(This note may or may not be read aloud at Commission meetings. ) Christine Mancusi, 898 Fox Run C ourt. Mancusi expressed concerns regarding growth and proposed rezoning in the Village of Oregon, specifically referencing potential development near Foxboro and Featherwood Trails. She highlighted potential impacts on the community’s small-town character , municipal infrastructure costs, including pump house additions, green space, and property values. 5) Unfinished Business – None. 6) New Business (items are for discussion and / or potential action). a) Public hearing and consideration of a recommendation to the Village Board for a General Development Plan (GDP) for the proposed Featherwood Trails Neighborhood. Applicant: Veridian Homes Schnelle opened the public hearing at 6:39 p. m. 1. Staff and Consultant Report. Cruz reviewed the memo dated August 25, 2026 found in the packet. Appearing on behalf of Veridian Homes were Brian Munson, Dan Day, and Matt Brink. Kevin Wehner with KL Engineering was also present for this item. Page 3 of 7 Bieno inquired about stormwater impacts related to the ridge running east to west across the property. Day provided a detailed explanation of the four onsite retention basins designed to manage stormwater. Bieno asked how the aesthetics of the stormwater basins will be handled. Day explained that native landscaping will be used to ensure an attractive appearance. Munson added that the central basin was intentionally located to allow the surrounding green space to serve as a community amenity. Molzahn inquired about basin capacity limits and potential runoff toward Lake Barney. Striegl explained that the stormwater captures requirements for the subdivision will mitigate runoff into Lake Barney, though existing lake levels remain a key factor. She noted that flooding at Lake Barney in the fall of 2018 resulted from heavy rainfall on historically high-water levels. While Lake Barney falls within Fitchburg’s jurisdiction, Striegl highlighted that futuredevelopment along Cusic Parkway could provide additional stormwater detention space. Kevin Wehner (KL Engineering) reviewed the traffic study. Nelson asked if the intersection of Fish Hatchery and Netherwood Road were included in the traffic study. In response to Nelson, Wehner clarified that the Fish Hatchery Road and Netherwood Road intersection was outside the study’s scope, as primary traffic is projected to flow east and south; Striegl added that this intersection falls under Dane County’sjurisdiction. Molzahn asked about the logic behind the single southbound lane ending where Peterson Trail intersects with Netherwood. Day explained that if the neighbor to east ever decided to develop their property the road could be expanded. Meier asked about project phasing. Day referenced the map and explained that following Phase 1, subsequent phases will be driven by market demand. Page 4 of 7 Schnelle inquired about the 31-foot lot dimensions. Munson confirmed lots sizes are 3,100 sq. ft. and alley-loaded, positioning garages at the rear (unless a request for an optional outdoor parking stall moves the garage forward). The development will offer a full spectrum of floor plans, featuring two-, three-, and four-bedroom homes featuring main floor living space with all bedrooms upstairs. Matt Brink added homes range from 1,500 to 1,700 sq. ft with lower-level expansion potential, and invited commissioners to tour a spec home in Greenview Preserves. Munson highlighted that smaller lot sizes lower entry-level homeownership costs. A brief discussion was held regarding the General Development Plan (GDP), which encompasses three distinct districts within the proposed subdivision. It was noted that the traditional front-loaded, single-family homes planned for the SR-5 district are identical to those previously approved in Greenview Preserve. Schnelle inquired about sewage capacity for the proposed development. Striegl explained that the Capital Area Regional Planning Commission (CARPC) meeting scheduled for next week will assess overall community capacity at the September 7th meeting. She noted that Veridian submitted projected outflow calculations with their application package, and Town & Country Engineering completed a sewer capacity analysis for the Village. Striegl encouraged interested parties to attend the CARPC hearing and stated the capacity report is available upon request. Bieno inquired about liability if a worst-case flooding event occurs at Lake Barney. Striegl explained that the development must meet all Village stormwater standards, which build upon Dane County requirements, with both Dane County and CARPC conducting reviews. Beyond standard requirements, CARPC is requiring analysis of two extreme scenarios: a 500-year storm and back-to-back 100-year storms. Striegl noted those protocols significantly reduce extreme risks. While acknowledging that an unprecedented event would overwhelm any system, she emphasized that the proposed management plan will improve surrounding conditions and ensure the development is well protected. Schnelle referenced the letter from the Town of Oregon added to the packet. 