VILLAGE OF SHOREWOOD REPORTS AND PRESENTATIONS TO VILLAGE BOARD Agenda Item: Consider an ordinance amendment to be drafted to repeal the Parks and Public Spaces Committee and create a Parks C ommittee and Bicycle and Pedestrian Safety Committee , each consisting of seven members that will meet alternating in months, opposite the other committee. Date: September 9, 2026 Presenter: Rebecca Ewald, Village Manager Department: VMO History– Please include a timeline of historical relevant events related to this agenda item. This may include previous Village Board action, policies, planning documents, etc. If able, hyperlink to previous agenda packets (include page number) to reference information. If there is no relevant history, N/A should be entered in this space. Prior to 2020 the Village had a Parks Commission and Pedestrian and Bicycle Safety Committee. Neither volunteer committee had items to work on that necessitated monthly meetings and at times were challenged to maintain quorum for purposes of conducting a meeting. There were also parallel efforts between the two volunteer committees where they could work together. Some examples include the Comprehensive Park Plan, Ped and Bike Master Plan, Lake Drive restriping and improving pedestrian/bicycle access to Atwater Park, and the Shorew ood Loves Dogs campaign. On November 16, 2020, the Parks Commission and Pedestrian and Bicycle Safety Committee were combined to form the Parks and Public Spaces Committee. The Committee was designed initially to be comprised of 13 members to include members from each committee as the new formation transitioned. It was further discussed that at a future point in time the required number of members would decrease to reflec t 7 members. If the Committee needed to utilize subcommittees, they could but are not required to per ordinance. Agenda Item Discussion – Please provide a summary of the agenda item along with bullet points highlighting the main items and key issues to be discussed. While parallel efforts between the parks, bicycle and pedestrian safety continue to exist, the current group of members believes two separate committee s would be more beneficial for the Village. Staff are available to support one meeting a month. Should the Village Board elect to create two separate committees, it is recommended that they meet in alternate months on the same evening. Seven members are advised for each new ly created committee to maintain an odd number for voting purposes. The Committee and Village Board are requested to consider placement of the current Parks and Public Spaces Committee members on the following committees moving forward, maintaining current years of service and terms: Parks Committee Heather Mansfield Natalie Avallone Ian Berry Paige Hammond Dan Simmons Dane Nelson Bicycle and Pedestrian Safety Committee Sandie Pendleton Raynie Pero Mary Jorgensen Andrew Kaczmarek Kristin Greenman Joseph Santeler Jessica Sprague-Jones Recruitment of one additional member for the Parks Committee would begin following consideration of this item by the Village Board. Below are the approved Village Board approved initiatives being worked on now and next year if the committees are separated: 2026 Ped/Bike • Consider updates to Village Code ch. 207 – assigned to Shorewood Police Department • No Turn on red signage – given to Ped Bike by Public Works Committee 2026 Parks: • None 2027 Ped/Bike: • Gold Level Bicycle Friendly Community Level • Proper School Zone Identification 2027 Parks: • Atwater Concept Implementation Plan – Phase I Engineering • River Park Master Plan Based upon the initiative approved by The Village Board, the Ped/Bik committee has two items in 2027. Clear identification date/time/meeting location is needed for the Village Calendar and timely posting of agendas. All committees have met in the Village Hall in the committee room. Policy 25 Staff Liaisons to Committees requires a staff liaison at each committee meeting. AVM Berzin is open to scheduling a monthly meeting during office hours on a set date and time in the Village Hall Committee room. Financial Impact: No fiscal impact on this item if implemented as proposed above. Possible motion: I move to recommend that an ordinance amendment be drafted to repeal the Parks and Public Spaces Committee and create a Parks Commission and Bicycle and Pedestrian Safety Committee each consisting of seven members that will meet alternating in months, opposite the other committee. Attachments: VILLAGE OF SHOREWOOD REPORTS AND PRESENTATIONS TO PUBLIC WORKS COMMITTEE Agenda Item: C onsider recommendation of request to prohibit parking on one side of E. Wood Pl. from N. Stowell Ave. to N. Lake Dr. year-round. D ate: September 9, 2026 Presenter: Bart Griepentrog, AICP, CNU-A Department: Planning & Development History - Please include a timeline of historical relevant events related to this agenda item. This may include previous Village Board action, policies, planning documents, etc. If able, hyperlink to previous agenda packets (include page number) to reference information. If there is no relevant history, N/A should be entered in this space. On August 17, 2026, Saul St. John, a resident of the 2600 block of E. Wood Place, submitted a request under the Village’s Traffic and Parking Regulation program to prohibit parking year- round on the north (westbound) side of E. Wood Place between N. Downer Ave. and N. Lake Dr. The request was prompted by parking for events (July 4 th and Men’s BBQ) and summer traffic at Atwater Park. The applicant notes that “this road is not wide enough for a standard truck, and certainly not a fire engine or ambulance, when it is parked on both sides.” He further notes that it is signed for one-sided parking in the winter. The Planning & Development Director forwarded the request to the Police Chief, Fire Chief and Director of Public Works for review and comment. Agenda Item Discussion – Please provide a summary of the agenda item along with bullet points highlighting the main items and key issues to be discussed. This segment of E. Wood Place is approximately 23 ft. wide, which per general Village practice would warrant parking on only one side of the roadway year-round. Staff are unsure why the current regulations vary from that practice and have no objections to restricting parking on one side of the roadway year-round. However, while the applicant is requesting that the year-round restriction extend the current winter prohibition on the north (westbound) side of the roadway, staff are recommending that the year-round prohibition be placed on the south (eastbound) side of the roadway to align with its general practice and would match conditions on E. Wood Place from N. Oakland Ave. to N. Maryland Ave., and E. Olive St. and E. Marion St. in the vicinity. The applicant was informed of that recommendation and noted that he did not have any preference. Staff are also recommending that the prohibition extend to N. Stowell Ave. to include the 2500 block. Fiscal Note – Please include comments on the fiscal impact of this action. The signage would be funded through DPW’s operating budget line 100-3410-53510. In 2026 that budget was $5,000. The estimated cost for the installation of six no parking signs to cover the both blocks would be approximately $600. 