WPPI Contract Extension - Info for Local Officials 2. WPPI Energy-At-A-Glance 3. Mount Horeb Utility Commission Presentation Page 20 of 59 Contract Extension Information for WPPI Energy Member Governing Bodies Your locally owned, not-for-profit electric utility delivers significant local value. To help preserve and enhance that value for the long term, member-owned, not-for-profit WPPI Energy stands behind your community with competitive wholesale power, forward- thinking services and effective advocacy. Long-Term Utility Success Your WPPI wholesale power agreement is key to how your utility delivers reliable electric service, competitive costs and local control. A Legacy of Long-Term Planning Over decades, members have made long-term commitments, extending their contracts as needs evolved. Their decisions built the diverse resources that power your community today. WPPI MEMBERS Page 21 of 59 June 25, 2026 2 Long-Term Decisions. Strong Results. WPPI is the low-cost leader for powering local communities. Member utilities provide highly competitive electric rates. Meeting Future Needs Future needs are already visible. Some are reflected in the lighter portions of this capacity needs chart. The same long-term planning approach that positioned your utility for success in the past continues to identify and plan for the needs ahead. Extending the agreement helps preserve continued access to cost-effective long-term wholesale power for your community. Page 22 of 59 June 25, 2026 3 Why Extend Now? WPPI is actively pursuing opportunities to continue serving your community’s needs. These and other beneficial solutions are not possible without a member agreement end date that is sufficient to back the needed financing and contracts. Transmission Investment WPPI's ownership interest in American Transmission Co. (ATC) provides returns that help lower wholesale power costs for your community. As the regional grid build- out unfolds, future ATC investments will require financing beyond what WPPI’s margin alone can support. The extension will help preserve WPPI's ability to finance future ATC investments and continue receiving returns that help your community’s wholesale power costs. Page 23 of 59 June 25, 2026 4 Key Facts for Local Officials WPPI CEO and the staff leadership team are available to participate in governing body meetings. Members receive legal documents and amendment packages. Local approval processes begin. Annual Meeting recognition of members with completed approvals and documents. WPPI board provides necessary approvals for adoption. Target date for members to complete local approvals: December 31, 2026. Final deadline: February 26, 2027. A Record of Success  WPPI is the low-cost leader for powering local communities.  Overall WPPI member rates are very competitive compared to utilities in the region.  Together WPPI members have achieved a diverse, low-cost power supply. Your Community and WPPI  Your WPPI wholesale power agreement is key to how your utility provides electric service at competitive costs.  The need for additional, cost-effective resources to power WPPI member communities is visible now.  WPPI is actively pursuing electric generating resource options, transmission system investments and financial transactions for this purpose. Why Extend Now?  The current 2055 end date of the WPPI member agreement falls short of the typical 30 years needed for securing the most cost-effective long-term solutions to meet your community’s energy needs.  The request is for an 18-year extension of the current 2055 end date.  An 18-year extension is not new for WPPI members. Your previous extension was also 18 years. What if a Member Does Not Extend? The existing agreement continues through 2055. The member would have no rights to WPPI’s power supply or services beyond that term. Contract Extension Timeline Member Support WPPI staff is available to assist members throughout the contract extension process. Questions? The person or entity holding that REC is entitled to claim all of the environmental benefits of the associated renewable electricity generation. WPPI holds some, but not all, of the RECs associated with the electricity it receives from renewable sources. WPPI uses RECs (by retiring them within a REC tracking system) in connection with certain WPPI and member programs and to comply with state renewable energy standards. WPPI also sells some RECs, the revenues from which help lower the wholesale costs for WPPI members. The area of the chart labeled “Renewables” represents the portion of electricity received from renewable sources for which WPPI received and has not sold the associated RECs. These RECs may in the future be used by WPPI to comply with regulatory requirements, retired for other purposes or sold to third parties as described above. The portion of the chart labeled “Renewables, No RECs” represents the portion of electricity received from renewable sources for which WPPI did not purchase the associated RECs in the first instance, or for which the associated RECs have been sold. The Power of Joint Action The not-for-profit utilities that make up WPPI deliver safe, reliable, cost-competitive electric power, and much more. The station in Well 6 was replaced just a couple years ago as well. Replacement of 2017 60’ Bucket Truck, Electric Department, request for 2027 and 2028, cost estimate $74,000 in 2027 and $220,000 in 2028 The 60’ bucket is the most important piece of equipment in the Electric department fleet. It must be reliable and be ready to use at any given time. We got lucky and right after we sold our last big bucket to Monroe as the engine blew up. I am looking to replace the existing bucket with a similar style truck to help prevent a serious cost like this. We currently have our chassis for this on hand; this would just be for the upper boom. Replacement of 2018 Mini Excavator, Electric (50%) and Water (50%), request for 2028, cost estimate $90,000 Our Mini is in good shape but with how much we use this piece of equipment between the departments the hours are starting to get high. With daily use of this, it is a good idea to keep this up to date so we don’t have any issues and have to put a bunch of money into it. This machine has worked great for us getting into tight spots in rear lot lines of homes where our trencher and backhoe will not fit. Replacement of 2018 Case Skid Steer, Electric (75%) and Water (25%), request for 2029, cost estimate $100,000 The Case skid steer is in good shape for how much we use it. However, we are having issues with the size of this machine. Electric side of things, we are starting to lift bigger reels of wire that are too big for our current machine. We cannot pick up 3 phase transformers with it as it is too small. We are looking at getting a larger sized machine