BUILDING COMMUNITIES. IT’S WHAT WE DO. September 16, 2026 ANNUAL TAX INCREMENTAL DISTRICT REPORT FOR: Village of Oregon, WI Tax Incremental District No. 3 Prepared by: Eh lers N19W24400 Riverwood Drive, Suite 100 Waukesha, WI 53188 Annual TID Report for Village of Oregon, WI Tax Incremental District No. 3 1 Annual Tax Incremental District Report Village of Oregon , Wisconsin Tax Incremental District No. 3 Purpose: State law requires municipalities with an active Tax Incremental District (TID) to electronically file an Annual Report for each TID by July 1 of each calendar year. This is a summary of that filing to be used at the annually required meeting of the standing Joint Review Board. District Summary: Tax Incremental District No. 3 (“District”) was created on August 16, 2005 as Blight District. In 2009, the District was amended to modify categories, locations, and projects to be undertaken within the District through the remainder of its expenditures period. The amendment also allowed the District to incur project costs outside of, but within ½ mile of, the boundaries of the District as allowed under Wisconsin Statutes s.66.1105(2)(f)1. n. The TID has an expenditure period that ends on August 16, 2027 and has a mandatory termination date of August 16, 2038 with final revenue receive in 2039. Background Data: Base Value Incremental Value (as of January 1, 2026) Year End Fund Balance (2025) Projected Closure (based on current cash flow*) Original Projected Closure** $15,267,400 $11,465,400 $14,784 2039 2032 * The Village does not expect to make additional project costs through the end of the District’s expenditure period beyond what is depicted in the cash flow. The Village approved both a 3-year standard extension and the 3-year technical college extension which moved the termination date to August 16, 2039. **Reflects the projected closure date at the time of TID creation, or most recent Project Plan amendment. Annual TID Report for Village of Oregon, WI Tax Incremental District No. 3 2 Notes: TID No. 5 is an overlay district of TID No. 3. The Village does not expect to make additional project costs through the end of the District’s life. We are focused on getting the final years of its debt obligations paid off and shifting in 2028/29 to having the TID repay the Village for many years of tax levy support. The JRB previously approved the standard and tech college extensions to help with this. Due to the elimination of personal property from the tax roll, the base value of the TID was reduced by $613,400 for the 1/1/24 values. Joint Review Board Action: Resolution acknowledging filing of Annual TID Report and compliance with annual meeting requirements. An $800,000 Municipal Revenue Obligation was issued with payments to be made between 2020 through 2032. The Rosewood Apartment building project began in 2020 and completed construction in 2021. The development generated a value of $7.2 million. A $711,177 Municipal Revenue Obligation was issued with payments anticipated to be made between 2022 through 2030. Prairie Brooke Apartments, which is a Low-Income Housing Tax Credit (LIHTC) project, began construction in 2021. The project has been completed and has a total value of approximately $13.6 million. A $2,755,797 Municipal Revenue Obligation was issued in December 2024 with payments anticipated to be made between 2025 through 2042. The Bodihow Brewery project began construction in 2022 and was completed in 2023. A $285,000 Municipal Revenue Obligation was issued in July 2025 issued with payments anticipated to be made between 2025 through 2042. Recently completed projects within the TID include a new Culver’s restaurant with a total value of $2.5 million (1075 Park St., completed March 2023), a new Kwik Trip gas station with a total value of $2.7 million (951 Janesville St., completed late 2023), and a new Kwik Trip standalone car wash (916 Janesville St., completion mid-2024). The car wash replaced the Kwik Trip gas station which was demolished (it moved across the street in 2023) with a total value of $868,000. The former gas station had a previous value of $754,800 on the site. Due to the elimination of personal property from the tax roll, the base value of the TID was reduced by $718,700 for the 1/1/24 values. In December 2025, the Village Board approved repayment of an advance from the TID to the General Fund of $65,330.39 (reflected in 2025 Audited Financial Statements). In 2026, construction was initiated on a single lane/bay expansion to the standalone Kwik Trip Car Wash. Full value expected in 1/1/2027. Estimate $250,000 in new value. IT’S WHAT WE DO. September 16, 2026 ANNUAL TAX INCREMENTAL DISTRICT REPORT FOR: Village of Oregon, WI Tax Incremental District No. 6 Prepared by: Ehlers N19W24400 Riverwood Drive, Suite 100 Waukesha, WI 53188 Annual TID Report for Village of Oregon, WI Tax Incremental District No. 6 1 Annual Tax Incremental District Report Village of Oregon , Wisconsin Tax Incremental District No. 6 Purpose: State law requires municipalities with an active Tax Incremental District (TID) to electronically file an Annual Report for each TID by July 1 of each calendar year. This is a summary of that filing to be used at the annually required meeting of the standing Joint Review Board. District Summary: Tax Incremental District No. 6 (“District”) was created on August 21, 2023 as Mixed Use District. The TID has an expenditure period that ends on August 21, 2038 and has a mandatory termination date of August 21, 2043 with final revenue to be received in 2044. Background Data: Base Value Incremental Value (as of January 1, 2026) Year End Fund Balance (2025) Projected Closure (based on current cash flow*) Original Projected Closure** $155,900 $7,508,400 $(33,744) 2042 2042 * The Village expects to make additional projects costs through the end of the District’s expenditure period. The projected closure year identified is based on current cash flow projections plus anticipated infrastructure costs yet to be determined. **Reflects the projected closure date at the time of TID creation. Annual TID Report for Village of Oregon, WI Tax Incremental District No. 6 2 Notes: The District was created to pay the costs of incentives to aid in the construction of a Low Income Housing Tax Credit (LIHTC) affordable housing development (“Project”) to be developed by Northpointe Development (“Developer”). In December 2024, the CC Lane Apartment and Townhome Construction was completed, adding 70 workforce housing units to the Village. The project was constructed on vacant land. The MRO, which is described in more detail below, was issued April 2025. To fill the remaining financial gap of the Project, the Village will provide incentive payments on a pay as you go basis with an estimated present value of $1,500,000. (Projected future value payments of $2,603,752). Provision of the Village incentive will increase the projected yield on cost at stabilization from 2.8% without assistance to 3.8% with assistance. Even still, a market rate multifamily development would generally need to achieve a yield on cost at stabilization in the range of 6.0 to 7.0% to attract the necessary capital investment. Joint Review Board Action: Resolution acknowledging filing of Annual TID Report and compliance with annual meeting requirements.
