CITY OF FRANKLIN WASTE FACILITIES MONITORING COMMITTEE MAY 7, 2026 MEETING MINUTES 1. CALL TO ORDER AND ROLL CALL: The regular meeting of the Waste Facilities Monitoring Committee (WFMC) was held on February 05, 2026 at City of Franklin, Community Room, 9229 W. Loomis Road, Franklin, Wisconsin at 6:00 p.m. and called to order by Chairman Marvin Wolff. On roll call, the following were in attendance: Abbie Liedtke, Harvey Schweitzer , Roland Kieffer , Melvin Hebron, Bill Theys and Sudarshan Sharma. Also present were Jo Spear, Jr. P.E. S.C. from JSA Environmental (arrived at 6:05pm ); Madeline Schwerinski, Brett Coogan and Michael Buxaum of Waste Management, and Alice Wolff, resident. It was noted that the meeting was posted in accordance with the open meeting law. 2. APPROVAL OF MINUTES FOR MEETING ON: February 5, 2026. Melvin Hebron moved to approve the minutes of the W FMC meeting of February 5, 202 6 as presented at this meeting. Seconded by Harvey Schweitzer. All voted Aye; motion carried. 3. PUBLIC COMMENT: No public comments 4. FINANCIAL REPORT: Bill Theys moved to approve the Financial Report as presented at this meeting. Seconded by Roland Kieffer. All voted Aye; motion carried. 5. NEW BUSINESS: a. JSA ENVIRONMENTAL REPORT, JSA Environmental Representative, Jo Spear, Jr., P.E. S.C. presented. i. Well Sampling Report: Contract updated, presented and signed by the Chair. ii. Landfill Audit Report : No odor complaints have been received. Topsoil project waiting for seeding. Street sweeping has been a bit of an issue due to weather but is being taken care of. Melvin Hebron moved to approve the JSA Environmental Landfill Audit Report as presented by Jo Spear. Seconded by Roland Kieffer. All voter Aye; motion carried. b. WASTE MANAGEMENT REPORT, Waste Management Representative Keith Drallmeier presented. i. Correspondence with DNR: There was a DNR inspection on 4/6/26 with minor litter violations due to the recent high winds and weather – all on WM property. Responding with remedies on 5/8/26. Landfill expansion is still being discussed with the DNR including outside council review. ii. Construction updates: The week of 5/18/26 the flare will be up and running. No other construction at this time. iii. Site Operations updates: Nothing further at this time. Approved 8/6/2026 City of Franklin Waste Facilities Monitoring Committee May 7, 2026 Page 2 iv. Other Items: 1. Residential Drop-Off Cards Option will be discussed at a later date. Sudarshan Sharma to approve Waste Management report as presented by Keith Drallmeier. Seconded by Bill Theys. All voted aye; motion carried. 6. COMMUNICATIONS AND MISCELLANEOUS BUSINESS AS AUTHORIZED BY LAW: Future Agenda Items: 7. NEXT SCHEDULED MEETINGS: August 6, 2026 – Waste Management November 5, 2026 8. ADJOURNMENT: Bill Theys moved to adjourn the meeting at 6:17 p.m. Seconded by Abbie Liedtke.