2 Community and Business Outreach – If applicable, did you notify the community groups and businesses that are directly impacted by this agenda item. Please specify in attached communication plan how community groups and businesses will be informed of action after Village Board consideration. The applicant has been notified of the meeting and staff’s recommendation. Action Required / Recommended – Please include the recommended motion or possible actions for this agenda item. If the Public Works Committee wishes to recommend no parking on the south (eastbound) side of the roadway from N. Stowell Ave. to N. Lake Dr. as recommended by staff: I move to recommend that an ordinance amendment be drafted to prohibit parking on the south side of E. Wood Place between N. Stowell Ave. and N. Lake Dr. for consideration by the Village Board. Attachments – Please list the following attachments and supporting documents for this agenda item. Some attachments may be hyperlinked. Include Fiscal notes, if applicable, as the first attachment following this memorandum. Attachments may include agreements/contract s, presentation materials, letters, service proposals, etc. 1. Transportation and Parking Regulation Request Form – Saul St. John, 8/17/26 Parking Data Village of Shorewood Background The Village of Shorewood is 1.6 square miles within a high-density urban setting (population 13,315). There are approximately 28 miles of roadway within the village serving 6,453 housing units, 53.4% of which are renter occupied. The village is adjacent to the University of Wisconsin-Milwaukee, which also impacts parking demands. The Village maintains two commercial corridors (N. Oakland Ave. and E. Capitol Dr.) that have significant multi-story office, residential and mixed-use properties. The 2020 Transportation and Parking Analysis reviewed parking strategies near the business district specifically in the areas of Oakland Avenue, Capitol Drive, Edgewood Avenue, adjacent streets, publicly owned lots, and seasonal parking on the east end of Capitol Drive/Lake Drive. It further identified 50-60 block faces (~400 spaces) fronting the commercial/high activity corridors with adjacent blocks bringing the “business district” total number of on-street parking spaces to ~2,500. 2020 Parking Analysis Study: Business District and Adjacent Blockfaces Off-Street parking • The Village operates or manages 7 off-street parking locations, each with a limited number of available parking spaces and with varied hour/time restrictions for permitted parking. In total there were about 200 off-street permits sold per month in 2025 (263 available). • In 2020 there were approximately 900 off- street parking spaces available. • There are a few lots, specifically the Lighthorse, Village Hall, and Oakland North, where demand exceeds availability on a regular basis. On-Street overnight parking permits (monthly & annual) • The Village also sells on-street parking permits throughout the community. In 2025 there were approximately one thousand permits (includes overnight & daytime) sold per month. • Monthly Breakdown – overnight permits last 6 years. • 2021 – 650 (last four months of the year) • 2022 – 750 • 2023 – 850 • 2024 – 880 • 2025 – 870 • 2026 – 890 (2 months of data) • There were approximate 200 annual daytime permits sold in 2025, up slightly from previous years due to changes to the daytime parking restrictions on November 2024. Single Night On-Street parking permits (Free) Overnight Parking Capacity Summary: • Overnight On-Street parking permits – 880/night • Overnight On-Street FREE parking permissions – 155/night • Overnight On-Street Parking Violations – 40/night • Estimated number of vehicles parked on the street on average/night ~ 1,075 • According to the 2020 Parking Study report, the number of on-street parking spaces available in the business district that include Oakland Ave, Capitol Dr, and the surrounding streets is 2,458. • This area encompasses approximately one third of the Village. Based on the study’s analysis, the overnight parking occupancy for all of Shorewood falls between 15%-20%. • The occupancy rate is well below the industry standard 85% peak occupancy level. • Since 2016, more than 80% of residents have described overnight parking on their street as “easy” or “somewhat easy” as reported in the community surveys (‘16/’19/’23/’26). 2026 Parking Survey 81% of respondents reported that it was very easy or somewhat easy to find parking on their street at night. 81% reported that it was “very easy” or “somewhat easy” to find parking on their street during the day. 76% reported that it was “very easy” or “somewhat easy” to find parking in structures and lots. 42% reported that it was “very easy” or “somewhat easy” to find parking in the business district. VILLAGE OF SHOREWOOD REPORTS AND PRESENTATIONS TO VILLAGE BOARD Agenda Item: R eview of 2026 Salary Survey Date: September 9, 2026 Presenter: Nicole Berzin, Assistant Village Manager Department: VMO History – Please include a timeline of historical relevant events related to this agenda item. This may include previous Village Board action, policies, planning documents, etc. If able, hyperlink to previous agenda packets (include page number) to reference information. If there is no relevant history, N/A should be entered in this space. May 2026: Assistant Village Manager Nicole Berzin requests salary data from the previous 9 participants from the last salary survey performed in 2024 as well as adding in the North Shore communities. June 2026: AVM Berzin updated salary data received from communities, entered it into the database, and analyzed results. July/August 2026: Held discussions with Department Heads, Finance Team, and Village Manager regarding the salary survey findings with respect to the budget development process. Agenda Item Discussion – Please provide a summary of the agenda item along with bullet points highlighting the main items and key issues to be discussed. Upon reviewing like positions with peer municipalities and comparing them to positions within the Village of Shorewood, it was found that 22% of our positions were below the market average (excluding union and library employees). This led to a recommendation to reevaluate those employees not currently paid at the market average. As Lauterbach & Amen works toward preparing the annual budget, the Village Manager’s Office has developed a recommendation on how to address the findings of the salary survey. Eleven employees of the Village have been identified as paid under market value. The eleven positions are: Village Manager, Chief of Police, Captains (2), DPW Superintendent, Village Clerk, Equipment Operator, Utility Lead – Sewer, Utility Lead – Water, Utility Operator I, Administrative Assistant II (DPW). It is worth noting that maintaining competitive salaries is important not only for retaining current employees, but also for setting the Village up for success when recruiting for future vacancies. Having salaries that are competitive with the market will help the Village attract qualified candidates and remain competitive with neighboring municipalities when positions become available. Another salary survey will be performed in FY 2028 as part of the biennial review of salaries (per the HR Manual), which will provide additional data for future decision making. Fiscal Note – Please include comments on the fiscal impact of this action. An additional $26,786.95 more for the year than if all eleven positions only received the 3% COLA. Action Required / Recommended – Please include the recommended motion or possible actions for this agenda item. No motion required. This will be placed in the 2027 budget