1. Open Public Hearing. Schnelle opened the public hearing at 6:39 p. m. (previously opened) 2. Public Comments The following residents spoke in opposition to Item 6(a)(1) consideration of a recommendation to the Village Board for a General Development Plan (GDP) for the proposed Featherwood Trails Neighborhood. Applicant: Veridian Homes Janet Ninneman, 773 South Main Street, Village of Oregon Kevin Kox, 1550 Woodvale Drive, Town of Oregon Arlan Kay, 5685 Lincoln Road, Town of Oregon Bob Dusek, 5365 West Netherwood Road, Town of Oregon Katie Nicholas, 5247 West Netherwood Road, Town of Oregon Maggie Del Pointe, 490 Peterson Trail, Village of Oregon Page 5 of 7 The following residents registered in opposition to Item 6(a)(1) consideration of a recommendation to the Village Board for a General Development Plan (GDP) for the proposed Featherwood Trails Neighborhood. Applicant: Veridian Homes Brigid Patterson, 1540 Woodvale Drive, Town of Oregon Ryan Patterson, 1540 Woodvale Drive, Town of Oregon Tammy Johnson, 5463 Alan Drive, Town of Oregon Beth Whittemore, 5448 Alan Drive, Town of Oregon 3. Close Public Hearing. Schnelle closed the public hearing at 7:48 p. m. 4. Plan Commission discussion, deliberation, and possible action on recommendation to the Village Board for a General Development Plan (GDP) for the proposed Featherwood Trails Neighborhood There was a lengthy discussion about the approval process required prior to annexation into the Village, outlining the necessary next steps and final review by the Village Board. Bieno added that combining the annexation and project terms ensure full transparency, so both the Village and the developer know their exact rights and obligations before final approval. Schnelle questioned whether it is procedurally valid to make a recommendation to the Village Board for property not yet officially within Village boundaries. In addition, Molzahn inquired about the outcome if the Planning Commission takes no action at tonight’s meeting. Director Cruz explained that the item will still proceed to the Village Board, just without a formal recommendation. Molzahn expressed concerns regarding the appropriateness of this development for this site. Bieno moved, seconded by Van Kampen to recommend approval to the Village Board the General Development Plan (GDP) for the proposed Featherwood Trails Neighborhood. Motion carried 5-1 (Molzahn opposed). a) Review and possible approval of a Specific Implementation Plan (SIP) for the proposed Featherwood Trails Neighborhood. Applicant: Veridian Homes. Following a brief discussion regarding tabling the item, Director Cruz clarified that final approval for the SIP remains at the Planning Commission level. She noted that SIP approval governs character guidelines, including architectural standards, open spaces, landscaping, mailbox placement, phasing plans, HOA structure, and architectural control procedures. In addition, if this item is tabled, a specific date must be established for its continuation. Munson and Brink outlined the approval process for the GDP, Preliminary Plat, SIP, and Final Plat. Cruz’s inquiry regarding what additional details the Planning Commission needed to approve the SIP, Bieno stated that confirmation on traffic safety and stormwater management must be resolved first. Van Kampen reminded that item 5(b) regarding SIP approval must be postponed to a specific date and requested that the Planning Commission outline the additional information needed before the next meeting. Molzahn requested that questions raised by Village residents be answered, including specific engineering data regarding potential impacts on neighboring wells. Additionally, he requested further details from the traffic study, focusing on the Fish Page 6 of 7 Hatchery and Netherwood intersection and Dane County’s long-term plan for that location. Bieno requested additional details regarding the proposed highway cross-section in front of the subdivision. Cruz