1 MINUTES OF THE FINANCE AND HUMAN RESOURCES COMMITTEE MEETING HELD ON WEDNESDAY, SEPTEMBER 30, 2026 1. The meeting was called to order by Ald. Saryan at 6:04 P.M. Present: Ald. Kastner Ald. Bailey Ald. Saryan Also present: Mayor Michael Neitzke Julie Foley, Human Resources Director - Excused Paula Schafer, Finance Director Tim Sowinski, Assistant Finance Director 2. Approval of the July 8, 2026 Finance & Human Resources committee meeting minutes. Motion by Ald. Bailey, seconded by Ald. Kastner, to approve the July 8, 2026 Finance & Human Resources committee meeting minutes. The motion carried unanimously. 3. Presentation of the proposed 2027 budget and brief discussion. Mayor Neitzke stated the most noteworthy increases are due to the annual increase of employee salaries at 3%, and a large increase for health insurance, though the exact amount of the increase is not yet known as the City is still trying to negotiate with the insurance company. There are two full-time positions eliminated in the budget with duties being spread to existing employees and a potential intern position. The budget also includes a new administrative assistant position that will have shared duties from Finance, Human Resources, and Fire Department. Mayor Neitzke discussed the levy limit and the Expenditure Restraint Program (ERP), and how those items affect the budget. Mayor Neitzke noted that all department heads will be invited to the public hearing to be available for any questions. Motion by Ald. Kastner, seconded by Ald. Bailey, to authorize publishing the 2027 budget and hold the public hearing on Wednesday, November 4th, 2026. The motion carried unanimously. 4. Discussion and decision to approve the transfer of $5,600.80 from Capital Equipment project #CE2520 to Capital Equipment project #CE2521. 2 Motion by Ald. Kastner, seconded by Ald. Approval of mileage reimbursements in the amount of $210.52. Motion by Ald. Kastner, seconded by Ald. Bailey, to approve mileage reimbursements in the amount of $210.52. The motion carried unanimously. 6. Approval of schedules of disbursements in the amount of $3,022,597.36. Motion by Ald. Kastner, seconded by Ald.
