The property is zoned Drexel Town Square Mixed Use Planned Development District (DTSMUPDD), which permits animal hospitals as a Conditiona l Use. Building and Site Use : The Applicant will occupy approximately 4,840 square feet (Suite 200 ) of the approximately 10,271 - square - foot building. To mitigate sound, the Applicant will install sound batt insulation Current Zoning District(s): DTSMUPDD Overlay District(s): N/A Wetlands: Yes No Floodplain: Yes No Comprehensive Plan: Mixed Use Oak Cree k Plan Commission Report Meeting Date: June 9 , 202 6 Item No.: 4 Page 2 of 4 within all demising walls inside the hospital, as well as above most lay - in ceiling grids. As shown on the attached floor plan, the majority of the space will be dedicated to animal treatment areas. The remaining space will accommodate ancillary functions, including offices, a break room, restrooms, storage, and a utility room. There will be no dedicated outdoor space, such as a dog run or relief area, directly adjacent or connected to the suite. When an animal requires outdoor relief, employees will escort one (1) double - leashed animal at a time to the designated relief area loc ated in the southeast corner of the site, as shown on the site plan. It is anticipated that no more than one (1) or two (2) animals per hour will utilize the relief area. The Applicant will also install an animal cleanup station containing waste bags and a waste receptacle. The animal relief area will not be enclosed and will not include signage restricting use by others. As noted in the Conditions and Restrictions, all animal waste on the property must be collected and properly disposed of promptly. The property must otherwi se remain free of animal waste at all times. Business Operations : The proposed use is a 24 - hour, 365 - days - per - year emergency - only animal care facility that will provide both inpatient and outpatient care. The Applicant will not provide routine veterinary services such as vaccinations, spay/neuter procedures, or other pre ventive care. In addition, the facility will not offer “doggy daycare” services, including boarding or grooming. The vast majority of patients will be dogs and cats, though the Applicant may occasionally treat other household pets such as birds, rabbits, guinea pigs, and reptiles. Pursuant to the Conditions and Restrictions, livestock will not be permitted on the pro perty. The average outpatient visit is expected to last approximately one (1) to three (3) hours. Animals requiring inpatient care may remain overnight if their medical condition necessitates hospitalization. Inpatient stays may range from as little as five (5) h ours to more than ten (10) hours, depending on the severity of the condition. Animals receiving inpatient care will remain under the direct supervision of veterinarians and veterinary nurses at all times. Staff will be on - site 24 hours per day and will generally operate on two (2) shifts: 8:00 a.m. to 6:00 p.m. and 6:00 p.m. to 8:00 a.m. Each shift will typically include eight (8) to 10 employees. The facility is expected to employ approximately 20 to 30 st aff members in total, although not all employees will be on - site simultaneously. A swing shift may also be utilized during peak operating hours to increase staffing during busy periods and reduce staffing during slower periods. The busiest operating period is anticipated to occur between 6:00 p.m. and 10:00 p.m., during which approximately two (2) to three (3) patients per hour are expected to be treated. The facility anticipates accommodating a maximum of approximately 15 animal s at one time, depending on the size and type of animals being treated. On average, two (2) to three (3) animals are expected to arrive each hour and remain on - site for approximately 30 to 90 minutes. Oak Cree k Plan Commission Report Meeting Date: June 9 , 202 6 Item No.: 4 Page 3 of 4 Parking : The General Development Plan and Regulating Plan (GDPRP) for the Drexel Town Square Mixed Use Planned Development District (DTSMUPDD) encourages shared parking strategies to minimize redundant and unnecessarily large parking areas. Shared parking is intend ed to be incorporated into parking calculations for both current and future users of the development. Plan Commissioners should note that the buildings located at 7940 S. 6th St . and 7935 S. Main St . will share parking facilities. The uses proposed within 7940 S. 6th St . consist entirely of retail and service uses, which require one (1) parking space per 250 square feet. Based on the building’s total area of 7,842 square feet, a minimum of 32 parking spaces is required. The proposed uses at 7935 S. Main St . include one (1) service use totaling 4,840 square feet, requiring one (1) parking space per 250 square feet, and two (2) restaurant