for review. Attachments – Please list the following attachments and supporting documents for this agenda item. Some attachments may be hyperlinked. The level of thought as well as quality included in your responses will be used by the Village Board to determine which applicants to interview for vacant positions on Village boards, commissions and committees. It is recommended to provide a response that is at least a paragraph in length however, this not required. General Interest Shorewood has been my home for the majority of my life and serving on the DRB gives me an opportunity to give back to the community. There is something uniquely special about Shorewood that drew me in when I was in my mid 20's and has kept me here all these years. The proximity to Lake Michigan and the Milwaukee River make it a very sweet spot to be in. I love the architectural variety and the ages of the homes in Shorewood that I find so appealing. To that end I am drawn to serving on the DRB to help maintain and be a good steward of the older housing stock in the Village. Education and Work Experience I have a degree in Interior Design and have worked on the residential side for a large part of my career. The majority of my work experience has been in flooring sales both residentially and commercially. On the residential side I worked with many contractors and interior designers working on home remodeling projects. I have been on the commercial side for the last 8 years working with architects and interior designers helping them with flooring specifications. My current work is with Ceramic Tileworks and I work with WI firms but have projects all over the United States. Of note I work on many multifamily projects throughout WI as well. I would bring the perspective of an interior designer, architectural rep and long time homeowner along with the experience of remodeling and restoration. It is recommended to provide a response that is at least a paragraph in length however, this not required. General Interest Shorewood is the place my family and I call home. We were drawn here by the Village’s community, including the neighborhoods, rich architecture, both commercial and residential, the walkability of the village, the small town feel and most importantly the people who live here. My professional experience as an architect gives me a strong understanding of scale, proportion, materials, and how new construction and renovations can fit within the existing context. I am interested in helping make sure that the scale of projects respects the Village’s architectural heritage but also allows for new ideas to have a place in shaping our neighborhoods for the future. Serving on the Design Review Board would allow me to be an active voice and begin to shepherd the qualities that make this Village such an amazing place to live. Education and Work Experience I hold a Master’s degree in Architecture from the University of Wisconsin - Milwaukee and have worked in the architecture profession for 14 years with three Milwaukee-area firms: Bray Architects, Kahler Slater, and currently HGA, where I am a Project Architect and Project Manager and am licensed in the state of Wisconsin. My project work includes a range of local clients, including corporate, nonprofit, and community-focused organizations such as Harley-Davidson, Baird, Kinship Community Food, and Meta House. I co-lead the HGA Milwaukee office Community Action group, where I focus on pro bono design work that supports local nonprofits and community partners. This experience has prepared me to understand both the design and practical implementation aspects that would be beneficial in carrying out the responsibilities on the Design Review Board. Diversity Experience Through my role with Community Action at HGA, I have had the opportunity to work closely with a wide range of nonprofit partners and clients with very diverse perspectives. While I do not have a direct lived experience with most of these identities, these experiences have helped me strengthen my ability to listen to diverse perspectives, and understand how the built environment can remove barriers for underrepresented communities. I recognize the importance of creating spaces that serve people with a wide range of identities and lived experiences. Those communications include information related to the planned scope and timing of our audit, as well as other information required by auditing standards. Our communication at the beginning of our audit process was sent to you in February 2026. In addition, auditing standards require the communication of internal control related matters to those charged with governance. Our management letter, as well as a listing of future pronouncements that may affect the Village of Shorewood (Village) are enclosed within this document. This information is int ended solely for the use of the Board of Trustees and management of the Village and is not intended to be and should not be used by anyone other than these specified parties. Professional standards require that we provide you with information about our responsibilities under generally accepted auditing standards, as well as certain information related to the planned scope and timing of our audit . We have communicated such information in our engagement letter to you dated January 16, 2026. Professional standards also require that we communicate to you the following information related to our audit. Qualitative Aspects of Accounting Practices Management is responsible for the selection and use of appropriate accounting policies . The significant accounting policies used by the Village are described in Note 1 to the financial statements. No new accounting policies were adopted and the application of existing policies was not changed during the year ended December 31, 2025. We noted no transactions entered into by the Village during the year for which there is a lack of authoritative guidance or consensus. Accounting estimates are an integral part of the financial statements prepared by management and are based on management’s knowledge and experience about past and current events and assumptions about future events . Certain accounting estimates are particularly sensitive because of their significance to the financial statements and because of the possibility that future events affecting them may differ significantly from those expected . We noted no particularly sensitive estimates made by management during our audit of the financial statements, except for the actuarial data related to the pension and other postemployment benefit plans The most sensitive estimate affecting the Village’s financial statements were the pension and other postemployment benefit actuarial calculations. Information regarding the actuarial estimates used in determining the Village’s pension and other postemployment amounts is presented in the Notes to the Financial Statements and the required supplementary information which accompanies the financial statements. We evaluated key factors and assumptions used to develop the pension and other postemployment benefit liability amounts in determining that it is reasonable in relation to the financial statements taken as a whole. - 2 - - 2 - The financial statement disclosures are neutral, consistent, and clear. Difficulties Encountered in Performing the Audit We encountered no significant difficulties in dealing with management in performing and completing our audit. Corrected and Uncorrected Misstatements