Plan Commission Minutes Approved July 27, 2026 1 Minutes City of Monona Plan Commission Tuesday June 30, 2026 The meeting of the City of Monona Plan Commission was called to order (6:00 pm). Present: Alder Brian Holmquist (Chair), Mr. Chris Homburg, Ms. Susan Fox, Mr. Robert Stein, Mr. Brandon Gries, Mr. John Chapman and Ms. Coreen Fallat Excused: Alder Patrick DePula Also Present: Doug Plowman, Planning Director Approval of Minutes None. Order of Business None. Appearances None. Unfinished Business A. Public Hearing for Northpointe Development Corp represented by Vierbicher on Request for Consideration of a new 2-Lot Certified Survey Map (CSM) for the Purpose of Constructing an Age Restricted Residential Building with Freestanding Commercial on the sites located between 1208 and 1212 E. Broadway. (Case No. 2-011-2026) Mr. Sean O’ Brien of Northpointe Development presented the application. The proposed Certified Survey Map would change the lot line 40 ft. to the north for the property. The change would be for a private driveway to exist on a residential lot instead of a commercial lot. This would also shift 4 parking stalls to the residential lot. Ms. Samantha Skenandore of Skenandore Wilson LLP, a practicing attorney who largely represents Indian tribes was present to represent her client, Deb Whitehorse. She explained how the Whitehorse family is the last Ho-Chunk nation family in the Monona area, and they have been following this project, concerned with the high-density in a wetland area. The area is on Ho-Chunk Ancestral Land, and the issues Ms. Skenandore raised were those of proper noticing of the hearing (Ms. Whitehorse learned of the hearing 7 days in advance), the driveway leading to the development being unsuitable for the density proposed. She proposes the developer and the private property owner work out the issues of the driveway before any action is taken on the proposed CSM. Issues include construction materials being dropped off outside of construction hours in the morning, and insufficient screening from the high traffic expected through the driveway. These have not been meaningfully resolved with Ms. Whitehorse, though there are solutions that are possible, and they could be worked through quickly. Therefore Ms. Whitehorse and her attorney request a delay on action for the CSM in order to work out a mutual agreement with the developer. She raised questions about the proposed retention pond, and wants to know details of its transition from a wetland area so that it doesn’t cause any issues before approving. Plan Commission Minutes Approved July 27, 2026 2 Chair Holmquist explained that there may have been some confusion as to which driveway is being discussed tonight. He clarified which driveway they were discussing through bringing up the CSM on the computer, and what moving the property line will do for the development. Planning Director Plowman confirmed with the developer that the existing 24 ft. wide driveway easement is not to be changed. Ms. Skenandore thanked the Commission and looked forward to appearing again when the driveway closer to Ms. Whitehorse comes up on a future agenda. There were no other appearances and the public hearing was declared closed. B. Consideration of Action for Northpointe Development Corp represented by Vierbicher on Request for Consideration of a new 2-Lot Certified Survey Map (CSM) for the Purpose of Constructing an Age Restricted Residential Building with Freestanding Commercial on the sites located between 1208 and 1212 E. Broadway. (Case No. 2-011-2026) Planning Director Plowman presented the Staff Report. The moving of the property line will have operational benefits for the private drive. The Public Works Committee reviewed and approved this plan. The City Council approved this plan with the condition that it receive Plan Commission approval. The reason for the unusual sequencing approval was because of construction timelines. Plans were shared with city department heads but no feedback was received. The recommendation is for approval, and a finding of fact was added based on the discussion last meeting, when the agenda item was tabled due to incorrect noticing. Mr. Gries had no issues on the agenda item. Mr. Chapman asked if noticing requirements were met for this agenda item. Planning Director Plowman explained that at the previous meeting, while other properties were notified of tonight’s agenda item, Ms. Whitehorse’s property was erroneously omitted from the notices, only being found out when a courtesy follow-up email was sent by staff. When the notice had been found out to be done incorrectly, the agenda item was postponed. Once the new date was set, staff sent out paper mailings and an email to Ms. Whitehorse as a courtesy. Mr. Chapman asked why construction was being done outside of hours. Planning Director Plowman explained that construction and delivery hours are set by Ordinance and that a non-emergency police line should be called if those aren’t being abided. A motion was made by Mr. Homburg, seconded by Mr. Gries, for approval of a request by Northpointe Development Corp represented by Vierbicher for Consideration of a new 2-Lot Certified Survey Map (CSM) for the Purpose of Constructing an Age Restricted Residential Building with Freestanding Commercial on the sites located between 1208 and 1212 E. Broadway, with the following finding of fact and conditions of approval: Finding of Fact: 1. While the proposed Lot 1 does not abut East Broadway it was approved through a General Development Plan which included access to a City street via the adjacent private drive which was deemed appropriate during the approvals process. Conditions of Approval: 1. City Council review and approval is required prior to the recording of the CSM. 2. Final staff approval of the CSM is required, including the edits in the review letter dated May 27, 2026 from Strand, the City’s engineering consultant as well as any additional edits needed to the updated CSM. Plan Commission Minutes Approved July 27, 2026 3 3.
