Director Striegl reviewed the memorandum dated August 25, 2026, included in the meeting packet, regarding the current status of Public Works projects. The Alpine Street project is progressing, with asphalt scheduled for September 4. Staff continues to coordinate with the School District to maintain bus access through the area while school is in session. The intersection will operate as a four-way stop and remain closed to regular traffic. Staff will assist with traffic control during the first week. Once the asphalt is completed and the signal equipment is installed, the intersection will operate as a flashing-red four-way stop. The City of Madison will program the signals, which is expected to take approximately two to three weeks. Signal poles are anticipated to be installed next week. The signal cabinets are still awaiting delivery and will require a three-day waiting period before installation. Regular traffic will continue to be discouraged from using the area. Staff will post an update on Facebook, and the Police Department has been notified of the traffic restrictions. The Lincoln Street project is not as far along as Alpine Street but is a larger project. Staff continues to coordinate with the School District regarding bus and parent access. Oak Street will need to remain open and passable as an alternative route. Crossing guard locations may be adjusted early in the school year. Staff will also explore opening the Soden Street intersection earlier than currently anticipated. The School District is working on a pedestrian detour, and staff will continue to coordinate with the District regarding traffic and pedestrian access during construction. 6) Business (items are for discussion and / or possible action). a) Review and consider approval of the 2027 – 2036 Capital Improvement Plans for Public Works, Sewer Utility and Water Utility (staff recommendation: motion to recommend to the Village Board approval as presented). Staff presented the proposed 2027–2036 Capital Improvement Plans (CIPs) for Public Works, Sewer Utility, and Water Utility. The Committee reviewed the proposed projects and discussed the following items.  Netherwood Road drainage: The Committee discussed previous flooding concerns involving the Alpine Dairy Land property northwest of Cusick Street and Netherwood Road. Staff explained that the “Lerner Lateral” and “Cusick Parkway SW Improvements” projects were included in the 2026–2035 CIP to address flooding experienced in 2018. Options included improving drainage through Lerner Park or installing an underground system; however, due to extensive wetlands and discussions with DNR, the projects as proposed were unlikely to receive approval. Staff has therefore proposed removing the projects from the CIP. The area remains vulnerable to flooding during wet years and heavy rain events. The Committee also discussed the possibility of a detention pond or other stormwater infrastructure if the property were acquired or annexed. Approved 09-22-2026 Page 3 of 4  Netherwood Road improvements: The CIP includes $130,000 for engineering related to Netherwood Road. The Committee discussed resurfacing the southern half of Featherwood Drive and potential improvements to the north side. Concerns were raised about changing the character of the area from its existing rural nature. The Committee also discussed coordinating the timing of improvements at Netherwood Road and County CC.  Bergamont traffic circles: The traffic circles have been in the CIP for approximately three years and are approximately 25 years old. Staff noted that the circles are showing their age and that some residents have expressed concerns about their appearance. A traffic engineer may recommend replacing the circles with a four-way stop; however, the estimated cost would be similar. Higgins expressed a preference for retaining the traffic circles.  Leaf vacuum truck: The CIP includes funding for an additional leaf vacuum truck which staff anticipates will be needed by 2030.  Neighborhood street and utility improvements: The Committee discussed the significant infrastructure needs in older areas of the Village. Many of the street projects are being driven by the need to replace aging water and sewer infrastructure, including older clay tile sewer.  Wolfe Street/County Highway CC: The Committee discussed the proposed projects and Dane County participation. Dane County’s contribution is expected to be minimal because no utilities are involved, leaving the Village responsible for most project costs, including approximately 50% of the municipal portion of local stormwater improvements. The Village may also be responsible for stormwater infrastructure and culvert costs associated with Highway MM. Higgins expressed concern about the Wolfe Street/Highway CC and Netherwood projects occurring at the same time.  Sidewalk costs: The Committee discussed the Village's current sidewalk cost- sharing policy and whether a greater portion of sidewalk costs should be assessed to adjacent property owners. Staff noted that the Village's current policy is relatively generous compared with other communities. The issue may return to the Committee for further consideration given current financial pressures.  Village Hall solar project: The Committee discussed the potential installation of solar panels at Village Hall. The discussion included the age and remaining life of the roof, estimated at approximately 10–15 years, as well as the potential cost of reinforcing the roof structure, future utility rate increases, and the building's energy usage. Staff noted that there are currently several unknowns regarding the structural requirements and project costs. Higgins recommended removing the solar project from the 2027 CIP and moving it to 2030. He noted that the current payback period is too long and that there are no grants currently available. The Committee generally agreed that the project should be delayed and revisited if grant funding becomes available or when the roof requires replacement. Staff recommended maintaining $30,000–$50,000 in the CIP for potential skylight improvements. Staff will also consult with the Village's sustainability efforts regarding the solar project. The Committee discussed the proposed CIPs and recommended moving the Village Hall solar project from 2027 to 2030. Kirchdoerfer moved, seconded by Higgins, to recommend to the Village Board approval of the 2027–2036 Capital Improvement Plans for Public Works, Sewer Utility, and Water Utility; however, reduce the 2027 rooftop solar allocation for skylight repairs and structural evaluation and move the projected rooftop solar project to 2029. Motion carried 2-0. Approved 09-22-2026 Page 4 of 4 7) Future Agenda Items. The next Public Works & Utilities Committee meeting is scheduled for Tuesday, September 22, 2026, at 5:00 p.m. Director Striegl met with Strand & Associates regarding the water tower project. If the Committee would like to recommend a different art design, the September 22 meeting may be the best opportunity to do so. The art design could also be included as an alternate bid. 8) Adjournment. The Public Works & Utilities Committee meeting was adjourned at 6:03 p.m. on Tuesday, August 25, 2026 without objection.