Professional standards require us to accumulate all known and likely misstatements identified during the audit, other than those that are clearly trivial, and communicate them to the appropriate level of management. The attached schedule summarizes uncorrected misstatements of the financial statements. Management has determined that their effects are immaterial, both individually and in the aggregate, to the financial statements taken as a whole. The uncorrected misstatements or the matters underlying them could potentially cause future period financial statements to be materially misstated, even though, in our judgment, such uncorrected misstatements are immaterial to the financial statements under audit. In addition, none of the misstatements detected as a result of audit procedures and corrected by management were material, either individually or in the aggregate, to each opinion unit’s financial statements taken as a whole. Disagreements with Management For purposes of this letter, a disagreement with management is a financial accounting, reporting, or auditing matter, whether or not resolved to our satisfaction, that could be significant to the financial statements or the auditor’s report . We are pleased to report that no such disagreements arose during the course of our audit. Management Representation We have requested certain representations from management that are included in the management representation letter dated September 1, 2026. Management Consultations with Other Independent Accountants In some cases, management may decide to consult with other accountants about auditing and accounting matters, similar to obtaining a “second opinion” on certain situations . If a consultation involves application of an accounting principle to the Village ’s financial statements or a determination of the type of auditor’s opinion that may be expressed on those statements, our professional standards require the consulting accountant to check with us to determine that the consultant has all the relevant facts . To our knowledge, there were no such consultations with other accountants. Other Audit Findings or Issues We generally discuss a variety of matters, including the application of accounting principles and auditing standards, with management each year prior to retention as the Village’s auditors. However, these discussions occurred in the normal course of our professional relationship and our responses were not a condition to our retention. - 3 - - 3 - Other Matters We applied certain limited procedures to the management’s discussion and analysis and the required supplementary in formation (RSI) that supplement the basic financial statements. Our procedures consisted of inquiries of management regarding the methods of preparing the information and comparing the information for consistency with management’s responses to our inquiries, the basic financial statements, and other knowledge we obtained during our audit of the basic financial statements. We did not audit the RSI and do not express an opinion or provide any assurance on the RSI. We were engaged to report on supplementary information, which accompany the basic financial statements but are not RSI. With respect to t he combining and individual fund financial statements and schedules , we made certain inquiries of management and evaluated the form, content, and methods of preparing the information to determine that the information complies with accounting principles generally accepted in the United States of America, the method of preparing it has not changed from the prior period, and the information is appropriate and complete in relation to our audit of the basic financial statements. We compared and reconciled the combining and individual fund financial statements and schedules to the underlying accounting records used to prepare the basic financial statements or to the basic financial statements themselves. Restriction on Use This information is intended solely for the use of the Board of Trustees and management of the Village of Shorewood, Wisconsin and is not intended to be and should not be used by anyone other than these specified parties. Accordingly, we do not express an opinion on the effectiveness of the Village’s internal control. A deficiency in internal control exists when the design or operation of a control does not allow management or employees, in the normal course of performing their assigned functions, to prevent, or detect and correct misstatements on a timely basis. A mate rial weakness is a deficiency or combination of deficiencies in internal control, such that there is a reasonable possibility that a material misstatement of the entity’s financial statements will not be prevented, or detected and corrected on a timely basis. Our consideration of internal control was for the limited purpose described in the first paragraph and was not designed to identify all deficiencies in internal control that might be material weaknesses. Given these limitations during our audit, we did not identify any deficiencies in internal control that we consider to be material weaknesses. However, material weaknesses may exist that have not been identified. In addition, we reviewed the status of the deficiencies from December 31, 2024. The status of these deficiencies is included in Appendix A This communication is intended solely for the information and use of management, the Board of Trustees, and others within the organization, and is not intended to be and should not be used by anyone other than these specified parties. Brookfield, Wisconsin September 1, 2026 - 11 - OTHER COMMENTS Future Accounting Pronouncements The Governmental Accounting Standards Board has issued a number of pronouncements that may impact the Village in the future. GASB Statement No. 103, Financial Reporting Model Improvements , improves key components of the financial reporting model to enhance its effectiveness in providing information that is essential for decision making and assessing a government’s accountability . This statement also addresses certain application issues. This Statement requires that the information presented in MD&A be limited to the related topics discussed in five sections: (1) Overview of the Financial Statements, (2) Financial Summary, (3) Detailed Analyses, (4) Significant Capital Asset and Long -Term Financing Activity, and (5) Currently Known Facts, Decisions, or Conditions. Furthermore, this Statement stresses that the detailed analyses should explain why balances and results of operations changed rather than simply presenting the amounts or percenta ges by which they changed. This Statement describes unusual or infrequent items as transactions and other events that are either unusual in nature or infrequent in occurrence. This Statement requires that the proprietary fund statement of revenues, expenses, and changes in fund net position continue to distinguish between operating and nonoperating revenues and expenses. Operating revenues and expenses are defined as revenues and expenses other than nonoperating revenues and expenses. Nonoperating revenues and expenses are defined as (1) subsidies received and provided, (2) contributions to permanent and term endowments, (3) revenues and expenses related to financing, (4) resource s from the disposal of capital assets and inventory, and (5) investment income and expenses. This Statement requires governments to present each major component unit separately in the reporting entity’s