Monona Senior Center SENIOR CITIZENS COMMITTEE MINUTES Thursday, May 27th, 2025 5:30 P.M. The meeting of the Senior Citizens Committee for the City of Monona was called to order by chairperson, Teresa Radermacher at 5:49 p.m. PRESENT: Chairperson Teresa Rodermacher, Gwen Feit, Glenn Vosberg, Steve Halverson and John Anderson ALSO PRESENT: Diane Mikelbank, Monona Senior Center Director ABSENT: Molly Grupe, Judy Runk, Jim Krueger, NewBridge Executive Director, Stan Nielsen APPROVAL OF MINUTES: Minutes of August 27th, 2025, meeting were moved for approval by Gwen Feit and seconded by Steve Halverson. Motion carried unanimously. APPEARANCES: None UNFINISHED BUSINESS: None NEW BUSINESS: A. Budget Updates Diane Mikelbank reviewed that our Culture and Recreation Grant through Dane Co. offer transportation once per month to East Towne Mall and once per month to Woodman’s East and rides to our Low Vision Support group monthly. Since switching providers for these rides, our cost to provide the rides has increased dramatically. Our reimbursement amount remains the same and is reimbursed per rider. I will be looking into these offerings and cutting back on either riders or trips. Regarding Capital Budget, our proposed cap budget project of replacing the flooring in the Community Center was not included as part of this year’s capital budget. City Department heads have put together a 10-year cap plan projection in an effort to help Council realize the effect of delaying purchases and repairs in the short term. This will be a better big picture of what is needed as far as 10 years out. B. Friends Group Supports Installation of Main Hall AV Equipment The Friends of the Monona Senior Center have generously contributed over $28,000 toward a new audio-visual system for the Main Hall of the Monona Community Center. This improvement will make it possible to use this space for more large gatherings requiring the use of amplification and a projector. Various departments have already made good use of this equipment for presentations from Public Works and for the City’s Comprehensive Plan. We are planning a future celebration to recognize this great contribution to our community. Minutes – Monona Senior Citizens Committee (Continued) May 27th, 2026 REPORTS: A. Chair Report: Alder Radermacher mentioned the long-term capital planning meeting taking place on Thursday, May 28 th. Committees are also starting to plan for the upcoming budget season Alder Radermacher also serves on the Public Works Commission where they are discussing a very large development along Broadway by Top Golf. It includes 690 units over 2 phases, and they are analyzing how this affects various city services. WPS is retaining one of its buildings and the other will be removed. One road will be moved slightly to the North to accommodate the building. There will also be a new City park that will be given to the City. There would be changes to parking around the new development. The Grappler was used by the Monona Police Department for the first time. This is a milestone for the City and Public Safety. B. Friends Report: Although there was not a representative from the Friends Board present, Diane reported that they are getting ready for the Summer Concert Series and have done well in obtaining sponsorships to cover expenses. The Friends Group has hired a limited term contracted employee who is helping with their sponsorship management, cleaning up files and developing procedures for the Friends to follow going forward. C. NewBridge Report – No report D. Monona Senior Center Report: We supported another session of Bus Buddies this spring – it was successful with 9 seniors taking a bus ride (after two reschedules). Madison College intern was a huge benefit – with Melissa’s help, we were able to collect data on program evaluations, explore more creative programs and she took the lead on planning our volunteer appreciation event in April. New volunteers from Adaptabilities – have been helpful in sorting donated greeting cards. They are reliable and respectful. We like the diversity of