Water Main Extension project. The project included installation of an 8-inch water main to complete

Director Johnston presented the final payment and project closeout for the 2025 Sanitary Sewer
Rehabilitation project. Staff explained that work near the Abendschein Park ball field required
access to a manhole for installation of a 30-inch liner. Restoration issues occurred when protective
matting was removed from the field. The contractor reduced its invoice by $14,000 for restoration,
and those funds were transferred to the Department of Public Works to support ball field
restoration.

(Project No. 25120) (3rd Aldermanic District)
Director Johnston presented the final payment and project closeout for the Ryan Road at Shepard
Avenue Water Main Relay project. The project relocated water-main infrastructure at the Shepard
Avenue and Howell Avenue intersection in advance of the Wisconsin Department of
Transportation’s planned roadway project. Staff reported that the water main is in service and

12. Informational: Administrative and Operations reports.
Director Johnston provided updates on Utility operations. He reported that July was a busy month
for water-main breaks, which staff believe were influenced by dry weather, high seasonal water
demand, hydrant flushing activities, and significant fluctuations in Lake Michigan water
temperature. Peak production exceeded 13 million gallons in one day. Utility crews worked
substantial overtime responding to breaks and will replenish repair clamps and other supplies used
during the month.
Mr. Johnston also reported that the Utility is pursuing a condition assessment of the 20-inch ductile
iron water main located south of Oakwood Road along Highway 32. The assessment is anticipated
to occur during fall 2026 and will assist with planning and design for replacement before a future
Wisconsin Department of Transportation project anticipated in 2029.
The Board discussed development activity and water-service availability in the Bender Park area.
Staff reported that existing water infrastructure is available to serve future development; however,
sanitary sewer routing remains an ongoing challenge.
