The regular monthly meeting of the Plan Commission was called to order at 6:00 p.m. Monday,
January 12, 2026, in the Community Room of the Bernard J. Kennedy Administration Building
by Chair John Cuccia. Members present: Dennis Tande, Deana Turner, Cynthia Kennedy, Amy

Grosskopf confirmed compliance with open meetings law.
There was no public comment on matters not on the agenda.
The minutes from December 8, 2025, meeting were approved on a motion by Kennedy, second
Tande.
Representatives from Madison Country Day School presented the Design Review plans for a
new facility, adjacent to their existing school. The design includes a gymnasium, locker rooms,
and support spaces, and incorporates elements from the existing building’s architecture. The
application also includes stormwater management and landscaping plans with approximately 40
trees being retained and 12 being removed. The building will be used for PE classes and practice
gymnasium activities operating between the hours of 7:45 am to 9:00 pm. Concerns were raised
over; adequate exits, the facility is to be non-sprinkled, the free standing design (as opposed to it
being connected to the main building), and the loss of significant trees in the building and
drainage areas. After a thorough question-and-answer period a motion for approval of the design
as presented with several conditions was made by Cuccia, second Kennedy.
Conditions include:
• Consulting with neighboring property owners prior to start of construction.
• Having a certified arborist evaluate the health and survivability of trees scheduled for
removal that are greater than 24” in diameter, the results of which need to be evaluated by
Westport staff prior to the start of construction.
• Not removing any trees over 30” without Town Plan Commission approval following the
results of the study required above.
Grosskopf then introduced the One Solar application for a 6-megawatt solar installation on 30
acres of farmland on Kennedy Road currently in the Village of Waunakee. The Plan
Commission is being asked to recommend appropriate action to the Waunakee / Westport Joint
Plan Commission

Grosskopf reported on public comments received, and the Joint Planning Commission (JPC)
discussion from December. The JPC did not make a decision on the project, indicating that
additional review was necessary and that additional conditions would need to be considered.
Grosskopf stated that Town and Village attorneys, staff, and administrators worked
collaboratively to develop proposed conditions for the project. A total of 30 proposed conditions
were developed. The applicant’s attorney voiced concerns with conditions 13 through 16, 19, and
21. The conversation ended with extensive discussions about appropriate conditions for a solar
development project, including property value concerns, and operational requirements. A motion
was made, while acknowledging that the project faced significant community opposition, to
recommend approval to the JPC with the conditions set forth, and with continued review of all
the conditions (including those questioned by the applicant), with the attorneys and the applicant,
by Freidig, second Turner. Chair Cuccia called for a roll call vote from the members of the
Commission.
