Approved 9/22/2026 CITY OF FRANKLIN FINANCE COMMITTEE MEETING MINUTES AUGUST 12, 2026 I. The August 12, 2026 Finance Committee Meeting was called to order at 6:01 p.m. in the Hearing Room of Franklin City Hall by Vice Chair Rotzenberg. Present were Members Ciche (arrived 6:02 p.m.), Rotzenberg, Vitrano, Alderman Clarke, Alderwoman Kresovic, and Alderwoman Kenney. Member Qureshi was absent. Also present were Mayor John Nelson, Director of Finance & Treasurer Danielle Brown, Director of Administration Kelly Hersh. II. Citizen Comment Period: No citizen comments were made. III. Approval of the June 23, 2026 Meeting Minutes A motion was made by Alderwoman Kresovic and seconded by Alderman Johnson to approve the June 23, 2026 Finance Committee Meeting minutes as submitted. Upon vote, ayes-all, motion carried. IV. Quarter 1 Financial Report Director of Finance Brown presented this item to the Committee. Discussion was held and a few recommendations were made. A motion was made by Member Rotzenberg and seconded by Alderwoman Kenney to forward the Quarter 1 Financial Report to the Common Council for approval. Upon vote, ayes-all, motion carried. V. Update on 2026 and 2027 Bonding Strategy for the Capital Improvement Fund and TID District Financing Requirements Director of Finance Brown presented this item. Discussion was held. A motion was made by Member Rotzenberg and seconded by Alderwoman Kenney to borrow $10,000,000 at a 20 -year repayment amortization schedule with the purpose to maintain flexibility and having the borrowing sold in the 4th quarter of 2026.
