SUBJECT: Approving Financial Commitment and Financial Operational Procedures
for the North Shore Library
FROM: Karl Warwick, City Administrator
MEETING: September 14, 2026, Common Council Meeting
MEETING DATE: September 14, 2026
FISCAL SUMMARY:
Budget Summary: Library Funding Formula Modification
Budgeted Expenditure: Per adopted Resolution
Budgeted Revenue: N/A
STATUTORY REFERENCE:
Wisconsin Statutes: N/A
Municipal Code: N/A
BACKGROUND & ANALYSIS: The North Shore Library is experiencing a financial transition
driven by existing operating pressures, unplanned and transitional expenses, personnel costs,
and the ongoing cost of providing Library services. These financial pressures are not solely
attributable to the new Library facility. Based on the Library's financial position and operating
trends, some level of additional municipal assistance would have been necessary even if
operations had continued at the former facility.
The new Library adds both costs and opportunities to that existing financial picture. The larger,
modern facility provides significantly more operating, programming, meeting, and community
space and carries additional facility-related expenses. At the same time, initial library usage has
increased approximately 25%, reflecting renewed community interest and greater utilization of
library services.
Under the existing Library agreement, annual municipal contributions are generally limited to
the allowable levy limit increase plus 1%. For 2027, that formula would provide an increase of
approximately 1.5%. The Library's projected operating needs to exceed the funding available
under the existing formula. The proposed approach addresses the financial challenge from
Page 70 of 110
three directions: operating savings and efficiencies, temporary additional municipal support,
and development of third-party and alternative revenue sources.
The Resolution before the Village Board therefore requests that the four member municipalities
and the North Shore Library consider a three-year amendment providing municipal contribution
increases of 9% in 2027, 6% in 2028, and 4% in 2029, together with additional financial and
operational safeguards. The enclosed document with the Resolution highlights the financial
changes.
Based on these cost changes, the North Shore Library communities developed a three-year
revenue plan so the Library can fund operations, pay bills, and maintain the required 10% fund
balance. This Resolution establishes financial safeguards that must be met to receive the
necessary funding in 2028 and 2029.
RECOMMENDATION: Consider adopting the Resolution approving financial commitment and
financial operation procedures for the North Shore Library.
ACTION REQUESTED: Motion to approve Resolution 2026-15, approving financial commitment
and financial operation procedures for the North Shore Library.

Summary and Action Items.
Overview
Several unplanned operating expenses turned the 2025 annual surplus into a projected
2026 deficit and a 2027 budget deficit. To cover this deficit, the municipalities would need
to consider approving a one-time or multi-year funding approach to permit the North Shore
Library to continue operating and make payroll. At the same time, initial usage of the new
Library has increased approximately 25%.
While we will discuss increasing the municipal contributions, below are the per capita
expenses of the other libraries in the North Shore.
North Shore $37.68
Shorewood $82.44
Whitefish Bay $71.72
Brown Deer $55.32
Here are the estimated 2025 costs to operate the library in the North Shore through the
Milwaukee Library System or as a standalone library. If Glendale elected to not to provide
library services, state law requires it to pay Milwaukee County in lieu of services.
Library Operation 2025 Anticipated Annual
North Shore Library $503,218
Milwaukee County Library $1,333,310
Glendale Library* $1,100,000
*Estimated $6 million in construction from 2021
To maintain the required 10% fund balance for operational purposes, the North Shore
Library must have $125,800 in reserves in 2027.

Acquisition Grant between the City of Glendale and the Wisconsin Department of Natural
Resources to voluntarily acquire properties within the Milwaukee River floodplain. These grants
run on a two-year cycle, and the City is currently completing its 2024 grant. Recently, a large
property on the Floodway was listed for sale at $200,000, which is $82,400 less than its 2025
assessed value of $282,400. As a result, the City contacted the Milwaukee Metropolitan
Sewerage District (MMSD), with which we have an intergovernmental agreement, to reimburse
the City for floodplain acquisition costs beyond the State's reimbursement. Staff confirmed with
MMSD staff that they would cover the purchase and associated demolition costs for 500 W
Riverview Dr without a new appraisal due to the clear taxpayer savings associated with this
purchase at the listing price.
MMSD will reimburse the City of Glendale for all costs associated with acquiring and
demolishing the property pursuant to the Intergovernmental Agreement and written
agreement.