added that the Village is preparing a response to specific questions from the Town of Oregon and will copy the Planning Commission on correspondence. Striegl shared that the upcoming CARPC meeting next week will address many of the outstanding stormwater questions and determine if CARPC requires additional information. POSTPONED - Bieno moved, seconded by Molzahn to postpone action on the Specific Implementation Plan (SIP) for the proposed Featherwood Trails Neighborhood to the October 1, 2026 Planning Commission meeting. Applicant: Veridian Homes. Motion carried 6-0. b) Review and possible recommendation to the Village Board for a Preliminary Plat for the proposed Featherwood Trails Neighborhood. Applicant: Veridian Homes. Dan Day with Veridian Homes appeared for this item. Day explained that the Preliminary Plat goes hand in hand with zoning approval. By postponing the SIP, the desired information will be provided before the project can move forward. However, delaying the Preliminary Plat will interfere with completing the property sale and next year’stimeline. Matt Brink acknowledged the validity of the public comments and noted that many of the concerns raised regarding SIP approval will likely be addressed at the upcoming CARPC meeting. He requested clarification on what specific information the Planning Commission needs for the Preliminary Plat, emphasizing that delaying approval would disrupt the development timeline. Munson added that the Preliminary Plat functions similarly to the GDP and that it is the broad playbook and will be followed up with a Final Plat. Bieno agreed that the Preliminary Plat and the GDP are closely tied, noting that while postponing action on the SIP makes sense, the Planning Commission should move forward with approving the Preliminary Plat. Molzahn shared that he will oppose the Preliminary Plat, questioning if this is the right density for this site. Bieno moved, seconded by Van Kampen to recommend approval to the Village Board the Preliminary Plat for the proposed Featherwood Trails Neighborhood. Applicant: Veridian Homes. Motion carried 5-1. (Molzahn opposed) c) Review and possible recommendation to the Village Board for a Transportation Project Plat for the planned CTH MM/Wolfe St. reconstruction project. Applicant: Village of Oregon. Van Kampen moved, seconded by Bieno to recommend approval to the Village Board the Transportation Project Plat for the planned CTH MM/Wolfe St. reconstruction project. Applicant: Village of Oregon. Motion carried 6-0. d) Review and possible recommendation to the Village Board for an Extra-territorial Jurisdiction (ETJ) Certified Survey Map (CSM) for property in the Town of Oregon. Applicant: Eileen Chang. Bieno moved, seconded by Meier to recommend approval to the Village Board the Page 7 of 7 Extra-territorial Jurisdiction (ETJ) Certified Survey Map (CSM) for property in the Town of Oregon. Applicant: Eileen Chang. Motion carried 6-0. e) For discussion only- Continued conversation regarding proposed changes to Ch. 17 zoning code re: Accessory Dwelling Units (ADUs) and Short-Term Rentals (STRs) Cruz explained that based on current Village housing diversity goals and the timeline of upcoming residential developments, a sudden housing influx is unlikely . She noted that the Village Board supports maintaining flexibility on Accessory Dwelling Units ( ADUs) and Short-Term Rentals ( STRs). Regarding STRs (e. g. , Airbnb), Cruz stated that while they should be encouraged in downtown districts, single-family residential zones could incorporate restrictions – specifically limiting rental to a 180 -day annual cap and establishing frequency limited to minimize neighborhood turnover. During a discussion on STRsMolzahn inquired about the reason behindrequiring the minimum consecutive days and the 180-day annual maximum. Cruz clarified that these specificstandards are aligned with Wisconsin state statute, which balances STRs property rights while ensuring single-family neighborhoods relief from continuous year-round turnover. 7) Communications and Miscellaneous Business a) Status of Public and Private Developments/Projects. Striegl reviewed current street construction projects. b) Upcoming Plan Commission Meeting Dates : Thursday, October 1, 2026 and Thursday, November 5, 2026 Please note that the November Planning Commission meeting has been rescheduled to Thursday, November 12, 2026. c) Planning Staff Meeting agenda of August 6, 2026 No discussion. 8) Items for Future Meetings. 