Loomis Road, Franklin, Wisconsin Wednesday, June 24, 2026 @ 11:00 a.m. Minutes I. Call to Order, Roll Call and Pledge of Allegiance: The June 24, 2026, Police & Fire Commission meeting was called to order at 11:00 a.m. by the Commission President Franco Mineo in the City Hall Administration Conference Room. Members present Commissioners Mineo, Donohoo, Martins, Schnagl, & Poplar. Also in attendance were Director of Administration Kelly Hersh and HR Administrator Blake Wieting. II. Approval of the Minutes of the 04/17/2026 Meeting: Motion by Commissioner Schnagl, seconded by Commissioner Martins, to approve the April 17, 2026 minutes as amended in Item IV to state: ‘No further action required; the complaint was withdrawn’. Motion carried unanimously. III. Approval of the Minutes of the 05/06/2026 Meeting: Motion by Commissioner Schnagl, seconded by Commissioner Poplar, to approve the May 6, 2026 meeting minutes as. Motion carried unanimously. IV. Staffing Update From the Fire Department: Motion by Commissioner Poplar, seconded by Commissioner Martins, to approve the appointment of Kristopher Nissila to Assistant Chief of Operations, effective June 29, 2026. Motion carried unanimously. V. Review & Revise Disciplinary Procedures (Add to website): The Commission discussed potential revisions to its disciplinary procedures and the inclusion of applicable statutory references on the PFC webpage. Commissioner Donohoo volunteered to prepare proposed recommendations for Commission consideration. The Commission also discussed whether disciplinary charges and complaints should be served on the Commission President or filed with the City Clerk. No action was taken. The item will be placed on a future agenda. VI. Future Meeting Dates and Agenda Items: August 20, 2026 • Firefighter Staffing • Review and Revise Disciplinary Procedures VII. Motion by Commissioner Martins, seconded by Commissioner Schnagl, to adjourn. Motion carried unanimously. The meeting adjourned at 11:28 a.m.
