Striegl reviewed the memorandum dated Ju ly 28, 2026, included in the meeting packet, regarding the current status of public works projects. Koceja noted that the Alpine Parkway intersection construction project is on schedule ; noting that some minor underground work was necessary and the retaining wall will be completed shortly. He added that the Alpine Parkway intersection will be temporarily open on August 11 th for the convenience of voters in the upcoming Partisan Primary Election , allowing smooth access to all three polling locations. Traffic control at the intersection will consist of standard stop signs to ensure safety. Tim Higgins inquired about the Lincoln Street construction project. Striegl noted that an abandoned underground lift station was located during the construction project . The Village and the Wisconsin Département of Transportation worked together to remove the structure. Due to a watermain break during removal of the structure, there was a brief interruption in water service while a temporary water service was connected. Koceja reported that water service will be tapped in at the Gary Disch Park tomorrow. Ridgeview Lane, Autumn Ridge Court, and traffic traveling south toward Foxfield Road and Wolfe Street will be detoured temporarily during the project. 6) Business (items are for discussion and / or possible action). a) Lincoln Road Water Tower and South Standpipe Logo Discussion Higgins moved, seconded by Knipfer to recommend to the Village Board approval of the Lincoln Road Water Tower and South Standpipe Logo featuring a graphic reproduction consisting of a black hand-heart graphic with orange “Oregon” lettering, replicating the heart sculpture in Alpine Parkway Park contingent upon securing approval from the artist Marilea Groves. A memorandum describing the CIP documents, including changes from the previous year’s CIPs, was prepared to assist the Committee in its review. That memorandum text is included below. At the June 23, 2026 meeting, the Committee chose to defer action on the draft CIP documents until after the Village Board had received a draft version of the full Village 2027 – 2036 CIP. On August 3 and 17, 2026, Village Administrator Martin Shanks presented the full draft 2027 – 2036 CIP to the Village Board for review. The Village Board will review again on September 8 before providing a formal recommendation on September 21. Changes from the versions of the 2027 – 2036 Public Works, Sewer Utility and Water Utility CIPs have been highlighted in yellow on their respective summary sheets. All of the highlighted changes have been or will be (by September 7) incorporated into the Village-wide CIP. Public Works CIP  Street / Stormwater Projects o Monroe, West Lincoln and Johnson Street Reconstruction: Public Works costs changed to allocate eligible project costs to TID #5. See Project Worksheet. o Park Street (North Oak Street to Janesville Street) Reconstruction: Public Works costs changed to allocate eligible project costs to TID #4. See Project Worksheet.  Street Projects o Park Street (Spring Street to North Oak Street) Reconstruction: Public Works costs changed to allocate eligible project costs to TID #5. See Project Worksheet.  Stormwater Equipment o Street Sweeper: cost increased by $30,000 based on vendor input. Sewer CIP  Equipment o Sewer Televising System and Vehicle: cost increased to $200,000 based on vendor input.  Projects o Park Street (N Oak Street to Janesville Street) Reconstruction: costs decreased slightly due to calculation error in the original spreadsheet. o Sewer Televising Program: funding removed after 2028 due to purchase of sewer televising system. Page | 2 Staff is requesting that the Committee review the 2027 – 2036 Public Works, Sewer Utility and Water Utility CIPs, and provide a recommendation to the Village Board regarding approval of these CIP sections. Should the Committee prefer that any changes be made to any of these CIP sections prior to Board consideration, staff recommends that the motion below be modified to reflect those specific changes requested. Recommended Motion: Motion to recommend to the Village Board approval of the 2027 – 2036 Public Works, Sewer Utility and Water Utility Capital Improvement Plans as presented. MEMORANDUM FROM JUNE 23, 2026 Village of Oregon Public Works and Utilities staff have developed a draft 2027 – 2036 Capital Improvement Plan (the CIP) for Public Works and the Water and Sewer Utilities. The CIP, which outlines capital project priorities for the Village’sstreets, facilities, and water, sanitary sewer and stormwater infrastructure over the next 10 years, is attached to this memorandum. Project worksheets, which describe each CIP entry in greater detail, are also attached. The Public Works & Utility Committee’s role is to advise the Village Board and make recommendations on changes or additions to these areas of the Village’sCIP. The Public Works & Utilities Committee (the Committee) should review, discuss, and refine the 10-year draft Public Works, Water Utility and Sewer Utility CIPs to its preferences and make a recommendation to the Village Board. Brief summaries of each section of the three CIPs, as well as major items to consider, are included below. Public Works The Public Works CIP includes construction projects and major equipment purchases for streets, forestry, stormwater, Village Hall, and the Public Works garage. One major change in the draft CIP from previous years is the expansion and addition (respectively) of the “Stormwater Projects” and “Stormwater Equipment” categories. Currently, stormwater capital expenses are funded with GO debt or funds on hand from the Village’s General Fund. However, the 2026– 2028 Village Board identifies the investigation and possible implementation of a Stormwater Utility as a goal in 2027 and 2028. To support that goal, staff has separated stormwater capital expenses into self- contained categories to simplify their inclusion in a Stormwater Utility feasibility study. Street Projects This category includes estimated costs for street and right-of-way maintenance projects, and for the street infrastructure portion of major street reconstruction with utility replacement projects. Many of these projects have been included in previous CIPs. However, some have been moved in the 2027 – 2036 draft CIP to prioritize critical and/or near-failed infrastructure, to align nearby projects that could realize efficiency gains by running together, and to smooth the financial impact of these projects on Village taxpayers. New projects in this category include the “Netherwood Road Improvements (Featherwood Trails),” “Park Street (North Oak Street to Janesville Street,” and “Street Sign Maintenance” projects. In addition, the “Park Street (Spring Street to North Oak Street) Reconstruction” project