uses totaling 5,345 square feet, requiring three (3) parking spaces per 250 square feet. Collectively, these uses require a total of 84 parking spaces. In total, the combined uses at 7940 S. 6th St . and 7935 S. Main St . require 116 parking spaces. The shared parking area serving both buildings, located between and south of the proposed structures, will provide 141 parking stalls. In addition, bicycle racks are proposed southeast of the building to accommodate up to six ( 6) bicycles. Options/Alternatives : If the Commission determines the proposed Conditional Use meets the requirements per Statute and the Municipal Code, a motion for recommendation of approval by the Common Council at the July 21 , 202 6 meeting has been provided above. Staff has also prepare d Conditions and Restrictions for review . An approval of the Conditional Use Permit , along with Conditions and Restrictions, does not constitute approval of a site plan and architectural review. The Plan Commission has the discretion to recommend or not recommend Common Council approval of the Conditional Use Permit request. Should the request not be recommended for Council approval, Plan Commissioners must provide the Code Sections upon which the denial is based, and the Applicant may choose to request Council approval without recommendation. In that case, the Council would have the authority to approve the request, and remand the proposal back to the Plan Commission for Conditions and Restriction s. Property Owner / Authorized Representative Signature Date (please print name) kimley-horn.com 11400 Commerce Park Dr # 400, Reston, VA 20191 703-674-1300 MEMORANDUM To: City of Oak Creek 8040 S. 6th Street Oak Creek, WI 53154 From: Shelby Manning 11400 Commerce Park Dr # 400 Reston, VA 20191 Kimley-Horn and Associates, Inc. (on behalf of Veterinary Emergency Group (VEG) ER for Pets) Date: 05/21/2026 Subject: Conditional Use Narrative – 7935 South Main Street, Oak Creek, WI 53154 Dear City of Oak Creek, Please see the following Conditional Use Narrative for the subject property located at 7935 S Main St, Oak Creek, WI 53154. Veterinary Emergency Group (VEG) ER for Pets is requesting a Commercial Conditional Use Permit for a 24-hour emergency veterinary clinic/hospital. The proposed property is zoned DTSMUPDD – Drexel Town Square Mixed Use Planned Development District and is currently vacant land with an existing parking lot. VEG intends to lease a tenant space in the planned new build shown by previously approved plans, “Drexel Town Square – B1 Building” dated 06/16/2025 by RINKA. The lease term is for 10 years with 4, 5-year options at VEG’s election for a total potential of up to 30 years of occupation. Operations VEG will provide a unique service to community residents and their pets by offering 24-hour, 365-day emergency only animal care. VEG does not perform routine care such as vaccines, spays, neuters, and other preventive care. Additionally, VEG does not provide any type of “doggy daycare” services such as boarding or grooming. The vast majority of VEG’s patients are dogs and cats. On occasion, VEG will see other household pets like birds, rabbits, guinea pigs and reptiles. VEG provides both inpatient care and outpatient care. The average outpatient stay (how long a patient/customer spends in a VEG facility) is approximately 1 to 3 hours. Animals that are undergoing inpatient care (hospitalized) and cannot be released will stay the night(s), but animals only stay overnight if their condition requires it. A typical inpatient case can stay for as little as 5 hours to upwards of 10+ hours or more if their condition requires it. Animals staying for inpatient care are always under the direct supervision of a veterinarian and nurse. Page 2 kimley-horn.com 11400 Commerce Park Dr # 400, Reston, VA 20191 703-674-1300 VEG uses various types of cutting-edge technology to diagnose and treat patients. Such technologies include ultrasound technology, X-ray, in-house lab diagnostics, etc. When a pet needs to relieve itself, employees will walk one double-leashed pet at a time to the open- space area previously identified on the Site Plan (southeast corner of the lot), similar to how retailers such as Petco or PetSmart utilize exterior areas for pet relief. The area will not be fenced, but this will not be an issue because the pets will be double leashed as noted. This is the best area available in the center as it is away from the restaurant users. Since the pets VEG see are generally in poor health and the area is a bit far from the front door, there will not be many pets using the area - likely no more than 1 or 2 per hour. VEG also plans to install a dogipot cleanup station, which is a unit containing cleanup bags and a waste can. VEG will ensure that pet waste is actively cleaned