9) Adjournment. The Regular Planning Commission meeting was adjourned at 8:53 p. m. on Thursday, September 3, 2026. Submitted by, Joy Hanson Deputy Clerk 101 Alpine Pkwy · Oregon, Wi 53575 · Phone: 608.835.3118 · Fax: 608.835.6503 www.vil.oregon.wi.us Elise Cruz, AICP MEMORANDUM To: Planning Commission and Village Board From: Elise Cruz, AICP, Village of Oregon Director of Community Development Date: September 24, 2026 Re: For discussion only- Conceptual Discussion regarding potential future phases of the Autumn Ridge neighborhood and changes to Foxboro Golf Course. Applicants: Andy Anhalt, Eric Fulcomer, Rich Fetherston, and Eric Grover A group of Foxboro Golf Course neighbors and patrons, led by Andy Anhalt, Eric Fulcomer, Rich Fetherston, and Eric Grover, have submitted a request to discuss the possibility of converting the areas of the Foxboro Golf Course shown currently as “Low-Scale Neighborhood” to “Parks & Open Space.” A letter, drafted by their attorney, is attached to this memo and outlines their reasons for requesting the change. This agenda item is for discussion only. The Plan Commission members may discuss and provide feedback on the request. The property in question for the potential Comprehensive Plan Amendment is currently located in both the Towns of Oregon and Rutland, on the southern end of the current Foxboro Golf Course. In November 2022, the owner of the subject property, Glenn Hofer, presented a conceptual plan to neighbors outlining plans for Phase 4 and 5 of the Autumn Ridge subdivision, along with changes to the golf course to a reduced 12-hole course. The neighborhood meeting was well attended, and the Village did not receive substantive feedback from neighbors regarding this proposed change. In February 2023, the Comprehensive Plan was amended for a number of properties in the Village, including a change for the southern end of the Foxboro Golf Course from “Recreational Business” to “Planned Neighborhood”, anticipating the planned Phases4 and 5 of the Autumn Ridge subdivision to be pursued for development at some point in the coming years. In December 2023, the full 10-year update to the Comprehensive Plan was adopted. The names of several land use categories were adjusted with this update, with the intended future land use of those areas staying relatively the same. Areas previously shown as “Recreational Business” were now grouped in with “Parks & Open Space” uses. The area on the southern end of Foxboro Golf Course was changed from “Planned Neighborhood” to “Low-Scale Neighborhood,” indicating the anticipation of single- and two-family homes to be proposed in those areas consistent with the February 2023 amendment. In January and May 2026, Mr. Hofer presented a series of revised concept plans for the golf course properties at Neighborhood Meetings, as well as later Plan Commission and Village Board meetings for feedback from the community and policymakers. No formal applications on these prior concepts were submitted. Mr. Hofer has now submitted a new conceptual plan and narrative to staff, which is attached following this memo, as a response to the conversation about a potential Comprehensive Plan Amendment in this area. Staff Recommendation Please provide feedback to the residents requesting this change. Trachtenberg Phone: 608-827-4519 Email: rtrachtenberg@fuhrmandodge.com September 17, 2026 VIA U.S. MAIL and EMAIL: ecruz@oregonwi.gov Ms. Elise Cruz Director of Community Development Village of Oregon 101 Alpine Parkway Oregon, WI 53575 Re: Request for Amendment to the Village of Oregon 2023 Comprehensive Plan Dear Ms. Cruz: We are the attorneys for Rick Fetherston, Eric Grover, Eric Fulcomer and Andy Anhalt who are heading up a group of Village of Oregon residents who desire to amend the Village of Oregon Comprehensive Plan adopted December 18, 2023, with respect to the land use component, specifically Map 5a Future Land Use – ETJ Extent and Map 5b Future Land Use Village Extent with respect to southernmost portion of that portion of the Foxboro Golf Course that lies in the Town of Oregon and Town of Rutland and within the Vil lage’s extra-territorial area: Parcel No’s: 042/0509- 131-9501-0 and 052/0510 -073-8500-1. Prior to the 2023 Comprehensive Plan, that is in the 2010 Comprehensive Plan, this area was designated Parks and Open Space as was the balance/totality of the Foxboro Golf Course. In the 2023 Comprehensive Plan, the southern portion of these parcels were changed and designated Low Scale Residential. (This change was unchanged by the 2026 Amendment to Comprehensive Plan.) Our clients and the group they represent desire to have the Village of Oregon further amend the 2023 Comprehensive Plan to return the subject areas back to Parks and Open Space designation: 1. This would be consistent with the existing land use as shown on Map 4 Existing Land Use of the 2023 Comprehensive Plan: Recreational Business. 