MINUTES
1) Call to order.
Chair Alissa Rozner called the Sustainability Committee to order at 5:20 p.m. on Wednesday,
August 19, 2026.
2) Roll Call.
Present: Adam Brown, Julie Gutmanis, Lynn McDaniel (Village Representative), Mark Miller, &
Alissa Rozner.
Absent: Michele Manske. McDaniel had to leave early to attend another Village meeting.
3) Introduction of new member Adam Brown.
Brown has been a village resident for two years. His professional background is in health care
policy though he is currently working in waste management.
4) Approval of July 15, 2026, Sustainability Committee meeting minutes if correct, and correction
of mistakes, if any.
Miller moved, seconded by Rozner, to approve the 07-15-2026 Committee meeting minutes.
5) Public Appearances, Comments, and Communications.
a) Public Comment. This part of the agenda allows members of the public to provide
information to the Sustainability Committee, including items both on and off the agenda .
Under the Open Meetings Law, this agenda item allows the Committee to receive
information, and to ask questions of a presenter to facilitate a better understanding of the
information. Committee members may discuss procedural matters relating to the
information, such as whether the information should be directed to staff, referred to a
committee, or placed on a future agenda. However, Committee members may not expand
their discussion beyond such procedural matters. Fifteen (15) minutes will be provided for
Page 2 of 5
this item with a three (3) minute maximum per speaker; otherwise, the agenda will proceed
as posted. (This note may or may not be read aloud at Committee meetings.) None.
6) Reports from Village Staff. None.
7) Unfinished Business (items are for discussion and / or potential action).
a) Continued Sustainability Plan Monthly Topics from previous months.
1. Clean Sweep Household Hazardous Waste Disposal Event – Monday, September
14th – Saturday, September 19th.
Rozner reported that many residents have signed up for the event. Village Clerk
Candie Jones has publicized the event widely (Village Facebook, Sustainability
website, Chamber of Commerce, Village screens). Rozner added that she spoke
about the event at last month’s Chamber After Hours; she also asked each of us
to take fliers to give out to people we know. There will be a sentence mentioning
the event, with the website URL listed, included in resident utility bills.
Rozner has sent event information to Scott De Laruelle, managing editor at the
Oregon Observer, who may publish the information twice.
De Laruelle let Rozner know that there is space at the end of August for our
sustainability articles. Rozner has sent him an article; Miller is working on his
article explaining the work of the Sustainability Committee and also suggested
composting and fall cleanup as a good seasonal article topic. Gutmanis will work
on a Leave the Leaves article. De Laruelle will keep the articles on hand and if
on a seasonal topic, will time their publication appropriately. The articles should
be 800 words or less and can be sent either to Rozner or directly to De Laruelle.
2. Participation in the Madison Area Sponsor Municipal Stormwater Partnership
(MAMSWaP) storm drain sponsorship and mural program.
As soon as the road construction is done, we will adopt a drain near the Village
Hall. McDaniel will email the Oregon Village’s Art Committee to see if they
would be interested in painting the drain; she will also ask them about making
awards from sustainable materials for our future sustainability awards program.
Once road construction is finished, Rozner will get in contact with MAMSWaP’s
Christal Campbell, sending her the new map of the sewer system.
3. Green Box Promotion.
Rozner and Gutmanis attended the Oregon Area Chamber of Commerce After
Hours July event hosted by the Oregon Nature Alliance. Rozner spoke about
Green Box, had a Green Box bin available for trash, and provided compostable
tableware that she got from Green Box.
4. Annual Village Sustainability Awards.
Village Administrator Martin Shanks told McDaniel that the Village can provide
$300 to go towards making 5 awards (youth, outside organization, group,
champion, business). McDaniel will speak to the Art Committee about making
the awards.
5. Focus on Energy: Practical Energy Management Program status.
Miller expressed some frustration that the process of participating in this program
is stalled. The assigned staff member is busy with other issues; Miller has spoken
Page 3 of 5
to a Village Board member to see if they can speak with staff about moving
program participation forward. Miller currently has access to one year of Village
electrical bills, but none of the gas bills; he would like to have access to two
years of both electric and gas bills. Rozner asked if it might help if Sustainability
Committee members speak about the program at a Village Board meeting; Miller
was not sure if we could get this on the Board agenda. Miller has observed that
the Village is spending a lot on system repairs rather than looking ahead using
fault detection diagnosis; he also noted that utilities are a variable not fixed cost
and that the Village is more focused on long-term debt. Rozner will contact
McDaniel (Village Representative) about getting program participation in front
of the Board; McDaniel also regularly meets with Village President Phil Van
Kampen and Village Administrator Shanks, so she could bring up the issue.