has been expanded from what was proposed in the 2026 – 2035 CIP due to several water main failures on Park St between Waterman St and North Oak St in 2025 and 2026. Page | 3 Stormwater Projects This category includes estimated costs for standalone stormwater studies and projects, and for the stormwater / storm sewer components of major street reconstruction projects. Major changes to this category include the isolation of the stormwater expenses for street reconstruction projects (discussed previously), and the removal of two standalone stormwater infrastructure projects included in the 2026 – 2035 CIP. The latter, called the “Lerner Lateral” and “Cusick Parkway SW Improvements” projects, were intended to address stormwater conveyance across Netherwood Road and through Lerner Park on the northwest side of Oregon. Plans for these projects were originally developed following significant flooding at Netherwood Rd in 2018, and were scheduled for construction in 2029 and 2030. However, discussions with DNR staff revealed that, due to the extensive wetlands present in Lerner Park and the other surrounding conservation parks, these projects as conceptualized were unlikely to be approved by the DNR. As such, Village staff has proposed removing these from the CIP. Village staff notes that the Netherwood Rd / Lerner Park area remains very vulnerable to flooding in wet years, particularly during heavy rain events. Much of the low-lying land in this area is currently in the Town of Oregon, and is privately owned. Staff would strongly recommend that, should the owners of this property ever express interest in selling and/or annexing their property, public stormwater management infrastructure be considered a target land use in the lower areas of the property. Facilities Projects This category includes estimated costs for significant Village Hall and Public Works garage projects. Major additions to this category for 2027 – 2036 includes new recurring funding to replace major equipment at Village Hall, and funding to add air conditioning to the mechanic’s bay at the Public Works garage. This category includes the “Village Hall Roof Replacement, Solar Panels and Skylight Repairs” project, which was carried over from 2026. Staff has analyzed electricity usage and cost in 2025 at Village Hall, and provided estimates of the expected payback period for those improvements. These estimates are shown in the project worksheet. Public Works Equipment This category includes estimated costs for the replacement of major Public Works equipment, based on each piece’s designated replacement cycle. This category has been significantly expanded from the 2026 – 2035 CIP. However, many of the “new” items are infact items already owned by Public Works that were not included in past CIPs, but have replacement dates within the 2027 – 2036 period. This category includes one new dump truck with plow, to be purchased in 2030. This truck would be used for a future sixth plow route. Stormwater Equipment This category includes estimated costs for equipment that is used predominantly to promote stormwater quality, including the street sweeper and leaf vacuum truck. It includes funding for an additional leaf vacuum truck, which staff projects will be needed by 2030 to continue Public Work’s current levels of service. Water Utility The Water Utility CIP includes construction projects and major equipment purchases for the Village’s drinking water distribution system. Page | 4 Water Utility Equipment This category includes estimated costs for the replacement of major Water Utility equipment (including vehicles), based on each piece’s designated replacement cycle. The only addition to this category is the “South Standpipe Altitude Valve Mechanical Equipment,” which will replace the failing pressure mechanism in the South Standpipe’s altitude valve with a more reliable mechanical system. Water Utility Projects This category includes estimated costs for standalone Water Utility infrastructure projects, and for the water infrastructure portion of major street reconstruction with utility replacement projects. Many of these projects have been included in previous CIPs. However, some have been moved in the 2027 – 2036 draft CIP as described above. Major changes in this category include the following:  Replacement of the “Interzonal Booster Station” project in the 2026– 2035 CIP with the two new “Well No. 4 Pump Station Upgrades and Booster Installation” and “Well No. 5 Pump Station Upgrades and Booster Installation” projects.  Addition of the “Gasner Memorial Park – Playground Upgrades and Water Main Replacement” project. This project includes the replacement of 10” water main within Gasner Memorial Park with 12” main.  Addition of the “Northern Water Main Loop – Segment B” project.  Addition of the “Wellhouse Security” project. Sewer Utility The Sewer Utility CIP includes construction projects and major equipment purchases for the Village’s sewer collections system and the Oregon Wastewater Treatment Plant. Sewer Utility Equipment This category includes estimated costs for the replacement of major Sewer Utility equipment (including vehicles), based on each piece’s designated replacement cycle. The only addition to this category is the “E. Coli / Bacterial Monitoring Equipment (Laboratory),” which includes the purchase of a new e. coli testing system to maintain compliance with the Village’s WPDES permit. Sewer Utility Projects This category includes estimated costs for standalone Sewer / Wastewater Utility infrastructure projects, and for the sewer infrastructure portion of major street reconstruction with utility replacement projects. Many of these projects have been included in previous CIPs. However, some have been moved in the 2027 – 2036 draft CIP as described above. The only addition to this category is the “Sewer Collections System Repairs” project, which provides annual funding for failed sewer collections infrastructure (manholes, pipes) in areas not programmed for a major road reconstruction with utility replacement project in the CIP. Next Steps Staff is seeking any feedback or guidance from the Public Works & Utilities Committee on their preferred priorities for the 2027 – 2036 CIP. Routine televising helps operators determine pipe conditions, cause of backups, and future maintenance needs, and is required per the terms of the Oregon WWTP's collections system maintenance plan (CMOM). Televising is also required ahead of any sewer replacement project to determine the location of laterals and any irregulaties in the system. Currently, Oregon outsources televising to a private company. However, with the growth in Oregon's sewer system, it could be more cost-effective in the near future to purchase a system and hire an operator to specialize in that system.