2. This would be consistent with the future land use designation of the balance of the Foxboro Golf Course as shown on Map 5a Future Land Use – ETJ Extent and Map 5b Future Land Use Village Extent of the 2023 Comprehensive Plan: Parks and Open Space. 3. This would be consistent with the representations made to the adjacent and nearby properties as to the continued operation of an 18 hole golf course. 4. This would be consistent with the recreational, open space and environmental needs and desires of the Village of Oregon community. 5. This would be consistent with the public statements and public official comments made at the recent information hearings before the Plan Commission and Village Board E. Cruz Village of Oregon September 17, 2026 Page 2 regarding the proposed downsizing of the Foxboro Golf Course to facilitate development of the subject area. 6. This would avoid the very real possibility that the residual golf course (12 holes) would fail economically and lead to the further diminution or total closure of the golf course. We hereby request that the Village commence the procedure under Section 66.1001, Wis. Stats., to amend the 2023 Comprehensive Plan consistent as requested above. If the Village of Oregon amends the current Comprehensive Plan; then priorto the 2027 golf season, Mike Kerig will purchase the West Parcel which is in the Village of Oregon andthe North Parcel which is in the Town of Oregon to operate Foxboro Golf Course with reduced number ofholes. I will continue to own the South Parcel as vacant land in the Town of Oregon, the East Parcel as alot with a residential home in the Town of Rutland, and the Wolf Street Parcel which is in the Village ofOregon zoned as MR-8.Based on feedback from the Village Board and neighbors at the informational presentation of theAutumn Ridge development and changes to Foxboro Golf Course on 9/8/2026, we are returning to theattached Overall Concept Plan dated 9-24-2026 that provides greenspace that is generally consistentwith the current Comprehensive Plan. This plan provides greenspace or a golf course adjacent to all theneighbors that were adjacent to a golf course when we purchased the golf course in 2021. In 2022 theOverall Concept Plan with Phase 4 and Phase 5 had CARPC approval by Dane County and wasincorporated into the Comprehensive Plan by the Village of Oregon. We are submitting the attachedOverall Concept Plan dated 9-24-2026 to Village Staff to continue the annexation process of the FoxboroGolf Course property into the Village of Oregon.I feel that this Overall Concept Plan benefits the residents throughout the Village of Oregon. The lotswill be sold to Tim O'Brien Homes who builds a home in each phase with the Oregon High School ShopClass; sold to Alterra Design Homes, Brian Anderson Homes, Classic Homes of Madison, and ParviewHomes all who reside in the Village of Oregon; and sold to Brett Kramer Enterprises and LakelandBuilders who reside in the local area. There are no lots in Oregon now or the near future for thesehomebuilders to purchase. The Phase 4 and Phase 5 homes will be like the previous phases and thesehomes will be assessed for over $700,000/house increasing the assessed value of the property by over$50 million dollars. We will proceed with the annexation process of this Overall Plan with the development of Phase 4 & 5and the rezoning of the Wolf Street Parcel from Multi-Family to greenspace, if the Village of Oregonsupports the Overall Concept Plan dated 9-24-2026 that was incorporated into the current Village ofOregon Comprehensive Plan. The main reasons for our request include: 1. The greater Oregon community has made it crystal clear the people want, need and deserve Foxboro to continue as an 18-hole golf course. Very large numbers of citizens have appeared at neighborhood, Planning Commission and Village Board meetings to oppose Mr. Hofer’s development plans that would end the 18-hole course. Amending the Comprehensive Plan makes development less likely. 