REPORTS AND PRESENTATIONS TO VILLAGE BOARD
Agenda Item: U WM – It Takes A Village: Shorewood Resident Engagement Project
D
ate: October 19, 2026
Presenter: Nicole Berzin, AVM and UWM Students Department: VMO
History
On June 22, Benjamin Trager, Director of Community Engagement and Experiential
Learning at the University of Wisconsin-Milwaukee (UWM), contacted the Village
Manager’s Office (VMO) to invite the Village of Shorewood to participate in the fall
Organizational Communication course. After meeting with the UWM team and reviewing
the Village’s current internal and external communication efforts, the VMO decided to
participate in the program. The project provides students with an opportunity to evaluate
the Village’s existing communication practices and offer recommendations on how we can
more effectively connect with residents.
On September 17, 2026, Village Manager Ewald and Assistant Village Manager Berzin
attended the class and provided an overview of the Village, its current communication
methods, and the goals the VMO hopes to accomplish through the project.
On October 7, UWM students presented the VMO with their project proposal outlining their
approach to evaluating the Village’s communication efforts and developing
recommendations.
Agenda Item Discussion – Please provide a summary of the agenda item along with bullet
points highlighting the main items and key issues to be discussed.
Staff requested that students working on the Shorewood Resident Engagement Project

Purpose
Organizations often seek to improve stakeholder engagement. Characterized by
commitment to their community, Shorewood is no different. The Village of Shorewood is
concerned with both the lack of engagement of their villagers, and unclear communication with
those who are engaged. According to village manager and assistant manager, Rebecca Ewald and
Nicole Berzin, there are challenges in reaching the community members where they are at,
competing for residents’ attention, and more generally, knowing what is working and reaching
the most people. In keeping with Quaranto and Stanley’s (2016) recommendation for
collaboration in community-based projects, the research team and village leadership together
realized that the underlying current of the issue is uncertainty--not knowing how residents view
the village, not knowing what messages residents see or do not see, and not knowing what makes
a village resident choose to reach out or refrain from reaching out.
To remedy this uncertainty, this project involves collecting information from community
residents. By doing so, the team will focus on residents we hope to benefit, recognizing they
must be engaged throughout the process (Frabutt & Graves, 2016). Particularly, discovering
residents’ current view and knowledge of the village’s communication and their reasons for
engagement will provide a foundation that can shed light on perceived concerns, such as
residents’ potential lack of engagement and the Village of Shorewood’s challenges in using the
most appropriate communication methods to meet residents’ where they are. To grow our
understanding of this issue and begin uncovering solutions, we propose the following question:
What factors motivate residents to engage or prevent them from engaging with the Village
of Shorewood?
Proposed Information to Collect
We will collect information using a combination of observations, interviews, existing
community data, and surveys. This will allow us to understand both how the Village of
Shorewood communicates internally and how it engages with the Shorewood community.
Board meeting observation and interviews: We will attend at least one board meeting
to observe how information is shared, how decisions are made, and how community
issues are discussed. Short interviews with the staff or board members will also provide
additional context for the board meeting(s).
Farmers market observation and interviews: We will observe interactions between
organizers, vendors, and community members at the farmers market. We will pay
attention to how information is shared, the questions community members ask, how
organizers engage with visitors, and any communication challenges that arise. In addition
to observation, we will conduct brief interviews and use a questionnaire with both closed-
ended and open-ended questions to better understand participants’ experiences, concerns,
and communication needs.
Office tour/field observation: We will take notes on the organizational environment,
daily operations, and communication practices that may not be visible through interviews
alone. These observations will allow us to examine communication and engagement as
interactions naturally occur within the community setting (Tracy, 2020).
Community survey data: We will review previously available survey responses to
identify the trend in concerns, and perceptions of the organization.
Call center data: We will review responses collected by the call unit during follow-up
calls about the utility billing system migration, including whether residents received the
initial communication, where they received the information, and reasons some had not
switched platforms.
Ethical Project Considerations
As part of our effort to gather compelling data that will provide meaningful information
for the Village of Shorewood, while also affording the greatest possible protections to
participants, we have outlined the following safety protocols.
Table 1: Protocols for Data and Anonymity
Additionally, we will not collect any information until after we have received
Institutional Review Board (IRB) approval with the University of Wisconsin – Milwaukee
(UWM).
The IRB is vital to the research process and benefits both the researchers
and the participants. It is a scientific committee that reviews research
protocols. The main purpose of IRBs is to protect the rights and welfare
of study participants by ensuring that research is ethical and those study
procedures are conducted in a way that is respectful of participants.
(Gallin et al., 2018, as cited in Capili & Anastasi, 2024, p. 4)
In addition to ensuring our study is appropriately designed to protect all participants, the
process of gaining IRB approval will also serve as an additional check to ensure nothing has
been missed. In turn, this approval will provide additional confidence for the study participants
and help them understand the validity of this study.
Further, prospective participants will be alerted to any potential risks for participation.
For example, should a community member at a public event wish to participate, it is possible that
someone in the community might overhear them. Though we cannot prevent this entirely, we
will do our best to mitigate this when possible (e.g., step behind the booth out of the way of foot
traffic). They will also be alerted to the level of confidentiality in their responses (e.g., complete
confidentiality, de-identification) and that we are using secure methods to store information (e.g.,
secure computers with the Village and UWM research team). Additionally, we will make it clear
that participation is optional and that they can stop the interview, or skip questions, at any time.
Project Deliverables
The project will result in a written executive summary and a live presentation of the
research findings and recommendations with an opportunity for representatives from the Village
of Shorewood to ask questions and clarify information. The executive summary will provide the
Village of Shorewood with an overview of the findings from the resident survey and interviews,
focusing on factors that motivate or prevent residents from engaging with the Village. The
summary will also identify residents’ preferred communication channels and their perceptions of
the Village’s current communication practices.
Based on these findings, we will develop a communication plan designed to enhance
resident engagement. The plan will provide practical recommendations for how the Village can
communicate with residents more effectively, including which communication channels may be
most appropriate to prioritize and how the Village can tailor its communication to encourage
greater resident engagement. The recommendations will be grounded in the perspectives and
experiences of Shorewood residents collected through the research process.
Finally, we will deliver a live presentation to Village representatives summarizing the
research findings, key insights, and proposed communication strategies. The presentation will
provide an opportunity for the Village to discuss the findings with us and consider how the
recommendations can be applied to its ongoing communication efforts. We look forward to
collaborating with the Village of Shorewood throughout this project and sharing our findings and
recommendations. Questions, feedback, or requests for adjustments can be directed to Elianna
Zimmerman at zimme382@uwm.edu or 1-512-799-5799.

