TOWN OF WESTPORT
TOWN BOARD – Monday, January 5, 2026
A regular meeting of the Town Board was called to order at 6:00 pm. by Chair John Cuccia in the
Community Meeting Room of the Bernard J. Kennedy Administration Building/Town Hall.
Members Present: Cuccia, Pichette, Werner, Manering, and Crowell. Members Absent: None.
Also present: Dean Grosskopf and Bill Cole.
Grosskopf confirmed that this meeting conforms with open meetings law.
There was no Public Comment on Matters not on the agenda.
The minutes of the December 15, 2025, Town Board Meeting were approved on a motion by
Werner, second Manering.
Upon a motion by Pichette, second Manering, and a unanimous roll call vote, the Board
adjourned into closed session at 6:04 pm, pursuant to:
a. Section 19.85(1)(g), Wis. Stats., conferring with legal counsel for the governmental
body who is rendering oral or written advice concerning strategy to be adopted by the
body with respect to litigation in which it is or is likely to become involved regarding
Westport Incorporation.
b. Section 19.85(1)(e), Wis. Stats., deliberating or negotiating the purchasing of public
properties, the investing of public funds, or conducting other specified public business,
whenever competitive or bargaining reasons require a closed session, regarding Waunakee
Area Fire Department Intergovernmental Agreement.
The Board returned to open session pursuant to Sec. 19.85(2) at 7:19 pm on a motion by Werner,
second Pichette.
No action was taken on items discussed in closed session.
There were no regular operator licenses on file with the Clerk.
Grosskopf and Manering reported on the Waunakee Area Public Arts Commission’s activities,
including their selection of an artist and their consideration of a contract from them. The Board
advised Grosskopf and Manering to caution the Arts Commission on proceeding too rapidly and
without full “buy -in” by the Plan Commission and Board. They advised that a more fully
developed concept should be presented and approved before the Commission gets much further in
the process.
Grosskopf and Cole reported on the activities of the Plan Commission and the Joint Plan
Commission related to the One Solar proposal. If the proposal is or needs to be approved, the
concept of being as careful as possible, to identify all reasonable conditions, which then must be
required and placed on this project in light of the overwhelming public objection to it, was
supported by the Board.