2. The 18-hole course is a valuable community recreational asset for people of all ages and demographics. Thousands of rounds of golf are played annually on the current Foxboro course, despite its declining conditions in recent years under Mr. Hofer’s ownership. When operated with care and expertise, it would draw more people to live here and visit with their dollars to help the local economy. Neighboring communities with well-run 18-hole courses, like Evansville and New Glarus have proven this. 3. Proponents of the 18-hole course realize that if housing is allowed on part of the course, it would be a short-sighted irreversible decision. That is, the potential of a successful 18- hole course would be lost forever. On the other hand, preventing development on the current course is not an irreversible decision-if the course eventually failed for whatever reason, the option to develop housing would remain. The request to amend the Comprehensive Plan, returning the plan’s classification of part of the Foxboro course to Parks/Recreational, preserves the continuing potential of the 18-hole course under new ownership and management. 4. Mr. Hofer’s latest concept claims to provide all residents living adjacent to the current course either a golf course or greenspace in their backyards. That does not meet his promise made at a 2022 neighborhood meeting telling people “Your view will not change.” His definition of green space is unknown or questionable. For example, his last plan had a driving range directly adjacent to the backyards of homeowners on Concord Drive. Some greenspace! Golf courses do not put “green space” driving ranges directly adjacent to residential properties. To meet his promise, he would have to continue the golf course greens and fairways directly adjacent to homeowners adjacent to the course, not some hazy promise of “greenspace.” 5. As members of the Planning Commission, you have the opportunity to do what the Village Board members did at a meeting in September: make it very clear to Mr. Hofer that the Board supports continuation of Foxboro as an 18-hole course, reflecting the will of the people. 6. We would respectfully request that members take no formal action on any proposal from Mr. Hofer until consideration and action on the request to amend the Comprehensive Plan. Better yet, members could make it clear that it is unlikely the Village would approve any such plan. Thank you. Brasco’s Pizza is leasing 856 Janesville St., adjacent to Tabby and Jack’s Pet Supplies. The space that Brasco’s Pizza will be occupying is the former O Froyo location, which has been closed for over one year (and thus a new Conditional Use Permit is needed for any uses that ceases operation for over 12 months). Brasco’s Pizza plans to sell New York-style pizza, generally sold by the slice. There will be indoor seating for up to 25 patrons and outdoor seating for up to 10 patrons. Initial hours planned are: Monday through Thursday: 11am-8pm, Friday-Saturday: 11am-9pm, and Sunday: 4pm-8pm. A Conditional Use Permit is needed to allow Indoorand Outdoor Commercial Entertainment in thePlanned Business zoning district. Indoor Commercial Entertainment land uses include all land uses which provide entertainment services entirely within an enclosed building. Such activities often have operating hours which extend significantly later than most other commercial land uses. Examples of such land uses include restaurants, taverns, theaters, health or fitness centers, all forms of training studios (dance, art, martial arts, etc.), bowling alleys, arcades, roller rinks, and pool halls.Outdoor Commercial Entertainment refers to outdoor activities at businesses listed above, including outdoor seating for dining. Recommendation I recommend that the Planning Commission approve a motion to recommend Village Board approval of the proposed Conditional Use based on the following findings, per the requirements of the Zoning Ordinance. (Underlining used for emphasis). 1. The proposed Conditional Use (the use in general, independent of its location)is in harmonywith the purposes, goals, objectives, policies, and standards of the Village of Oregon Comprehensive Plan, the Zoning Ordinance, and any other plan, program, or ordinance adopted or under consideration pursuant to official notice by the Village. The proposed Conditional Use forIndoorand OutdoorCommercial Entertainmentis in harmony with the Village’s goal to enhance opportunities for businessservicesand enrichment/recreation opportunitiesin the Village. 2. The proposed Condition Use (in its specific location)is in harmonywith the purposes, goals, objectives, policies, and standards of the Village of Oregon Comprehensive Plan, the Zoning Ordinance, and any other plan, program, or ordinance adopted or under consideration pursuant to official notice by the Village. The proposed Conditional Use is at a location where this use is allowable by the Zoning Code with a Conditional Use Permit. 