so we can pick everything up with it. Purchase of Skid Steer mower attachment, Electric Department, request for 2029, cost estimate $20,000 We are requesting the purchase of a heavy-duty skid steer attachment. This attachment would be able to cut up to 3” saplings in our easements both in town and rural areas. This attachment would not take long to pay for itself. I’ve figured out that we would be saving labor costs with this attachment after just 2 years, instead of having 3-4 guys go into an area and cut saplings/brush for a day. We would be able to keep easements clear and available to get our bucket trucks into and focus more on our overhead trimming to help keep outages down. This Page 46 of 59 would take a lot of back breaking work out of trimming and potentially save us injury claims as the crew ages over time. Replacement of 2015 Cat Backhoe, Electric (60%) and Water (40%), request for 2029, cost estimate $130,000 The Backhoe is in decent shape with low hours running just fine. We do not use this as much anymore for digging in cables unless we are in solid rock and needing to hammer the rock. Other departments still keep this machine quite busy from day to day, so it’s not like it is just sitting here doing nothing. We will monitor this purchase as the time gets closer. Replacement of 2020 ½ ton pick-up with ¾ ton pick-up, Electric, request for 2030, cost estimate $80,000 The truck currently has 50,000 miles and is used a lot by the superintendent for setting up and looking at jobs. When we have safety meetings out of town, this is the truck being used mainly. The biggest issue with this truck, it is a single cab only allowing two guys to travel in with no room for bags or equipment to be stored inside. With our crew expansion down the road, we are looking at a ¾ ton crew cab allowing more employees to travel in with personal protective equipment in bags or equipment that should not get wet. We also would like the ability to haul trailers with this truck as we currently have one ¾ ton pick-up for hauling trailers and have to plan jobs accordingly around this. Replacement of 2020 1 ton dump truck, Electric (75%) and Water (25%), request for 2030, cost estimate $75,000 The dump truck has low miles but with putting large rocks and rocky soil piles in the bed, it gets beat up over time. This truck is used daily by both departments. Replacement of 2020 1 ton reel truck, Electric, request for 2031, cost estimate $90,000 This truck’s mileage is beginning to pile up as it is used daily for jobs. This truck has wire and pipe reels on it used for multiple different types of jobs (mainly underground). The fiberglass saddle was transferred from the previous truck to this one and is starting to show some age. We would get a new fiberglass saddle with a metal bed for holding the wire and pipe reels. Page 54 of 59 AGENDA ITEM REPORT MEETING DATE PREPARED BY August 11, 2026 AGENDA ITEM # 4.d.1 Update on Nesheim Neighborhood Project Punch List and Final Report BACKGROUND RECOMMENDATION ATTACHMENTS None Page 55 of 59 The plant is running well, we are operating below all permitted limits. We started dosing a small amount ferric chloride at the end of the month to aid in our phosphorus removal. We had seals replaced on one pump at our Lillehammer lift station, the pumps at this station and a few others in town are starting to show their age and will be slated for replacement in the near future. We had the final eight man holes rehabbed in the Village, this rehab addressed some of our most corroded and worn manholes; the lining process is not disruptive to flows and increases the life of the manhole by improving structural integrity and increasing corrosion protection. Contactors also completed our sanitary main lining project; this was completed with minimal disruption to residents and will extend the life of the pipes. Staff assisted on a couple of projects with the water department; main break, leak repairs. Our 2016 pick-up truck sold for over $16k at auction, we’re happy with this sale as it helps offset the cost of the new truck we got this year. Staff cleaned 3680’ of sanitary mains, televised 4849; during these inspections we identified multiple areas of root intrusions, these roots were not impacting flow but are on our schedule to be removed. There were four call outs in July; - Lift station pump seal failure (repaired and back online) - Failed gas detector at main facility, exploring replacement options - Odor complaint in the vicinity of one or our main interceptors, all flows were found to be normal. Odors likely attributed to high flow volume, venting. - Homeowner had slow/backed up drain, plumber found obstruction in lateral in the vicinity of recent street work, contractor dug and repaired lateral. Lift Station Automatic Transfer Switches – $10,000 these devices facilitate back-up generator use; they have been reliable in emergency situations but are out-dated and repair parts have become harder to find. There are four we will prioritize over the next two years. S. 8th St/Hwy 92 Sanitary Replacement - $500,000, we have about 1500’ of sanitary main within the scope of the state highway rebuild project, we plan to replace all of it along with manholes and laterals in the right of way. Base Station - $10,750 – our share of the replacement. 2028 ATS - $10,000 – Two new switches at the Stewart park stations. SCADA/PC/Network upgrades - $5,000 – PCs throughout the facility will be 5 years old and ready for replacement. S. 2nd St. – $300,000, approx. 1300’ of sanitary to be replaced during the street rehab project. These lines show a variety of issues including cracks, root growth, and low spots. Some of the man holes within the scope of this project will be addressed as well. 2029 Digester Blower - $100,000 – This blower has been rehabbed a few times over the last 15 years, some components remain from the original install; technology has gotten better and more efficient since Lift Station Pumps - $75,000 – There are a variety of pumps at our stations that have been in service for over 20 years, we would like to take a phased approach by replacing two of our oldest/least reliable each year. San Main Lining/MH Rehab - $150,000 – I don’t anticipate having work done within the scope of the streets project, but we do have other know vulnerabilities within the system that we would like to get taken care of. 2030 Lift Station Pumps - $75,000 – phasing out aging equipment San Main/MH Rehab - $150,000 – will address our highest priority lines Drain/Clean/Inspect Digesters - $50,000 – will require likely require more sludge hauling and repairs to equipment installed in tanks. 2031 Lift Station Pumps - $75,000 – phasing out aging equipment San Main/MH Rehab - $150,000 – will address our highest priority lines Page 58 of 59 Page 59 of 59
