This report highlights recent progress across NSHD’s priority areas from the 2022 Community Health
Assessment (CHA) and North Shore THRIVE 2025–2030 Community Health Improvement Plan (CHIP),
sharing key initiatives and department activities to promote transparency and adapt to community needs.
NSHD HEALTH PRIORITY AREAS
JUNE HIGHLIGHTS
We hosted our second annual Kids Safety Day and gave away many harm reduction freebies including
bike helmets, bike lights and bells, sleep sacks, first aid kits, safe medication storage and disposal
resources, and water safety resources, as well as educational materials for parents on child injury
prevention. Alongside this event, we also hosted a car seat check event in partnership with Safe Kids
Wisconsin, inviting parents to come and have their car seats checked for proper installation by certified
technicians. The event reached over 80 folks and involved 8 community partners!
WORKFORCE DEVELOPMENT
Our PHNs hosted an Alverno MSN nursing clinical group for a public health site visit. Students learned
about public health nursing, the importance of public health and Social Determinants of Health, toured the
health department, and participated in interactive activities, including a CDC disease investigation game.
The day wrapped up with a Q&A with NSHD staff so students could learn more about different public
health careers.

Introduc9on The Capital Improvement Plan provides a list and descrip:on of capital improvement projects included in the adopted 10-Year Capital Improvement Plan, along with a list of poten:al projects for future inclusion. The Capital Improvement Plan includes: 1. 10-Year Replacement Schedule 2. Descrip:ons of Capital Improvement Projects Adopted in the Glendale 10-Year CIP Program 3. Borrowing Schedule 4. Improvements not included in the current Capital Improvement Plan 5. Bike/pedestrian improvements adopted in the 2020 Bicycle and Pedestrian Plan 6. Possible improvements by Aldermanic District Philosophy on Capital Improvement Alloca9on 1. The City of Glendale will allocate funding for capital improvements based on the availability of cash on hand and the alloca:on of borrowing resources. 2. The City will perform capital improvements for the Water, Sanitary Sewer, and Storm Sewer u:li:es based on the availability of resources, cash on hand, and alloca:on of borrowing resources. The City may elect to use available fund balance for addi:onal u:lity projects in the event of an emergency or :me-sensi:ve need to repair a u:lity. 3. It is the City’s desire to fund road resurfacing projects and alley rehabilita:on based on the expected life expectancy of each. The rehabilita:on of each shall be based on the established ranking of each at the :me of considera:on and the grouping of projects. 4. Vehicle and equipment replacements are based on the life expectancy of each type of equipment. Adjustments to the schedules may occur based on condi:ons at the :me of replacement. 5. The 10-Year Capital Plan includes infla:onary adjustments to each item, so that the actual cost is assumed at the :me of replacement and so that the City can keep up with the replacement of a similar amount of the asset. 6. Capital Improvements will be placed in an es:mated debt schedule to guide the City’s 10-year an:cipated debt schedule. 7. The City aims to maintain a consistent debt schedule, which will help keep property tax amounts steady for property owners and reduce the City’s liability for annual property tax increases. 8. Capital replacements are in the 10-year replacement schedule because planning these replacements out over this period is in the City’s best financial interest and helps to create a long-range, consistent debt plan.

Road Resurfacing Program The current resurfacing program includes funds for road resurfacing. Selected roads are based on ra:ngs by the City’s contractual engineers and confirmed by the Director of Public Works. The program may be adjusted based on the schedule for other construc:on projects in the areas to be completed. Even years, costs include only road resurfacing costs. Odd years include resurfacing on roads where water main replacements occurred. Design engineering costs are applied in the years prior to the work for early bidding. SUBJECT: Authorization to Execute – Private Lead Service Line Replacement (PLSLR) Agreement
with Mid City Corporation, Not to Exceed $126,890.00
FROM: Thomas Nennig, Water Utility Manager
MEETING DATE: July 27, 2026
FISCAL SUMMARY: STATUTORY REFERENCE:
Budget Summary: Capital Improvement
Budgeted Expenditure: $126,890.00
Budgeted Revenue: N/A
BACKGROUND/ANALYSIS:
The City of Glendale 2026 budgeted $ 80,000.00 for PLSLR. The project is replacing privately owned
infrastructure therefore the funding for the project will be from the City’s General Fund. The City was
able to secure a loan from the State of WI Safe Drinking Water Loan Program (SDWLP). The loan includes
50% principal forgiveness so the city will be responsible for repayment of 50% of the total loan amount.
The loan is part of the Federal Government’s Bipartisan Infrastructure Law (BIL). The contract must be
approved by the City Council prior to closing on the SDWL by the end of September 2026, otherwise the
City will lose out on the loan. The current interest rate on the loan for PLSLR is approximately 0.25%.
Based on the water utility’s field work over the past two years the proposed project will remove the
remaining private side lead services in the city.
Please find the bid results attached for the 202 6 Private Lead Service Line Replacement project. The
estimated construction administration costs are $10,000 for this project.
RECOMMENDATION:
Staff recommends awarding the 2026 Private Lead Service Line Replacement Project contract to Mid City
Corporation for the Base Bid amount of $126,890.00. Mid City Corporation is prequalified with the City
of Glendale and has successfully completed similar projects in numerous communities in SE WI.
ACTION REQUESTED:
Motion to authorize the execution of an agreement with Mid City Corporation for the 2026 Private Lead
Service Line Replacement project not to exceed $126,890.00
The project award shall be contingent on contractor submittal of substance abuse prevention program
and contractor written safety program per City of Glendale Responsible Bidder Ordinance.

Re: City of Glendale Private Lead Service Line Replacement Project
Bid Review Summary and Recommendations
Dear Charlie:
Attached, please find a tabulation of the bids that were opened on July 16, 2026 for the City
of Glendale Private Lead Service Line Replacement Project. For this project, bids were
received from three qualified contractors.
City Water has reviewed the bids and associated documents submitted by the bidders and has
the following review comments:
• The bid was submitted through Quest CDN and received by the appropriate deadline.
• The bidders acknowledged receipt of Bid Form.
• The bids contained the required 5% bid security.
• The bidder is an approved contractor by the City.
City Water reviewed the bid pricing for the 2026 Glendale Private Lead Service Line
Replacement (PLSLR) project. Individual bid items were compared to recent LSLR projects
completed in southeastern Wisconsin during 2025-2026. The submitted bid prices from the
low bidder (Mid City Corporation) are consistent with the ranges observed in recent winning
bids.
The resulting average cost per replacement is within the expected range of approximately
$6,500 to $8,500, consistent with recent comparable projects. Detailed bid pricing,
comparisons, and supporting notes can be discussed further upon request.
Based upon our review, City Water recommends the City of Glendale award the above listed
construction contract to Mid City Corporation in the amount of $126,890.00.
If you have any questions, please feel free to call me at 414.559.6883.
Sincerely,
Thomas Nennig, P.E.