3. The proposed Conditional Use, in its proposed located and as depicted on the required site plan, does not result in a substantial or undue adverse impact on nearby property, the character of the neighborhood, environmental factors, traffic factors, parking, public improvements, public property or rights-of-way, or other matters affecting the public health, safety, or general welfare either as they now exist or as they may in the future be developed as a result of the implementation of the provision of the Zoning Ordinance, the Comprehensive Plan, or any other plan, program or ordinance adopted or under consideration pursuant to official notice by the Village or other governmental agency having jurisdiction to guide development. The proposed Conditional Use is located alongthe Janesville St. corridor. This corridor ofJanesville St. contains many commercial uses. The parking will be provided on-site. No significant public health, noise, or smell concerns are expected. 4. The proposed Conditional Usemaintains the desired consistency of land uses, land use intensities, and land use impactsas related to the environs of the subject property. The setbacks, height, and lot coverage comply with the requirements of thePlanned Businesszoning district. 5. The proposed Conditional Useis located in an area that will be adequately served by, and will not impose an undue burden on, any of the improvements, facilities, utilities, or services provided by public agenciesserving the property. The proposed Conditional Useis inan area which is adequately served by public improvements, facilities, and utilities, which are present now on the subject property to serve the building. 6. Overall, the potential public benefits of the proposed Conditional Use outweigh any and all potential adverse impacts of the proposed development(as identified in 1. Through 5., above), after taking into consideration the Applicant’s proposal and any requirements recommended by the Applicant to lessen such impacts. The proposed Conditional Use serves to promote business opportunitiesand resident serviceswithin the Village. Recommended Conditions of Approval I further recommend that the Conditional Use Permit for the proposedIndoorand Outdoor Commercial Entertainmentuse in thePlanned Businessdistrict, subject to the following conditions: 1. Any other conditions identified by Village Staff, Planning Commission, and Village Board. The neighborhood would contain traditionalfront-loaded single family homes, single family homes on smaller lots with garages accessed through a private alley, and duplexes with garages accessed through a private alley. The total build out of the neighborhood would include 2 78 housing units, one pocket park, a trail system connecting the Highlands of Netherwood Park with the Rotary Trail, and several stormwater management ponds. SIP Update At theSeptember 3, 2026 meeting, the Plan Commission recommended both the General Development Plan (GDP, zoning request) and the Preliminary Plat to the Village Board. The Plan Commission tabled the SIP to the October 1, 2026 Planning Commission meeting. Due to several factors, Village staff determined that both the GDP and Preliminary Plat should be held until the October 19, 2026 Village Board meeting. Since the GDP has not yet been approved, and at the request of Veridian Homes, the SIP will be moved tothe November 12, 2026 (note date change) Plan Commission meeting for their review. In the meantime, Village staff have been meeting with area partners including the Capital Area Regional Planning Commission (CARPC), Dane County Highway Department, and the Town of Oregon on issues and reviews related to the proposed Featherwood Trails neighborhood. Updates on those conversations will be provided at the November 12, 2026 Plan Commission meeting, alongside other items requested as part of the SIP review. 6(c) 101 Alpine Pkwy · Oregon, WI 53575 · Phone: 608.835.3118 · Fax: 608.835.6503 www.oregonwi.gov Elise Cruz MEMORANDUM To: Village of Oregon Plan Commission From: Elise Cruz, Village of Oregon Director of Community Development Date: September 24, 2026 Re: Revised Site Plan for Rygh RV Service, 741 Market St. Summary: Rygh RV Service, located at 741 Market St. in the General Industrial zoning district, has submitted plans for an addition of a breezeway connecting the front office building to the rear workshop building.
