Page 43 of 153 As we have started to ramp up our public education and public relations activities again in a post- pandemic world, we’ve made a lot of great community contacts. One question that frequently comes up is: Why does a fire engine or ladder truck come to my medical call? This is a great question, and the answer is actually probably much more straightforward than you might think. The simple answer is that all of our personnel are trained to at least the Emergency Medical Technician-Basic level (EMT-B). This means that every one of our more than 90 sworn personnel is licensed at a minimum as an EMT-B in the State of Wisconsin. EMTs are trained to provide basic life support level care, including a irway management, splinting and bandaging of wounds, CPR and defibrillation, bleeding control, a nd administration of some basic medications. These providers may be riding on one of our ambulances, a fire engine, or a ladder truck. In addition to the EMT-Bs, more than half of our personnel are trained to the Paramedic level (EMT-P). Paramedics are the highest level of pre-hospital emergency care in the area. These members are trained above the EMT-B level to provide advanced medication therapies, start and manage intravenous lines, place advanced airways, perform invasive procedures to treat a collapsed lung or remove fluid from around the heart, provide advanced assessment of cardiac rhythms, and more. Like our EMT-Bs, when staffing permits, you may find some of these paramedic providers riding on our fire engines or trucks in addition to on our ambulances. Additionally, more critical emergencies may require extra hands, so our dispatchers may send some additional resources (another ambulance or fire engine/truck) to the scene to assist. Therefore, the long answer to the question at the start of the article is this: Our goal is to get the right care providers to your sid e during your emergency in or der to begin stabilization and treatment. That may mean that the fire engine that might happen to be down the street responds in addition to our ambulance to transport you to the hospital. As an organization, we pride ourselves on providing timely, patient-centered, and professional emergency care to all those who live, work, and visit the seven communities we are proud to serve. Do you have a question you’d like answered about a service or program we provide? Feel free to submit them via our website at www.nsfire.org or email dflint@nsfire.org or kwenzel@nsfire.org with your questions. 8 | C i t y o f G l e n d a l e N e w s l e t t e r | F a l l 2 0 2 6 By: Chief Robert C. In connection with any real estate transaction which affects any h ousing accommodation on the open market, or in connection with any public sale, purchase, rental, or lease of any accommodation, it is illegal within Glendale for a person, owner, financial institution, real estate broker, or sales representative to: Refuse to sell, purchase, rent, or lease to a person because of race, color, religion, ancestry, national origin, handicap, marital status, sexual preference, sex, age, or place of birth. To discriminate against a person i n the terms, conditions, or privile ges of the sale, purchase, rental, or lease of any housing accommodation. A complete copy of the City's fair housing ordinance may be obtained at City Hall or by calling (414) 228-1770 . Any person who has a complaint, or who may be aggrieved by any unlawful practice which is prohibited by the ordinance, may file a complaint with the Common Council within 30 days after the aggrieved person becomes aware of the alleged unlawful practice, but no more than 60 days after the alleged unlawful practice has occurred. The City will attempt to resolve each complaint. If an acceptable resolution for both parties is not reached, the City will then forwa rd the complaint and findings to the appropriate state and federal agencies. In addition to the local Code of Ordinances, an individual can pursue complaints under both state and federal fair housing laws. Under the Wisconsin Open Housing Law, a person has one year after the last act of discrimination to file an administrative complaint with the State of Wisconsin Equal Rights Division (ERD) and one year to file a judicial complaint (lawsuit ). If a person chooses to pursue a complaint through a federal administrative agency, the complaint must be filed with the Department of Housing and Urban Development (HUD) within one year of the last act of discrimination under the 1968 Federal Fair Housing Act (FFHA). To file a federal court action under the FFHA, one must file the complaint within two years of the act of discrimination. In addition, under the Civil Rights Act of 1866, which only applies to racial discrimination, a person has up to three years to file a judicial complaint. Additional contact telephone numbers for complaints include the Metropolitan Milwaukee Fair Housing Council (414-278-1240), the United States Department o f Housing and Urban Development (414-297-3214, Ext. 8300 or 8301), or the State of Wisconsin Equal Rights Division (414-227-4384). 