up. VEG can also explore installing screening shrubbery if that is desired. VEG Staff will be on-site 24 hours a day. There are typically two shifts a day, with 8 to 10 staff per shift (usually 6PM - 8AM and 8AM - 6PM). The hospital will have a total employee count of 20-30 people, note that they will not all be on shift at the same time. Sometimes there will be a swing shift, to increase staffing during busy times and decrease during slow times. The busiest time of the day is anticipated to be 6PM – 10PM during which approximately 2 to 3 patients are seen per hour. The maximum number of patients VEG will be able to handle at a time is approximately 15 pets, given various sizes and types of animals. On average, 2-3 pets will arrive every hour and are within the ER for 30-90 minutes. Noise Mitigation The VEG hospital will conform to all local noise performance standards as required by the Municipal Code. All efforts will be made to limit the amount of noise emanating from the business at all times. Based on VEG’s experience in other markets, most sick and injured pets do not make significant, if any, noise when arriving or being treated at the hospital. The maximum noise level within the main areas of the hospital is anticipated to be 90 decibels. However, this maximum (worst-case) noise level will rarely, if ever, occur, since it assumes that the veterinary hospital would be at maximum capacity entirely with barking dogs – which is extremely unlikely to occur. VEG treats animals other than just dogs and most animals need to be sedated to perform proper care. Despite this, VEG will install sound batt insulation within all interior walls inside the hospital as well as above most lay-in ceiling grids. Additionally, all lay-in ceiling tiles will have an NRC (Noise Reduction Coefficient) of 0.7, meaning they absorb 70% of the sound that hits them. All of this will help significantly to absorb the sound generated by the veterinary hospital. Building Details The proposed building is 1-story, 8,760 SF total. The building will be split into 3 different tenant spaces, being 2,525 SF, 4,840 SF, and 2,600 SF respectively. VEG intends to occupy the largest tenant space of 4,840 SF. Page 3 kimley-horn.com 11400 Commerce Park Dr # 400, Reston, VA 20191 703-674-1300 Parking Per Table 17.0501(h)(4), the minimum amount of parking for Veterinary clinic/Animal hospital uses is 1 per 250 SF. Given the tenant space of 4,840 SF, the minimum parking required is 20 spaces. Per the provided Site Plan, there will be a total of 45 parking spaces provided including 5 spaces dedicated for VEG. Conclusion The proposed Conditional Use Permit will provide an allowance for necessary emergency veterinary care for the City of Oak Creek residents that otherwise have limited options for 24-hour emergency animal care. Accordingly, the Applicant respectfully seeks approval of its proposed use. Thank you for your review and consideration. That all technical corrections, including, but not limited to spelling errors, minor coordinate geometry corrections, and corrections required for compliance with the Municipal Code and Wisconsin Statutes, are made prior to recording. 2. That a master site-grading plan be submitted to Engineering staff for compliance with Municipal Code Section 14.125 prior to recording. Owner(s): VP Investors LLC Tax Key(s): 830-9996-003 Lot Size(s): 1.59 Acres Background: The Applicant is seeking a recommendation for approval of a Certified Survey Map (CSM) to divide the property at 8461 S. 13 th St. into four (4) residential lots. The existing parcel is 1.59 acres, and its current zoning is Rs-3 Single-Family Residential District. The proposed CSM is intended to facilitate the development of single-family residential lots. Current Zoning District(s): Rs-3, Single Family Residential Overlay District(s): N/A Wetlands: Yes No Floodplain: Yes No Comprehensive Plan: Public/Semi-Public Oak Creek Plan Commission Report Meeting Date: May 26, 2026 Item No.: 5 Page 2 of 3 Proposed Certified Survey Map: As stated above, the proposed division would create four (4) lots. Lot 1 will be 16,639 square feet, or 0.38 acres—it is the southernmost along S. 13 th St. and abuts an existing Institutional use to its south. Lots 2 and 3 will also be 16,639 square feet, or 0.38 acres. Lastly, Lot 4 will be 19,241 square feet, or 0.44 acres—it is the northernmost on S. 13th St. and abuts an existing Institutional use to its north. All four (4) lots will have access to municipal sewer and water utilities. Lot 4 has an existing foundation that was created as a part of a past attempt to develop the property. This foundation must be removed and cannot be used to develop a home, prior to any new permits being issued. District Bulk & Dimensional Standards, Lot Design Standards, & Land Use: Each of the proposed lots meets the minimum requirements of the Rs-3 Single-Family Residential District, as defined in Section 17.0301(b) of the Municipal Code. These standards require a minimum lot area of 10,500 square feet and a minimum lot width of 70 feet. The smallest proposed lots are 16,639 square feet with a lot width of 80 feet. The lots also comply with Section 14.122(b), which requires a minimum lot depth of 115 feet and sufficient dimensions to accommodate off-street service, parking, and loading facilities appropriate to the site’s intended residential use. The proposed lots all have a depth of 208 feet. The Comprehensive Plan land use designation for the existing parcel is Public/Semi-Public, as it is right next to Oak Creek West Middle School. Engineering & Fire Department: Engineering staff requested the technical correction of dedicating approximately 8 feet along the eastern edge of the parcel to accommodate the Official Map and match the parcel lines of the abutting parcels to the north and south. The Applicant’s narrative states that they will be building the homes and developing all four (4) lots. Per Municipal Code Section 14.125 of the Municipal Code, the Applicant must coordinate with Engineering staff to submit a master site-grading plan. Fire Department staff have no concerns with the proposed CSM. Options/Alternatives: The Plan Commission may recommend that the Common Council approve the proposed Certified Survey Map (CSM) with specified conditions or recommend that the Council deny the CSM. If the Commission recommends denial, it must cite the specific sections of the Municipal Code on which the denial is based, allowing the applicant the opportunity to revise and resubmit the proposal, if necessary. If the Commission determines that the proposed CSM complies with all applicable requirements of state statutes and the Municipal Code, a motion recommending approval by the Common Council at its June 16, 2026 meeting has been provided above. It should be noted that approval of the Certified Survey Map does not constitute site plan or architectural approval. Project Narrative: 8461 S 13th St Certified Survey Map (CSM) To: City of Oak Creek Plan Commission & Community Development Department From: Marcus Powell & Christopher Voge, VP Investors LLC Date: May 15, 2026 Subject: Proposed 4-Lot Land Division and Single-Family Residential Development 1. Project Overview & Intent VP Investors LLC is submitting the enclosed Certified Survey Map (CSM) to request the division of the 1.587-acre parcel located at 8461 S 13th St (Tax Key: 830-9996-003). The property is currently a single, underutilized parcel containing an existing foundation. Our intent is to subdivide this parcel into four (4) conforming single-family residential lots. As outlined in the CSM prepared by The Sigma Group, the division will result in: ● Lot 1: 16,639 sq. ft. (0.38 acres) ● Lot 2: 16,639 sq. ft. (0.38 acres) ● Lot 3: 16,639 sq. ft. (0.38 acres) ● Lot 4: 19,241 sq. ft. (0.44 acres) – Accommodating the existing foundation footprint. 2. Development Vision: The Sophia Collection by Vantage Oak Following the approval of the CSM, VP Investors LLC, operating under our premium residential brand Vantage Oak Developments, intends to construct four high-quality, single-family detached homes on the newly created lots. We have partnered with MH Concepts as our General Contractor to build our "Sophia Transitional" models. These homes are 1,665 sq. ft., 3-bedroom, 2-bathroom ranch layouts specifically designed to appeal to the high-demand "active adult" demographic in the Oak Creek area. By focusing on single-story living with premium, modern-transitional finishes, this development will provide a highly sought-after housing product that allows long-time Oak Creek residents to downsize without compromising on quality or leaving their community. 3. Community Impact & Value Our goal as developers is to execute this project a touch above the standard market offerings. The projected completion value (ARV) of these homes is anticipated to be in the $600,000+ range, which will significantly increase the tax base for the city while transforming a currently vacant site into a cohesive, beautifully designed residential cluster along the S 13th Street corridor. 4. Project Team & Timeline ● Ownership/Sponsors: VP Investors LLC (Marcus Powell & Christopher Voge) ● General Contractor: MH Concepts ● Engineering & Surveying: The Sigma Group (James G. Schneider) Pending the approval of this CSM and the subsequent building permits, we are fully capitalized and prepared to break ground in June 2026. We appreciate the Plan Commission’s time and consideration of this application. We look forward to working collaboratively with the City of Oak Creek to bring this vision to life.
