City of Franklin Approved Plan Commission Meeting July 9, 2026 June 18, 2026 Minutes A. Call to Order and Roll Call Mayor John Nelson called the June 18, 2026, Plan Commission meeting to order at 6:00 p.m. in the Council Chambers at Franklin City Hall, 9229 West Loomis Road, Franklin, Wisconsin. Present were Mayor John Nelson, Alderman Nabil Salous, Alderwoman Michelle Eichmann and Commissioners Kevin Haley , Patrick Leon and Rebecca Specht . Excused w as Commissioner Michael Shawgo. Also present were Planning Manager Régulo Martínez, Principal Planner Marion Ecks, Assistant Planner Rose Melton, Director of Administration Kelly Hersh and Director of Economic Development John Regetz. B. Approval of Minutes – Regular Meeting of May 7, 2026. Commissioner Leon moved and Alderman Salous seconded a motion to approve the meeting minutes. On voice vote, all voted ‘aye’; motion carried (5-0-1). C. Public Hearing Business Matters 1. Tax Incremental District No. 11. Public Hearing regarding the proposed creation of Tax Incremental District No. 11, the proposed boundaries of the District, and the proposed Project Plan for the District. 2. Consideration and possible act ion on a “Resolution Establishing the Boundaries of and Approving the Project Plan for Tax Incremental District No. 11”. Director of E conomic Development Regetz and Todd Taves from Ehlers , Inc. presented the Tax Incremental District. Alderwoman Eichmann moved and Alderman Salous seconded a motion to recommend adoption of a Resolution Establishing the Boundaries of and Approving the Project Plan for Tax Incremental District No. 11. On voice vote, all voted ‘aye’; motion carried (5-0-1). D. Citizen comment period. Citizens may comment upon the Business Matter items set forth on this meeting agenda. The citizen comment period opened at 6:20 p.m. and closed at 6:20 p.m. E. Business Matters 1. Comprehensive Master Plan. Draft updates to chapters: 1 -Introduction, 2 -Issues & Opportunities, 5-Land Use, as well as appendices: C -Demographic Variables, E-Issues & Opportunities and J-2026 Public Participation Results. This version is the 2nd draft to be presented to the Plan Com mission; a previous version was presented in April. Item for discussion, no formal action requested. Planning Manager Mart ínez, Principal Planner Ecks, and Assistant Planner Melton presented a draft of the Comprehensive Master Plan update. Item for discussion, no formal action requested. F. Adjournment Commissioner Leon moved and Commissioner Haley seconded to adjourn the meeting at 6:48 pm. On voice vote, all voted ‘aye’; motion carried (5-0-1).
