Broadway. (Case No. 2-011-2026) Chair Holmquist explained that while the agenda item had been properly noticed to the public, there was a neighboring property to the development which did not receive proper notice. Therefore, the agenda item discussion will be tabled until a future meeting to allow for this notice to be sent. Planning Director Plowman presented the staff report. The request is for a proposed CSM. The boundary line would be shifting about 40 ft. and would create a shared parking lot. The Public Works Committee reviewed and approved this plan. The City Council approved this plan with the Plan Commission Minutes Approved July 27, 2026 2 condition that it receive Plan Commission approval. The reason for the unusual sequencing approval was because of construction timelines. Mr. Homburg suggested a Finding of Fact to Director Plowman for the future final approval. No action was taken on the item. C. Public Hearing on Request by Elliot Zander for Consideration of a Zoning Permit for a New Addition to the Existing Home in the Community Design Zoning District at 4804 Gordon Avenue. (Case No. 2-012-2026) Mr. Elliot Zander presented his application. He wishes to build an addition to his home, and since his parcel is zoned Community Design District, he must receive approval from the Plan Commission. He thanked Monona’s City Planning staff for helping him through the process of applying. There were no other appearances and the public hearing section was declared closed. D. Prehearing Conference on Request by Elliot Zander for Consideration of a Zoning Permit for a New Addition to the Existing Home in the Community Design Zoning District at 4804 Gordon Avenue. (Case No. 2-012-2026) Planning Director Plowman presented the staff report. The applicant would like to build a 408 sq. ft. addition to the eastern side of their home on Gordon Avenue. Zoning applications in the Community Design District need Plan Commission review before approval. The parcel was rezoned from a Single-Family District to the Community Design District in 1984. In the 2016 Comprehensive Plan, the land use map identifies the parcel as Single-Family, whereas the future land use map identifies it as Commercial. Adjacent uses to east, south, and west are single-family, and the use to the north is a former BMO bank that has had a prehearing for a potential housing redevelopment. The staff report includes dimensional standards for the Single- Family District as reference, although these do not strictly apply to buildings in the Community Design District. Materials include renderings and floor plans. No feedback was received from city department heads. Mr. Gries, Alder DePula, and Ms. Fox had no concerns with the proposal. Mr. Homburg briefly discussed the fence and lot lines with Mr. Zander. He thought there should be an explanation of how the proposed addition deviates from the usual single-family standards in the final consideration of action. Having a survey at the next meeting will help with that comparison. Chair Holmquist asked if the applicant or anyone present had any further questions. Hearing none, the Commission thanked Mr. Zander and will see them at a future meeting, where they will have a Consideration of Action. Reports of Staff and Commission Members A. Staff Report Regarding Status of Development Project Proposals. 1. Economic Development Update The West Broadway housing development PIP passed City Council and a development agreement is being drafted, which will then be presented to the Community Development Authority and City Council for review and possible approval. 2. Potential Upcoming Plan Commission Items None. 3. Updates/Discussion on Diversity, Equity, and Inclusion (DEI) Efforts Plan Commission Minutes Approved July 27, 2026 3 None. 4. Updates/Discussion on Sustainability Efforts None. 5. Upcoming Meetings: July 13, 2026 and July 27, 2026 Planning Director Plowman shared that the Bloom II will be coming through for another prehearing at the next meeting, and he will work with the Commission to schedule a makeup meeting for tonight’s CSM. B. Plan Commission Requests for Information from City Staff. Mr. Homburg brought up that there were two concrete barriers put up to block the driveway to the proposed Bloom II site from Monona Drive. He felt this could be a safety issue if a fire, police or other emergency vehicles need to come through, as this was originally meant to be used as a fire lane. He thought this should be checked with the Fire and Police Chiefs. Adjournment A motion by Mr. Gries, seconded by Alder DePula, to adjourn carried. (6:19 pm) Respectfully submitted by: Henry Barbee, City Planner