statement of net position and statement of activities if it does not reduce the readability of the statements. This Statement requires governments to present budgetary comparison information using a single method of communication - RSI. Governments also are required to present (1) variances between original and final budget amounts and (2) variances between final budget and actual amounts. An explanation of significant variances is required to be presented in notes to RSI. The requirements of this Statement are effective for the fiscal year ended December 31, 2026. GASB Statement No. 104, Disclosure of Certain Capital Assets, requires certain types of capital assets to be disclosed separately in the capital asset note disclosures. Lease assets recognized in accordance with Statement No. 87, Leases, and intangible right -to-use assets recognized in accordance with Statement No. 94, Public-Private and Public -Public Partnerships and Availability Payment Arrangements, should be disclosed separately by major class of underlying asset in the capital assets note disclosures. Subscription assets recognized in accordance with Statement No. 96, Subscription- Based Information Technology Arrangements , also should be separately disclosed. In addition, this Statement requires intangible assets other than those three types to be disclosed separately by major class. This Statement also requires additional disclosures for capital assets held for sale. A capital asset is a capital asset held for sale if (a) the government has decided to pursue the sale of the capital asset and (b) it is probable that the sale will be finalized within one year of the financial statement date. Governments should consider relevant factors to evaluate the likelihood of the capital asset being sold within the established time frame. This Statement requires that capital assets held for sale be evaluated each reporting period. Governments should disclose (1) the ending balance of ca pital assets held for sale, with separate disclosure for historical cost and accumulated depreciation by major class of asset, and (2) the carrying amount of debt for which the capital assets held for sale are pledged as collateral for each major class of asset. The requirements of this Statement are effective for fiscal years beginning after December 31, 2026. - 12 - OTHER COMMENTS (Continued) Future Accounting Pronouncements (Continued) GASB Statement No. 105, Subsequent Events, establishes guidance for governments regarding the recognition and disclosure of events that occur after the financial statement date but before the statements are issued or available to be issued. This Statement clarifies the types of subsequent events that require adjustment to the financial statements and those that require only disclosure. It also specifies the period during which governments should evaluate subsequent events and outlines the required disclosures for events that could significantly af fect the financial statements. The objective is to enhance consistency and transparency in reporting subsequent events across governmental entities. The requirements of this Statement are effective for fiscal years ended December 31, 2027. We will continue to advise the Village of any progress made by GASB in developing these and other future pronouncements that may have an impact on the financial position and changes in financial position of the Village. - 13 - APPENDIX A STATUS OF PRIOR YEAR COMMENTS FROM DECEMBER 31, 2024 MATERIAL WEAKNESS During our audit, we identified material financial statement adjustments which affected the current year financial statements. These entries included recording items in the proper period and correcting prior period fund balance/net position , recording significant accruals, and recording debt and capital asset activity in the government wide financial statements. We recommend the Village develop procedures to identify and record transactions in the proper period and to the proper fund to ensure that all transactions are accounted for in accordance with the modified accrual basis of accounting and that all necessary financial presentations and note disclosures are included as required by the accrual basis and modified accrual basis of accounting. Overview Shorewood Village Code includes a provision that minimally addresses damaging acts to flowers, trees or other plants. § 466-24. Injuring flowers, trees or other plants. Any person or persons who shall cut, break, tear, deface or otherwise injure a grass plot, flowerbed, ornamental or shade tree, shrub or other plant upon any sidewalk, street, alley or other public place within this Village shall be penalized as hereinafter provided. Other communities, including Whitefish Bay, have Code language that provides significantly greater detail which adds clarity for residents and staff. This language also aligns much more closely with industry BMPs and recommendations of the Arbor Day Foundation/Tree City USA. The Whitefish Bay example also addresses damage from contractors and requires their consultation with the Village Forester. Please see the attached redline document which incorporates these changes. Ordinance 3090 is attached for your consideration. Financial Impact: There is no immediate operating budget impact. Implementation would lessen future replacement tree costs resulting from tree damage or removal. Possible motion: I move approval of Ordinance 3090 an Ordinance Repealing and Replacing Village Code § 466-24, Regulating Damage to Flowers, Trees, or Other Plants on any Public Way or Property. PASSED AND ADOPTED by the Village Board of the Village of Shorewood, Milwaukee County, Wisconsin, this 9th day of September, 2026. ___________________________________ Ann McCullough McKaig, Village President Countersigned: ____________________________________ Toya Harrell, Village Clerk VILLAGE OF SHOREWOOD REPORTS AND PRESENTATIONS TO VILLAGE BOARD Agenda Item: Consider Resolution 2026-11: Amendment of Municipal Ordinance Violation Deposit Schedule Date: September 9, 2026 Presenter: Margo Kirchner, Municipal Judge Department: Court Agenda Item Discussion – Please provide a summary of the agenda item along with bullet points highlighting the main items and key issues to be discussed. The Municipal Ordinance Deposit Schedule, which is the list of deposits (forfeitures) for violations of all Village ordinances, is set by the Municipal Judge and must also be approved by the Village Board as required by Wisconsin statutes. The deposit schedule was fully updated and restated and approved by the Village Board most recently in June 2024 and then amended on April 6, 2026 to add a deposit amount for the ordinance regarding dogs in certain parks. This proposed amendment is submitted at the request of multiple departments to add new forfeitures to the deposit schedule that have not been set previously or in one case (466-24) to increase the deposit amount. The first group of proposed deposit amounts follows the Board’s recently adopted ordinances regarding electric scooters (207-7B, -7C and -7D): riding an electric scooter on a sidewalk, illegally parking an electric scooter, or engaging in the short-term commercial rental of electric scooters without an agreement to post a deposit with the Court. The ordinance establishing these restrictions (Ord. No. 3083) was adopted by the Village Board on April 6, 2026. Including that ordinance and the amounts set forth on the amendment form is jointly recommended by the