1 0 | C i t y o f G l e n d a l e N e w s l e t t e r | F a l l 2 0 2 6 F A I R H O U S I N G Page 46 of 153 We are closed the following holidays: New Year's Day Martin Luther King Jr Day Memorial Day Juneteenth Independence Day Labor Day Thanksgiving Day after Thanksgiving Christmas Day New Year's Eve 1 1 | C i t y o f G l e n d a l e N e w s l e t t e r | F a l l 2 0 2 6 P U B L I C W O R K S Y A R D P l e a s e r e f e r t o t h e m a p f o r e l e c t r o n i c d r o p - o f f . This section also currently references the permitted hours of operation for drive- through windows. The current zoning code reference limits drive-through windows to operate between 5:00 a.m. and 10:00 p.m. The City Code also contains a general business hours ordinance, including a reference to drive- through windows' hours of operation. The business hours of operation ordinance, updated last year, allows them to operate until 2:00 a.m. Maintaining an additional hours-of-operation provision within the zoning regulations creates conflicting and inconsistent requirements. The proposed ordinance would repeal and replace Section 13.1.210 to remove the drive- through-specific reference to hours of operation and eliminate the conflict with Chapter 7, which permits drive-through facilities to be open until 2:00 a.m. Several establishments have operated under the 2:00 a.m. requirement for many years. Page 53 of 153 RECOMMENDATION: Hold the required public hearing and consider adoption of the ordinance repealing the hours of operation for drive-through facilities in the zoning code. ACTION REQUESTED: Motion to approve Ordinance No. 2026-08-01 repealing and replacing section 3.1.210, amending the hours of operation for drive-through facilities. ATTACHMENTS: Ordinance Drive-Throughs Page 54 of 153 STATE OF WISCONSIN MILWAUKEE COUNTY ORDINANCE NO. 2026-08-01 An Ordinance, Repealing and Replacing Section 13.1.210 Permitted facilities. WHEREAS, the City of Glendale code already has a business hours of operation ordinance; and WHEREAS, the existing drive-through facilities ordinance in the zoning code contradicts the hours of operation ordinance; and WHEREAS, it is necessary to establish consistency in the city code; WHEREAS, existing businesses that operate drive-throughs comply with the business hours of operation; and WHEREAS, the City seeks to maintain the existing hours outlined in the business hours of operation ordinance; NOW, THEREFORE, the Glendale Common Council ordains as follows: SECTION 1 13.1.210 Permitted facilities. (a) Permitted locations for drive-through facilities. Page 55 of 153 (2) A drive-through facility with a separate ordering point and pick-up window shall provide stacking space for at least four vehicles in advance of each ordering point and stacking space for at least four vehicles between each ordering point and pick-up window. (3) Entrances to drive-through lanes shall be at least 25 feet from driveways entering a public or private street or alley. (4) A drive-through facility shall not be considered as justification for reducing the number of required parking spaces. (5) The minimum width of each drive-through lane shall be ten feet and all facilities shall be designed to permit emergency vehicles to navigate through the facility. They shall also be designed to permit motor vehicles to bypass the ordering process. (6) The entrance to the lane and the direction of traffic flow shall be clearly designated by signs and pavement marking or raised curbs. (7) Public address speakers, on-site lighting, and drive-through lanes shall be designed and located such that noise, exhaust fumes, and lights from motorized vehicles shall not cause an unreasonable impact adjacent properties. FROM: Chief Rhett Fugman MEETING: August 24, 2026, Common Council Meeting MEETING DATE: August 24, 2026 FISCAL SUMMARY: Budget Summary: 101-000-00-43523 Budgeted Expenditure: $1,868 Budgeted Revenue: $1,868 STATUTORY REFERENCE: BACKGROUND & ANALYSIS: The Police