Agenda Item: Consider Ordinance 3095: An Ordinance to Eliminate Winter Parking
Restrictions on the North Side of E. Wood Place from N. Stowell Avenue to E.
Lake Drive.

History - Please include a timeline of historical relevant events related to this agenda item. This
may include previous Village Board action, policies, planning documents, etc. If able, hyperlink
to previous agenda packets (include page number) to reference information. If there is no
relevant history, N/A should be entered in this space.
On October 5, 2026, the Village Board passed Ordinance 3092 prohibiting parking on the south
side of E. Wood Place between N. Stowell Ave. and N. Lake Dr. in response to a resident
request through the Village’s Traffic and Parking Regulation program
. That ordinance should
have also removed the current winter parking restrictions on the north side of the street to allow
vehicles to be parked there from December 1 through February 28th. As now currently
regulated, no parking would be allowed on either side of the street in the winter, which was not
staff’s intent nor in line with the applicant’s request. This ordinance amendment would correct
that oversight and allow parking on the north side of the street year-round.
Agenda Item Discussion – Please provide a summary of the agenda item along with bullet
points highlighting the main items and key issues to be discussed.
The proposed ordinance amendment would add the north side of E. Wood Place between N.
Stowell Ave. and N. Lake Dr. to the list of exceptions where parking is allowed in the winter.
Fiscal Note – Please include comments on the fiscal impact of this action.
The removal of the existing winter restriction signage would be performed by DPW staff.
Community and Business Outreach – If applicable, did you notify the community groups and
businesses that are directly impacted by this agenda item. Please specify in attached
communication plan how community groups and businesses will be informed of action after
Village Board consideration.
None.

actions for this agenda item.
I move to approve Ordinance 3095: An Ordinance to Eliminate Winter Parking Restrictions on

Thanks Bart, let's get it on the agenda.
Rebecca can you get it on the agenda as an item for future consideration? I think it would
be best if we also include a reference to the pilot project that most people on Morris liked.

Subject: Neighborhood Greenways and Traffic Calming DRAFTS & Future Item of Consideration?
Hi Matt,
Just wanted to send a quick note to let you know that the Neighborhood Greenway and
Traffic Calming drafts are now available on our website
for review and comment. I
appreciated that you came in to discuss your thoughts and hope that the drafts are in a
good place.
I also wanted to follow up on our discussion about traffic calming (speed tables, etc) on
Morris. I spoke with Village Manager Ewald about this and was able to confirm that they
would qualify as an expense within TID 3. Since that TID is projected to close in 2028, it
could be good to suggest initiating a plan to design and implement them in 2027. I think
the best way to do this would be to bring it up as a future item of consideration at an
upcoming Village Board meeting. If you’d like any help or suggestions on how to formulate
that discussion, I’d be happy to assist. See below as a starting point. My understanding is
that you can forward your request to Village Manager Ewald to coordinate placement on
the agenda.
Traffic Calming for N. Morris Blvd./E. Menlo Blvd.
Request that the Village Engineer identify traffic calming solutions with preliminary
cost estimates for review and recommendation of the Public Works Committee in
the area of N. Morris Blvd. and E. Menlo Blvd. (within ½ mile radius of TID 3) based
on recent/current planning documents, including but not limited to the Safe Streets
and Roads For All Demonstration Activities Final Report, the Transportation and
Parking Analysis, and the draft Neighborhood Greenway Plan with planning, design
and implementation costs to be paid for by available TID 3 funds.