ages and abilities at the Center. Miscellaneous Business: John Anderson mentioned the possibility of discussing fundraising for senior center. The Friends Group may be a part of this. He wonders if we need to raise funds for a possible new Senior Center in the future. Next Meeting: TBD Adjournment: Gwen made a motion to adjourn and John Anderson seconded the motion. Motion carried. Meeting adjourned at 6:40 p.m. Respectfully submitted, Diane Mikelbank, Director Monona Senior Center Month Billed (Hrs) ET/Target # Attended Billed (Hrs) Woodmans # Attended Billed (Hrs) Low Vision Totals 2025 March T 239.37 (2.85) 205.58 (2.52) 0 299.4 (3.67) $744.35 April ET 255.35 (3.13) 3 205.58 (2.52) 6 299.4 (3.67) $554.75 May T 327.95 (2.68 wrong rate) 1 206.4 (2.53) 3 163.16 (2) $697.51 June ET 3 3 319.79 (3.92) $319.79 July T 161.53 (1.98) 3 181.92 (2.23) 5 328.77 (4.03) $672.22 August ET 194.86 (2.32) 3 251.97 (3.0) 8 348.56 (4.15) $795.39 Pontoon Boat 8 209.98 (2.5) $209.98 September T 188.98 (2.25) 1 194.86 (2.32) 2 304.04 (3.62) $687.88 October ET 260.37 (3.10) 1 199.9 (2.38) 3 279.69 (3.33) $739.96 November T 44.51 (.53) 1 178.06 (2.12) 4 $0.00 $222.57 December ET 178.06 (2.13) 4 258.69 (3.08) $436.75 S:\Senior Center\Senior Stuff\Transportation\2025 Transit\2025 Transportation Recap STORM GO SEWER OTHER WATER WATER TOTAL BONDS TIF BONDS REVENUES RESERVES BONDS 2027 PROJECTS - -$ -$ -$ -$ -$ -$ Lower Level Furnuiture 11,000 11,000 - - - - - - - - - - - - - - - - - - - Total 11,000 11,000 - - - - - 2028 PROJECTS - -$ -$ -$ -$ -$ -$ Community Center Floo 100,000 100,000 - - - - - - - - - - - - - - - - - - - Total 100,000 100,000 - - - - - 2029 PROJECTS - -$ -$ -$ -$ -$ -$ Banquet Chairs 13,500 13,500 - - - - - - - - - - - - - - - - - - - Total 13,500 13,500 - - - - - - 2030 PROJECTS - -$ -$ -$ -$ -$ -$ Copy Machine 8,000 8,000 - - - - - - - - - - - - - - - - - - - Total 8,000 8,000 - - - - - 2031 PROJECTS - -$ -$ -$ -$ -$ -$ Painting 5,000 5,000 - - - - - - - - - - - - - - - - - - - Total 5,000 5,000 - - - - - City of Monona CAPITAL IMPROVEMENTS REQUEST FORM 1. Project Description/Justification (briefly indicate the size, location, type of projects or purchases, and time schedule involved in implementation.) Some office furniture is showing signs of wear or in need of repair. All office furniture in Director’s office was purchased used so the age of these items is unknown. Other office furniture was purchased 21 years ago. The desks are fine, but the chairs can use replacement. The lobby area furniture in the Senior Center was purchased in 2004 and held up well over 20 years. I anticipate by 2027 replacement may be recommended. 6. P roject Description/Justification (briefly indicate the size, location, type of projects o r purchases, and time schedule involved in implementation.) Based on national averages, you can expect to pay about $1 to $6 per square foot or $30 to $50 per hour for vinyl plank flooring installation. For luxury vinyl plank flooring, costs can go as high as $10 per square foot. Additional services, such as old flooring removal and subfloor repair, increase total costs. The Main Hall, Senior Center as well as smaller spaces including hallways and kitchen cover over 8,000 square feet. 6. F uture Cost (maint, staff cost, etc): None 7. T otal Project Cost: The flooring in the Senior Center was last replaced in 2001. I am unsure of the age of the Main Hall flooring. These two tile floors require waxing, which is a significant expense. I am proposing replacing the floors in the Main Hall and Senior Center. Project Description/Justification (briefly indicate the size, location, type of projects or purchases, and time schedule involved in implementation.) Our current chairs were purchased in 2015 and with the heavy use, we usually get about 10 years out of them. They are stored in the Senior Center hall area, usually up against the windows and this year (2025) they are definitely showing some fading. We need high quality, durable chairs and some with arms for our participants. 6. Future Cost (maint, staff cost, etc): None 7.