Department applied for and received a $1,868 grant to purchase drone equipment. No matching funds are required. The Department will purchase pre-authorized equipment. WE Energies Foundation has sent the funds to the City, which will deposit them upon Common Council approval. This grant would fund indoor drones to replace our two outdated drones. The drones are compact and mobile, and our current drone pilots recommend them for indoor flying. We are looking to purchase two of these drones with 4 total batteries. Each drone includes a set of goggles and a joystick for flying, and they can be used together as needed. It would also be beneficial to have two of them for training purposes. One drone could be designated as the training drone, and the other used for calls for service. The Department will present a Budget Amendment for this purchase later, along with other proposed budget amendments. RECOMMENDATION: Staff recommends approval of the WE Energies Foundation Grant to purchase $1,868 in drone equipment. Payments are calculated monthly when school is in session. I've attached an SRO Shared Services Agreement for the 2026–2027 school year. Under the Agreement, the City receives funding from the Nicolet School District for an officer assigned to Nicolet High School for the 2026 – 2027 school year. These funds offset the SRO salary and go into the General Fund Revenue to offset the cost of this police officer. Nicolet School District has already approved the agreement. Staff recommends continuing the City’s Sanitary CCTV and Manhole Inspection program to utilize these funds for ongoing sanitary sewer system maintenance and rehabilitation. Aqualis completed the Sanitary CCTV services for the City in 2025 as they were the low bidder. The 2025 contract included provisions allowing the City to renew the contract, subject to price escalation as specified in the agreement. Aqualis has indicated it is interested in extending the contract through 2026. The contract allowed for a unit price increase in accordance with the Engineering News Record (ENR) Construction Cost Index (CCI) over the past 12 months, which is 2.4%. When Clark Dietz initially contacted the contractor regarding this project, they requested an increase of 10.5%, or $12,662. Aqualis agreed to the terms of the contract, saving the City the aforementioned amount plus the cost of bidding the project. Applying the 2025 unit prices to the contract escalation provisions, the proposed 2026 contract amount is $120,757.72. The proposed project will include televising 63,310 feet of sanitary sewer and inspecting 338 Page 68 of 153 sanitary structures within Sewer Area 5. The remaining sewer areas throughout the city were completed under the 2024 and 2025 projects. Upon completion of this project, all City sewers will have been televised within the last three years. RECOMMENDATION: Staff recommend awarding the 2026 Sanitary CCTV & Cleaning Project contract to Aqualis in the amount of $120,757.72. ACTION REQUESTED: Motion to authorize the execution of the renewed agreement for the 2026 Sanitary CCTV and Cleaning contract to Aqualis for the amount of $120,757.72. The project scope includes the cleaning and televising of 63,310 LF of sewers and inspection of 338 sanitary manholes in the City. The locations of areas can be found in the attached map marked as area 5 (purple). Areas 2 (yellow) and 4 (blue) were completed last year and areas 1 (red) and 3 (green) were completed in 2024. The bid and contract documents include a provision that the contract can renew for up to 1 more consecutive year at the mutual agreement between the City and contractor. The renewed contract price is as follows: Aqualis $120,757.72 We have the following comments: 1. The renewed contract price reflects quantities for Area 5. 2. The renewed contract unit prices have been updated from the 2025 Sanitary CCTV & Cleaning Project based on the escalation clause in accordance with the Engineering News-Record Construction Cost Index. 