SUBJECT: Authorization to Execute agreement with Fahrner Asphalt Sealers, LLC
for the 2026 Crack Sealing Program in the amount of $103,120.00.
FROM: Charlie Imig, DIrector of City Services
MEETING: September 14, 2026, Common Council Meeting
MEETING DATE: September 14, 2026
FISCAL SUMMARY:
Budget Summary: Contract for Crack Sealing of Various Roadways
Budgeted Expenditure: $80,000
Budgeted Revenue: N/A
STATUTORY REFERENCE:
Wisconsin Statutes: N/A
Municipal Code: N/A
BACKGROUND & ANALYSIS: Crack sealing is an important component of the City’s street
maintenance program. Sealing cracks helps prevent water from infiltrating the pavement and
underlying base, slowing pavement deterioration and extending the useful life of streets before
more costly resurfacing or reconstruction is required. When performed at the appropriate point
in a pavement’s life, crack sealing is one of the City’s more cost-effective preventative
maintenance treatments.
The 2026 Crack Sealing Program includes work at various locations throughout the City, as well
as Port Washington Road between Hampton Avenue and Marne Avenue. The Port Washington
Road work represents Phase 1 of the City’s planned corridor improvements and is intended to
preserve the existing pavement until subsequent improvements are completed. The remaining
streets included in the program will be addressed based on maintenance priority.
The City received three bids for the project on August 11, 2026. Fahrner Asphalt Sealers, LLC
submitted the low bid of $103,120, compared with the Engineer’s Opinion of Cost of $61,000.
Contractors indicated that the higher-than-anticipated pricing is due in part to lower
anticipated production rates along Port Washington Road compared with typical residential
streets.
Because the bid is based on unit-price quantities, the City can reduce the amount of work
performed to remain within the available budget. Fahrner has confirmed that it will honor its
bid pricing if the quantities are reduced. Port Washington Road will be prioritized as Phase 1 of
the corridor improvements, with the remaining streets completed in priority order until the
available crack-sealing quantity/budget is exhausted.
Staff recommends awarding the 2026 Crack Sealing contract to Fahrner Asphalt Sealers, LLC,
the lowest responsive and responsible bidder, with the final quantities adjusted as necessary to
remain within the City’s approved budget.
RECOMMENDATION: Staff recommends execution of the agreement for 2026 Crack Sealing
Project with Fahrner Asphalt Sealers, LLC, in the amount not to exceed $103,210.
ACTION REQUESTED: Authorization to execute agreement with for the 2026 Crack Sealing
Project with Fahrner Asphalt Sealers, LLC, in the amount not to exceed $103,210

Re: City of Glendale – 2026 Crack Sealing - Recommendation for Contract Award
Dear Karl,
Three bids for the 2026 Crack Sealing project were received and publicly opened on August 11, 2026. The project
scope includes crack sealing on Port Washington Road between W Marne Avenue and W Hampton Avenue and at
other locations throughout the City.
A bid tabulation for the received bids is enclosed. We have reviewed the submitted bids and have the following
comments:
1. All of the bids were responsive in that they submitted the required bid security, signed the required pages,
and fully completed the bid form.
2. The lowest bid was submitted by Fahrner Asphalt Sealers, LLC in the amount of $103,120.00. Zenith
Tech’s bid was $6,855.00 below the second low responsive bid submitted by Thunder Road, LLC in the
amount of $109,975.00. Our engineer’s opinion of cost was $61,000.
3. WE spoke with the bidders regarding their pricing as it was higher than anticipated. They noted that it
reflects the cost of the work, and they anticipate lower production on Port Washington Road, resulting in
higher pricing than crack sealing along side streets.
4. We spoke with Fahrner and confirmed they would hold their pricing if the quantity was reduced to meet the
City’s budget.
5. The project will be funded with local funds.
6. Fahrner Asphalt Sealers, LLC is a reputable contractor in the area who has worked with the City of Glendale
on multiple crack sealing projects. Fahrner Asphalt Sealers, LLC has the personnel, equipment, and
experience necessary to complete the W. Bender Rd Bridge Resurfacing project.
Based on our review of the submitted bids, we find Fahrner Asphalt Sealers, LLC. to be the lowest, responsive, and
responsible bidder and recommend they be awarded the contract for the City of Glendale -2026 Crack Sealing
Project in the amount of $103,120.00.

SUBJECT: Change Order No. 3 for contaminated soil hauling for the Salt Shed
project
FROM: Charlie Imig, Director of City Services
MEETING: September 14, 2026, Common Council Meeting
MEETING DATE: September 14, 2026
FISCAL SUMMARY:
Budget Summary: Change Order — Salt Storage Project
Budgeted Expenditure: $14,063
Budgeted Revenue: N/A
STATUTORY REFERENCE:
Wisconsin Statutes: N/A
Municipal Code: N/A
BACKGROUND & ANALYSIS: While excavating for the Glendale Salt Shed construction project,
the contractor and Clark Dietz observed garbage mixed within the excavated soil. GZA was
retained as an environmental consultant to sample the soil and recommend appropriate
disposal locations based on the analytical results. GZA collected three soil samples and
submitted them to Pace Analytical Services for laboratory analysis.
The analytical results indicate that the soil contains petroleum-related contamination. Diesel
Range Organics (DRO), Gasoline Range Organics (GRO), lead, and naphthalene were detected in
all three soil samples. The soil cannot be disposed of at a conventional clean-fill site. Wisconsin
DNR guidance recognizes licensed landfills as an appropriate option for managing contaminated
soil when off-site disposal is required. Accordingly, the City is contracting with Waste
Management to accept the material at a licensed landfill rather than a conventional clean-fill
facility, which will increase project costs.
The contractor will reuse as much of the material onsite as practical to minimize unnecessary
hauling and reduce project costs. The anticipated volume of material is approximately 700
Page 91 of 110
tons, and this may change due to additional excavation necessary to reach suitable soils for
foundations and pavements.
The City is under contract with Waste Management to dispose of the material at $58/ton,
paying tipping fees directly. At 700 tons, the City will incur an additional cost of $40,600
outside the contract. Change Order No. 3 addresses only the contractor's cost to haul the
contaminated soil from the project site.
The total estimated change order to the contract is $14,063.00. This includes adding a new pay
item for contaminated soil hauling at a unit price of $20.09 per ton. The estimated total is
based on approximately 700 tons of material; however, the final amount will be adjusted based
on the actual quantities encountered and measured in the field.