Police Department, the Village Attorney and me. At the request of the Police Department, deposit amounts are added for a violation of the ordinances for unnecessary noises or acceleration of motor vehicle (409-1Y) and the prohibition on picnicking on or frequenting portions of private beach property along Lake Michigan (400-1). In addition, the Department of Public Works Director and/or other Village staff have requested the addition of deposit amounts (based on dollar value of damage done and frequency of violation) for injury or destruction to public property in a Village park (400-11) and an increase in the amount of the deposits for violation of the proposed ordinance amendment related to destruction of Village trees, flowers or other plants (466-24). The current deposit amount for the latter violation is $100 ($197.00 after the addition of fees and costs). The proposed new deposit amounts for that violation are higher and are based on frequency of the offense. Upon approval by the Village Board, the Village Clerk should retain the original signed amendment of Deposit Schedule and copies should be forwarded to the Municipal Court Clerk, Municipal Judge, the Police Department, the Village Attorney’s office and all other appropriate Village Departments. After the Village acts on these amendments, Court Clerk Judy Culbert will update and reprint the multi-page deposit schedule booklets for these changes as well as the increase in court costs pursuant to 2025 Wis. Act 113. Community and Business Outreach – If applicable, did you notify the community groups and businesses that are directly impacted by this agenda item. Kirchner VILLAGE OF SHOREWOOD REPORTS AND PRESENTATIONS TO VILLAGE BOARD Agenda Item : U pdate on review of Hubbard Street/Glendale parcels for future public works facilities. D ate: September 9, 2026 Presenter: Rebecca Ewald, Village Manager Department: VMO History As part of long-term planning, Shorewood officials have been actively pursuing options to address issues with the current DPW site for more than two years to better meet operational needs. There are safety, space, and functionality concerns at the Morris Boulevard site, which has been in use since 1928. In 2023, Barrientos Design and Consulting conducted a needs assessment to determine the square footage required, site evaluation of possible alternative locations, and conceptual planning of a future facility. The current facility resides on just over 3 acres, and the study identified a minimum of 5 acres to efficiently maintain current service levels. Throughout 2024 -2026 the Village evaluated larger sites outside of the Village for a future facility without success. On July 13, 2026, the City of Glendale Common Council approved a Memorandum of Understanding to work with the Village of Shorewood on a potential sale of various City -owned properties located at Tax Key 233-1190-003 on E. Reindl Way, 4100, 4118, 4134, 4172, and 4182 N. Hubbard Street. Shorewood has proceeded with evaluating the properties for either a future public works facility (the main building for operations) or a transfer station/cold storage. The site is not large enough to accommodate both the main facility and the transfer station/cold storage. Summary The Village Board has spent considerable time (2022-present) evaluating options for maintaining a transfer station and rebuilding a facility. In seeking options, we encountered constraints in finding available land and building a new transfer station. The Village Board may desire to revisit options for service delivery with and without a transfer station given the constraints. The next three meetings are scheduled for work on the 2027 budget. In the meantime, staff will organize options for service delivery models for consideration later this year. Update on parcel review Staff have reviewed the Glendale parcels for a main facility or a transfer station. Using information from the assessment of needs, a main building would be challenging as the parcels do not provide adequate circulation or washing station for equipment. A transfer station can be accommodated on the site but would benefit from obtaining additional right-of-way from the City of Glendale and University of Wisconsin Milwaukee (UWM) that owns property directly west of Hubbard Street. Staff met with UWM and are awaiting their advisement in making this formal request. We Energies is reviewing its utilities on the parcels and has projected that preliminary cost estimates for relocation of utilities (to maximize available space on the site) may be available in November. Glendale has advised that the transfer station must be enclosed if placed on the site. Shorewood’s needs assessment estimated cost of our current open shared transfer station at $750,000 in 2023. An enclosed transfer station is estimated at $3.6 - $4.4 million. Whitefish Bay is partial owner of the current transfer station and has advised they would not be interested in making a capital investment for an enclosed station. Prioritizing the review of alternative service models was not an anticipated initiative that was previously reviewed by the Village Board. Anticipate reconnecting following budget work to discuss what options should be pursued for further evaluation and i ncorporation into future workplans. We create, respond to, shape, reify, conform to, change, and dissolve organizations through our daily communication practices. Organizational communication as a field is more than communication that occurs in organizations. Scholars study the way communication organizes and facilitates activity and meaning – constituting organizations. Throughout this class we will cover the breath of the organizational communication field. We begin by reading about the development of the field and some pivotal shifts in theory and thinking that inform current research. Next, we explore an array of research (past and present). You will apply your learning through 1) researching an organizational communication theory, 2) acting as a communication specialist for a community partner, and 3) facilitating a class discussion. What you put into this class deepens your learning – engage deeply, take ownership of your learning, and explore with curiosity. Student Learning Outcomes: At the completion of this class, you should be able to: • Articulate a broad focus of research in the field of organizational communication • Demonstrate the ability to think critically by engaging in complex discussions pertaining to organizational communication and through coursework • Identify multiple perspectives and issues of organizational communication research • Synthesize and critically evaluate information pertinent to communication research • Conduct community-based service-learning research and scholarly writing “Communication and communication strategy is not just part of the game – it is the game.” ~Oscar Munoz, United Airlines “As long as there is communication, everything can be solved.” ~Robert Trujillo, Organizational Communication Scholar Studies of Communication in Organizations – COMM 810 2 Required Textbook: Nicotera, A. Student Conduct: My goal is to build a classroom climate that is comfortable for all. We all come to the table with differing experiences and viewpoints, which means that we have so much to learn from each other! To get the most out of this opportunity, it is important that we don’t shy away from differences. Rather, we should show respect for differences by seeking to