Miller emphasized that the program has no cost and in fact would pay the Village
$1,200 if a baseline for two Village buildings is provided. In addition, Miller
noted that establishing energy use baselines would be important background
information for a future Sustainability Coordinator.
6. Sustainability Action Plan.
Miller will work on filling in the Action Plan (template from McFarland) for the
next meeting; he thought we should divide up actions according to the
categories/subcommittees established by the Ad Hoc Sustainability Committee.
Rozner would like to divide up work, with each member taking sections; she also
said to feel free to change the wording in the template. Members can send Miller
content for him to add to the Action Plan.
Rozner thought that as there is no longer a Transportation Committee, the
Sustainability Committee should take on transportation issues, noting that a
survey of Village residents indicated interest in public transport. Miller brought
up the importance of making Oregon more bike friendly. The Village received a
grant to develop a Bicycle and Pedestrian Plan, hired a consultant, and created a
website. Staff has been reporting to the Park Board on its work on the Plan. On
September 16, there will be an Open House for community feedback on the Plan.
b) Continuing Education Projects.
1. Village Utility Benchmark Project Update. See 7a (5) above.
8) New Business (items are for discussion and / or potential action).
a) August 2026 Monthly Topic.
1. No new topic has been scheduled for August. This meeting will be used to
revisit and continue discussions on topics from previous months (see calendar in
packet), including updates on progress, outstanding items, and next steps.
9) Announcements and Miscellaneous Business.
a) Committee member reports, announcements, comments, communications, upcoming
meetings and events, and miscellaneous business. Committee members may provide brief
reports or statements, but no discussion or action of the body shall occur.

Miller reported that the library is moving ahead with installing solar panels. Gutmanis
asked about previous plans to install solar panels on the Village Hall; it seems this is not
happening. Miller has access to all the mechanical systems for the Senior Center,
commenting that they are the most advanced of all the Village buildings. He is concerned
that the systems are gas-based (not helping to meet the Village’s Net Zero goals) but is
optimistic that new technology could be integrated in the future, such as a heat pump
chiller system. Miller would like the Village to learn from the library’s experience with
sustainable energy systems. He said that if costs for the senior center get too high, solar
panels might be put off.
Gutmanis and Rozner attended the Chamber’s After Hours in July, hosted by Oregon
Nature Alliance (ONA). Gutmanis found a lot of interest in native plant gardens for
businesses, both from representatives of Sleep Inn and of Lake Ridge Bank. Rozner
explained the Green Box program and talked about the upcoming Clean Sweep event.
Both felt it was good to connect with the business community and found that people were
interested in the work of ONA and the Sustainability Committee.
Rozner pointed out the improvements that Village Clerk Candie Jones made to the
Sustainability website; Jones has cleaned it up and added photos from the Village native
gardens, as well as information on the Clean Sweep event. Rozner would like to add
evaluating/improving the Sustainability website as an agenda item.
Miller said that Sustain Dane will have be having a webinar on salt use; he thought we
should return to salt use education in fall and that it would be great to have an article on
this issue in the Observer this fall.
Brown has a lot of experience with grants. He said that at this point most grants have
been used or withdrawn, noting that grants are often hard to find by design. Brown
further detailed the areas of his professional expertise that he could bring to the
Committee: waste management and disposal including drug takebacks, hazardous waste
disposal, and related community education. He thought that there are additional waste
services that are free or low cost that the Village could adopt. Brown also pointed to the
value of public/private and intergovernmental cooperation and observed that it’s not
necessary to “reinvent the wheel” on education. Miller spoke to Village President Van
Kampen about having Village-sponsored talks on sustainability topics and/or educational
programs twice a month in a park; he also thought it important to break down the siloing
between the Village and the schools. Gutmanis added that greater coordination between
the Committee, the Rotary Club, and Oregon Nature Alliance would be great.
b) Future agenda items and assignments.
Rozner asked members to research one or two ideas for materials for video education
(September topic).
10) Upcoming meeting dates:
a) Wednesday, September 16, 2026 – Topic: Video Education Series,
b) Wednesday, October 21, 2026 --Topic: Physical Tool Library
11) Adjournment.
Without further objection, we moved to adjourn at 6:41 p.m. on Wednesday, August 19, 2026.