3. Aqualis, a subsidiary of New Restoration and Recovery Services, LLC, successively completed work in the City of Glendale last year as part of the 2025 Sanitary Sewer Cleaning and Televising project and has the personnel, equipment, and experience necessary to complete the work. We recommend award of the 2026 Sanitary CCTV & Cleaning Project contract in the amount of $120,757.72 to Aqualis. If you have any questions, please do not hesitate to contact me. Staff recommends continuing the City’s catch basin cleaning and inspection program to utilize these funds for ongoing storm sewer system maintenance and rehabilitation. Globe Contractors completed catch basin cleaning and inspection services for the City in 2025, after a competitive bidding process. The 2025 contract included provisions allowing the City to renew the contract, subject to price escalation as specified in the agreement. Globe Contractors has indicated interest in extending the contract through 2026. Globe was the low bidder for this project last year, and the City will save money by not rebidding the project. The contract allowed for a unit price increase in accordance with the Engineering News Record (ENR) Construction Cost Index (CCI) over the past 12 months, which is 2.4%. When Clark Dietz initially contacted the contractor regarding this project, they requested a minimum of 4%, plus additional considerations, which were not entertained. Applying the 2025 unit prices to the contract escalation provisions, the proposed 2026 contract amount is $144,160.90. Page 73 of 153 The proposed project will include cleaning and inspection of 865 catch basins within Sewer Areas B, C, D, E, F, and G. The remaining sewer areas were completed as part of the 2025 project. Upon completion of this project, all City catch basins will have been cleaned and inspected within the last two years. An additional $13,500.00 is estimated for engineering services, including contract administration, inspection analysis, and the City’s GIS update. RECOMMENDATION: Consider authorizing the execution of the 2026 Storm Sewer Inspections contract to Globe Contractors, LLC, in the amount of $144,160.90. ACTION REQUESTED: Motion to accept the renewed contract price and award the 2026 Storm Sewer Inspections contract to Globe Contractors, LLC for the amount of $144,160.90. The project scope includes storm structure inspection and catch basin cleaning of 865 structures in the City. The locations of areas can be found in the attached map marked as areas B, C, D, E, F, & G. Areas A, F, H, I, & J were completed last year. The bid and contract documents include a provision that the contract can renew for up to one (1) more consecutive year at the mutual agreement between the City and contractor. The renewed contract price is as follows: Globe Contractors, LLC $144,160.90 We have the following comments: 1. The renewed contract price reflects quantities for Areas B, C, D, E, F, & G. 2. The renewed contract unit prices have been updated from the 2025 Storm Sewer Inspection Project based on the escalation clause in accordance with the Engineering News-Record Construction Cost Index. 3. Globe Contractors, LLC, successively completed the work in the City of Glendale last year as part of the 2025 Storm Sewer Inspection project and has the personnel, equipment, and experience necessary to complete the work. We recommend award of the 2026 Storm Sewer Inspection Project contract in the amount of $144,160.90 to Globe Contractors, LLC. If you have any questions, please do not hesitate to contact me. The three homes are now ready for demolition, with the lowest responsible bid from UJUNKY LLC at $42,560, which was $54,940 less than the next-highest bid. There will be no net impact on the City budget, as the WDNR grant and MMSD agreement fund all demolition costs. UJUNKY LLC performs home demolitions for both the City of Milwaukee and private clients. The homes to be demolished are located at 1011 West Montclaire, 5866 North River Forest, and 5834 North River Forest. The City will be reimbursed for all costs once the homes are demolished. RECOMMENDATION: Consider authorizing the execution of the 2026 floodplain home demolitions contract to UJUNKY LLC, not to exceed $42,560. The overall project consists of the demolition of three residential homes located within the Milwaukee River Floodplain, including the removal of all above-grade structures and entire foundations. Following demolition, the excavated areas will be backfilled and the sites restored with vegetation as the final condition. The following properties are included as part of this project: 1. 1011 W Montclaire Ave, Glendale WI 2. 5866 N River Forest Dr, Glendale WI 3. 5834 N River Forest Dr, Glendale WI A bid tabulation for the received bids is enclosed. We have reviewed the submitted bids and have the following comments: 1. Both of the bids were responsive in that they submitted the required bid security, signed the required pages, and fully completed the bid form. 2. The lowest sum total of the Base Bid was submitted UJUNKY LLC, in the amount of $42,560.00. UJUNKY LLC bid was $54,940.00 below the second low responsive bid submitted by Firebird Construction in the amount of $97,500.00. 