understand, asking questions, clarifying our understanding, and/or respectfully explaining our own perspective. This way, everybody comes away with new perspectives on the issue while respecting others with different values or beliefs. If someone says something that bothers you for any reason, assume that your peer did not mean to be offensive and ask your peer to clarify what they meant. Then explain the impact it had on you. If your classmates tell you that something you said or wrote bothered them, assume that they are not attacking you, but rather that they are sharing something that might be important for you to know. Attendance: My goal is to guide you to learn as much as possible in this class and enhance your abilities to complete graduate level work, ultimately preparing you for work in or outside of the academy. Learning occurs both in and outside of class. During class exchanges, as a class learning community, we collectively share ideas and grapple with questions. I cannot reproduce discussions, activities, and the learning that occurs during our class time together. It is important and expected that you will attend class. However, if you are ill or there is an emergency, please contact me prior to the affected class and I will work with you. “When people honor each other, there is a trust established that leads to synergy, interdependence, and deep respect. Both parties make decisions and choices based on what is right, what is best, what is valued most highly.” ~Blaine Lee “Eighty percent of success is showing up.” ~Woody Allen Studies of Communication in Organizations – COMM 810 3 Academic Integrity: Academic integrity centers on creating original work and crediting the work of others. As such, any paper you turn in for this class should be your own writing and written specifically for this class (not written for another class and repurposed). We will work through paper drafts in stages to help you work on your graduate writing skills. Using others’ words or ideas as our own without crediting sources is a form of stealing called plagiarism. Just as we would not want others to steal our ideas, others don’t want us to take credit for their work either. As academics, crediting the work of others is also how we enter scholarly conversations and build our own ideas. I recommend purchasing the APA handbook which will help you follow scholarly writing standards and properly credit your sources. Your diligence and effort are necessary to make sure sources are credited appropriately. If there is any question or doubt about an assignment, please speak with me PRIOR to turning work in to make sure there is not a plagiarism issue. More information on academic misconduct can be found at this link. Artificial Intelligence (AI) Use: Generative Artificial Intelligence (AI) is a burgeoning and controversial technology in terms of academic writing. As a graduate student and developing scholar, it is essential for you to develop research and writing skills without AI to prepare you for future courses and academic work. Do not use AI to generate any writing content (revised or otherwise) for class assignments. You may use the grammar and spelling check in Microsoft Word to assist with writing but do not use other AI tools that write or re-word content. I recognize that AI is integrated into many tools, such as Google searches and is hard to avoid. I am open to you using AI to help brainstorm ideas, look up difficult words, or help you understand content. These tools should “assist” rather than “replace” learning. Please be aware that despite the many uses of AI language models, it is important to recognize AI’s limitations and use this technology both responsibly and ethically. AI-generated answers are known to be surface level, biased, incomplete, and often inaccurate or lacking nuance. If you don’t know the actual research well, you cannot determine the accuracy of AI generated information. It is your responsibility to critically evaluate all responses generated with the use of AI. If AI is used, you must cite AI. Taking credit for any work that is not your own original work constitutes academic misconduct and is subject to disciplinary action as defined by UWS Chapter 14. All AI use must be cited and include the prompt used to generate the material. See the UWM Library resource on using and citing AI. Late Assignments: Assignments are due on the specified date to keep you on track and help you pace your learning. I recognize that each of you have complex lives and sometimes turning in assignments early or having an extra day or two can make a difference in allowing you to do "It takes less time to do a thing right than to explain why you did it wrong." ~Henry Wadsworth Longfellow Studies of Communication in Organizations – COMM 810 4 your best work. To be transparent and fair to everyone – if you communicate with me at least 24 hours before an assignment is due, if it is possible, I will grant an extension to you for a new specified due date. I also need to pace my workload and grading. If I do not receive an extension request and your work is late, then 10% will be deducted per calendar day until the work is received. Academic Student Accommodations: I am fully committed to student learning. Please contact me to set up a time to meet if you require accommodations so we can privately discuss and determine the best way to facilitate your learning. The University of Wisconsin Milwaukee supports the right of all enrolled students to a full and equal educational opportunity. The Americans with Disabilities Act (ADA), Wisconsin State Statute (36.12) require that students with disabilities be reasonably accommodated in instruction and campus life. Reasonable accommodations for students with disabilities is a shared faculty and student responsibility. Students are expected to inform me of their need for instructional accommodations by the end of the third week of the semester, or as soon as possible after a disability has been incurred or recognized. I will work with you and in coordination with the Accessibility Resource Center (archelp@uwm.edu, 414-229-6287) to identify and provide instructional accommodations. Reading: Because graduate coursework is designed to allow you to develop expertise in areas of communication, I have worked hard to carefully curate our reading list to balance workload with exposure. The expectation is that you will read all the readings in advance and be prepared to discuss them in class. Please allow more than one day for reading each week—spread readings throughout the week. The reading will get easier as we go through the term, partly because you are building up background knowledge that makes each new article more intelligible, and partly because you are getting practice in scholarly reading. Time Investment: UWM policy requires that students should spend a minimum of 48 hours of work per credit hour. Grades are based on the quality of work, not the time spend on assignments. University of Wisconsin, Milwaukee Syllabus Policies: For additional information, please refer to this link regarding University of Wisconsin, Milwaukee syllabus policies. Growth Mindset Based on growth mindset research, with effort, thoughtful reflection, and tenacity, we can learn and achieve our academic goals. We are all learners and all have the ability to reflect on our work to improve. Embracing our “not-yetness” and the idea that we are constantly in a state of becoming, I have built in practices to