Adjournment Page 1 of 12 5909 North Milwaukee River Parkway Glendale, WI 53209 SUBJECT: Authorizing the Execution of a Three-Year Cooperation Agreement with Milwaukee County for the Community Development Block Grant (CDBG) Program FROM: Karl Warwick, City Administrator MEETING: August 12, 2026 Special Common Council Meeting MEETING DATE: August 12, 2026 FISCAL SUMMARY: Budget Summary: Budgeted Expenditure: Budgeted Revenue: STATUTORY REFERENCE: Wisconsin Statutes: Municipal Code: BACKGROUND & ANALYSIS: The Common Council and all Milwaukee County communities have been asked to consider adopting an agreement to enter into a three-year cooperation agreement with Milwaukee County to jointly work with Milwaukee County in securing Housing and Urban Development Community Block Grant Funding. RECOMMENDATION: Authorize the execution of a Cooperation Agreement with Milwaukee County for 2027-2029 for the purpose of securing funds under the HUD Community Development Block Grant Program. ACTION REQUESTED: Motion to approve a Cooperation Agreement with Milwaukee County for 2027-2029 for the purpose of securing funds under the HUD Community Development Block Grant Program. ATTACHMENTS: Page 2 of 12 Resolution CDBG 2026, 20260810133352166, 20260810133403188 Page 3 of 12 STATE OF WISCONSIN MILWAUKEE COUNTY RESOLUTION NO. 2026-13 RESOLUTION AUTHORIZING THE COMMUNITY DEVELOPMENT BLOCK GRANT AND HOME CONSORTIUM PROGRAMS AS ADMINISTERED BY MILWAUKEE COUNTY AND AUTHORIZING CITY OFFICIALS TO SIGN THE COOPERATION AGREEMENT WITH MILWAUKEE COUNTY IN ORDER TO MAINTAIN ELIGIBILITY FOR PARTICIPATION IN THE CDBG PROGRAM WHEREAS, the City of Glendale participates in the Community Development Block Grant (CDBG) program administered by the U.S. Department of Housing and Urban Development; and WHEREAS, one of the program requirements is for the City to enter into a Cooperation Agreement with the sponsoring agent, Milwaukee County; and WHEREAS, the City has participated in the CDBG program for many years and has completed the participation requirements of the program during these years of participation and commits to continuing to do so; NOW, THEREFORE, BE IS RESOLVED by the Mayor and Common Council of the City of Glendale, Milwaukee County, Wisconsin, that the City of Glendale authorizes continued participation in the CDBG and Home Consortium programs as administered by Milwaukee County.
