8. Citizens to be Heard
John Collopy, a Shorewood resident, addressed the Board regarding concerns with his
utility bill, specifically the streetlight surcharge. He noted that there have been no
functioning streetlights on his block for at least three years, yet the surcharge continues
to appear on his bill. Mr. Collopy stated that, in his view, this charge should be assessed
through property taxes rather than utility billing, as there are no operational lights, only
light posts. He reported that he had previously spoken with the Village Manager about
the matter but did not receive a resolution. According to the correspondence he
received, the streetlight on his block has been permanently disconnected. Because of
this, Mr. Collopy withheld the streetlight surcharge amount from his recent utility
payment and requested remediation regarding the continued charge.
Victoria O ’Neil, a Fox Point resident, addressed the Board regarding the Florsheim versus
Shorewood case. She encouraged the Village to appeal the decision so that a binding
ruling could be established, noting that such a precedent would clarify that all residents
may walk along the Lake Michigan shoreline beyond the high -water mark.
Margaret Boyton, also a Fox Point resident, echoed Ms. O ’Neil ’s remarks. She stated
that additional clarity is needed and that an appeal to a higher court would help provide
that clarity.
9. New B u s in e s s
a. Consider an ordinance amendment to be drafted to repeal the Parks and
Public Spaces Committee and create a Parks Committee and Bicycle and
Pedestrian Safety Committee.
Trustee Stokebrand, serving as liaison to the Parks and Public Spaces
Committee, provided background on the committee and requested that the item
be returned to the Parks and Public Spaces Committee, noting concerns that
the committee had not had an opportunity to review the matter in advance.
Sandie Pendleton, Shorewood resident and member of the Parks and Public
Spaces Committee, also expressed support for deferring the item. Trustee
Stokebrand then moved to defer Ordinance 3089, Establishing the Parks and
Public Spaces Committee and Pedestrian-Bicycle Committee. The motion was
seconded by Trustee Warren. Motion carried unanimously, 5 – 0.
