focuses on eliminating the 24’ deep dry can entry
system with a modern submersible pumping system where nearly all work can be completed from
above ground. Submersible stations are more efficient with regards to maintenance, power
consumption, and flow capacity; and nearly eliminate the need for confined space entry procedures
for daily inspections.
Construction includes replacing the wet well collection tank, pumping equipment and controls,
SCADA controls, and replacing and rerouting the force main along Tecumseh right of way and
connecting at the Winnequah Trail intersection. The new lift station will maintain backup power via
the onsite generator.

Alternatives Memo_2025.02.28 updated.docx
Alternative #2 – North through Oneida Park and along Tecumseh Avenue to M48
MSA proposes this alternative to construct the new force main on the park property. This will optimize
construction and future maintenance and would allow the force main to be installed primarily on City
property and existing utility easements without needing to obtain a new easement.
Potential utility conflicts or crossings along this route would need to be further investigated.
GIS indicates two laterals from nearby homes being piped directly into M48. In order to avoid additional
penetrations into that manhole with the proposed force main, MSA proposes an option to this alternative
of adding a new manhole in the road on Winnequah Trail between M48 and M49 for the force main to
discharge to. Adding this new manhole would also reduce the amount of road disturbance and restoration
from construction, since the force main would not need to run through t he intersection of Tecumseh
Avenue and Winnequah Trail.
A sketch of the proposed force main route to M48 is shown in blue in the figure below.

The sanitary sewer main lining funding request will go towards lining the sewer main of the streets
that received reconstruction in 2026. Lining sanitary sewer main eliminates inflow and infiltration,
repairs offset joints or cracks in the main and eliminates openings for tree roots. Engineers and staff
determined during the design phase that it would be best to complete this work once the road
reconstruction portion of the project was finished. Completing this work as part of the road
reconstruction project would have added another 6 months to the road project.

CAPITAL IMPROVEMENTS REQUEST FORM
1. Project Name: 2012 Chevrolet Colorado Replacement
This request was recommended for approval by the Public Works Committee for 2025 and 2026
purchasing, however, removed as part of the Mayor’s budget cuts for City Council consideration.
Staff is seeking approval to replace the 2012 Chevrolet Colorado that is currently used on a daily
basis by the PW Project Manager. The truck will be 15 years old in 2027.
Pricing below reflects the approximate cost for the purchase, title, licensing and minor upfit for a
2027 model year Ford Ranger 4WD mid-size pickup truck with eco boost. The replacement truck will
be purchased using the VendorNet State of Wisconsin Cooperative Purchasing Program. Contract
pricing for the replacement truck is based on State bids received and will be purchased from Ewald

1. Project Name: Yard Waste and Metals Recycle Dumpster Purchase
2. Year Proposed: 2027 Rank: 2
3. Requested By: Public Works Committee
4. Prepared By: Dan Stephany, Director of Public Works
5. Project Description/Justification (briefly indicate the size, location, type of projects or
purchases, and time schedule involved in implementation.)
For 2026, City Council approved the purchase of a multi-purpose hook-lift truck. The truck is
currently on order and will be used to complete winter snow plowing and salting operations, spring
and fall leaf collection, and yard waste dumpster exchanges. The City currently contracts with
Pellitteri for dumpsters and dumpster exchanges for the yard waste program. Purchasing our own
dumpsters would eliminate dumpster rental and exchange expenses in the annual operating budget. If
funding is approved, five dumpsters with a 20 cubic yard capacity each would be purchased from
Macqueen Equipment Group.

1. Project Name: 2007 John Deere Loader Replacement
2. Year Proposed: 2027 Rank:3
3. Requested By: Public Works Committee
4. Prepared By: Dan Stephany, Director of Public Works
5. Project Description/Justification (briefly indicate the size, location, type of projects or
purchases, and time schedule involved in implementation.)
Staff is requesting funding to replace the 2007 John Deere loader in 2027. Funding requests in 2021,
2025 and 2026 were removed prior to consideration of City Council. The current loader will be 20
years old in 2027 and is a heavily used piece of equipment.
Staff uses the loader to assist with winter snow plowing and snow pile removal, loading large logs on
trucks in the tree removal process, loading dump trucks with gravel and soil, clearing mud and debris
from water main breaks, and loading and unloading semi-trucks making deliveries at the garage. The
attachments used on the current loader were purchased in 1995 and will be replaced with this
purchase.
DPW staff reviewed and demo’d Caterpillar, Hyundai, Case and John Deere front end loaders. The
City has had three previous John Deere loaders and the staff preference is to stay with the John Deere
brand. 2027 pricing was provided by Brooks Tractor via the State of Wisconsin VendorNet
Cooperative Purchasing Program. The City has a very good working relationship with Brooks Tractor
and they are considered reputable and responsive to previous City needs for service.

good overall condition. $9,000 has been spent maintaining the chipper since 2012. The machine has