3. We spoke with UJUNKY LLC regarding their price being lower and they are comfortable to complete the project at their submitted price. UJUNKY performs many home demolitions for both the City of Milwaukee and private clients, and they have the personnel, equipment, and experience necessary to complete the work. 4. The project will be funded through the Milwaukee Metropolitan Sewerage District (MMSD) and the Wisconsin Department of Natural Resources (WDNR). All project costs including construction and engineering services are anticipated to be fully reimbursed through these funding sources, resulting in no direct cost to the city. Based on our review of the bids submitted, we find UJUNKY LLC be the lowest, responsive, and responsible bidder and recommend they be awarded the contract for the City of Glendale 2026 Floodplain Home Demolitions in the amount of $42,560.00. If you have any questions, please do not hesitate to contact me. Clark Dietz, Inc. Andrew Ashely, PE, Project Engineer cc: Ben Metzler, PE, Clark Dietz encl: Bid Tabulation Page 80 of 153 5909 North Milwaukee River Parkway Glendale, WI 53209 SUBJECT: Authorization to Execute contracts for a new CCTV system with cloud storage for the PD, City Hall, DPW, and REM Park. FROM: Chief Rhett Fugman MEETING: August 24, 2026, Common Council Meeting MEETING DATE: August 24, 2026 FISCAL SUMMARY: Budgeted Expenditure: $712,948.48 STATUTORY REFERENCE: BACKGROUND & ANALYSIS: The City currently utilizes three different audio/video recording operating systems (CCTV). The PD and City Hall currently use the same CCTV system. DPW and Richard E. Maslowski Community Park each have different CCTV systems. The PD remodel project included replacing the CCTV system for the areas being reconstructed. During the design phase, we requested a design contract addendum to include the jail, evidence processing room, the police garage, City Hall, Public Works, and Richard E. Maslowski Community Park. The design change order totaled $100,000, so we negotiated an agreement with the contractual low bidder to include these areas. The contractor agreed to provide pricing and services at the same cost as the bid. Working directly with the contractor reduced costs by avoiding a design change order and paying the inspector to review the work. The current CCTV cameras are antiquated, malfunction frequently, and the picture quality is typically not sufficient to capture necessary information. The camera system frequently malfunctions and does not provide reliable monitoring, including the jail. This new system would also provide cloud-based storage consistent with the City's IT model of not having physical servers on site. This new model would also allow better monitoring of the facilities, since they would all be on the same system rather than requiring staff to view three separate audio/video systems. The current camera systems are between 7 and 9 years old. Based on staff's evaluation of the system, we were able to reduce the number of cameras by four. Page 81 of 153 The agreement includes costs for system hardware, such as cameras, and installation. It also includes a 5-year locked-in cost for cloud-based storage. These costs were factored into the project's overall cost in the Capital Improvement Plan. ITEM HARDWARE CLOUD-BASED STORAGE (5- YEAR) Police Jail, Evidence & Garage $189,134.46. $186,143.66 City Hall (11 cameras) $56,577.46 $52,034.59 Public Works (12 cameras) $76,162.87 $58,644.76 REM Park (8 cameras) 56,070.08 $38,180.60 TOTAL $377,944.87 $335,003.61 These costs include all cloud-based subscription costs, including the cost of this service for the Police remodel cameras. The costs do not include the bid costs for the Police Remodel since that was awarded in the bid. Convergint offers several cloud-based storage options. The 5-year plan offers the best value. The 5-year term also matches the CCTV system warranty. The total for the CCTV project above, including 5 years of cloud storage, is $712,948.48. RECOMMENDATION: Staff recommends authorizing the execution of the contracts with Convergint for a new CCTV system for the PD, City Hall, DPW, and REM park that includes 5 years of cloud storage. ACTION REQUESTED: Motion to authorize the execution of the agreement with Convergint for a new CCTV system for the PD, City Hall, DPW, and REM park that includes 5 years of cloud storage, not to exceed $712,948.48.