encourage a growth mindset. Here are some ways I am doing this: Activity Hours Class Meetings 40 Reading 50 Work on Assignments 54 Studies of Communication in Organizations – COMM 810 5 Practice One – Explicit Communication: I am sharing growth mindset information explicitly here in the syllabus and will do so throughout class as I talk about “not-yetness”, effort, progress, and how we are all learners. Practice Two – Feedback and Reflection: I have structured multiple opportunities for constructive feedback from me and your peers in the coursework to improve current and future work. You will work with peers on drafts of projects (in varying ways) to encourage and push each other to move your work forward. There will be opportunities in class to talk through work to make improvements before it is due. You will receive feedback from me about what is working well and how you can take your work to the next level. Practice Three – Learner Centered Assignments: I have designed assignments that are learner centered to encourage personalization, agency, collaboration, authenticity, critique and revision, productive struggle, goals and accountability, and time for reflection. I have built in a great deal of choice into your project options this semester to allow you to do work that you find interesting, meaningful, and personally useful. We will also work together to outline project expectations and ideas so you can be creative in a safe environment. Practice Four – Revision Opportunities: I have incorporated opportunities to get feedback before assignments are due. Additionally, I will allow you to make changes to graded assignments to enhance your work and earn additional points. Assignment revisions after grading must be turned in within one week of receiving feedback, include track changes in the document to show revisions, and be accompanied by a one-page paper explaining what was revised, why, and how those revisions improved the work. Course Requirements There are three main components for this class (Organizational Theory Paper/Presentation, Team Community-Based Service-Learning Project, and Discussion Leading/Participation). Each component is designed specifically to accomplish student learning objectives while increasing your professional skills and portfolio. Organizational Communication Theory Paper – 175 points Theories help us explain and understand patterns in communication behavior. In organizational communication, there are an array of theories that have stood the test of time and new theories that are emerging. This individual theory paper (10-15 pages excluding references) and presentation is an opportunity to 1) select an organizational theory you are interested in, 2) read deeply about the history, development, and advancements of the theory, 3) synthesize theory and related research into a paper, and 4) share that information by presenting to your peers to help their learning. The theory paper may be beneficial to develop expertise for your community partner project, assist you with writing theory sections for future publications or your thesis/dissertation, help you prepare Studies of Communication in Organizations – COMM 810 6 for comprehensive exams, and/or simply help you explore scholarly research more deeply and intentionally. There is an abundance of organizational communication theories to choose from. Below are some that you might consider, but the list is not comprehensive; I am open to other organizational communication theories that are of interest to you. To expand learning in our classroom community, I ask that no two students in the class select the same theory. • Classical Management Theory • Communication Privacy Management Theory • Communication Theory of Resilience • Communicative Constitution of Organizations • Concertive Control Theory • Coordinated Management of Meaning • Emotional Labor • Four Flows Model • Functional Theory of Group Decision Making • Groupthink • Jobs-Demands and Resources Theory • Leadership Member Exchange • Media Multiplexity Theory • Media Richness Theory • Organizational Culture • Organizational Identification Theory • Organizational Identity Theory • Organizational Socialization Theory • Paradox Theory • Scientific Management Theory • Sensemaking Theory • Social Presence Theory • Structuration Theory • Styles Leadership Theory • Theory X and Theory Y • Transformational Leadership • Ventriloquism Theory • Weak Ties Theory • Work-Family Border Theory • Work-Live Boundary Theory Team Community-Based Service-Learning Project – 250 points This semester, you have the opportunity work in a small research/consulting team and partner with a community organization. Each organization has a current organizational communication concern and is looking for actual solutions to enhance communication in their organization. Studies of Communication in Organizations – COMM 810 7 There will be several steps in this project that we will work through together. As a class and in teams, we will talk through projects to make sure that you stay on track and can receive feedback: 1) Community Partner Proposal (50 points - team): You will learn about your community partner’s organization through conversations during the class visit and subsequent interactions, then design a research proposal for your community partner. The proposal will: 1) define the communication challenge, 2) explain the research question(s) that drives the study, 3) propose the data that will be collected, including any interview scripts or questionnaires, 4) explain how participants (i.e., organizational members, community stakeholders) will be treated ethically including protocols for confidentiality or anonymity, 5) define the project deliverables. With permission from the organization, you may also choose file an IRB application so that you can present or publish findings – this is optional. 2) Information Gathering (50 points - individual): As we learn about concepts and theories in class, you will also seek out additional research that can help you make recommendations about the organizational concerns you identify. You will share what you are learning from these resources with your classmates as the information will likely be pertinent across projects. You will also be responsible for collecting data for the project and will submit your data independently but it will be used by the team to make recommendations to the community partner. 3) Community-Partner Deliverables (100 points - team): You will create two deliverables (a written executive summary and a live presentation for the community partner) to share with your organization. These deliverables will include what you have learned about the organization, pertinent research/resources, and your recommendations for best practices moving forward. 4) Synthesis Paper (50 points - individual): At the conclusion of the project, you will write a 5-7 page paper connecting class readings throughout the semester to the work with your community partner, considering how the concepts and theories align or diverge based on what you learned from the organization. Discussion Leading/Participation – 100 points • Dynamic Discussion Leading (50 points): Discussion-leading provides an opportunity for you to demonstrate concept-integration skills and presentation abilities of leading a seminar. Dates will be chosen as a class. Before you lead discussion, please touch base with me a week in advance to discuss any questions or concerns you may have. TWENTY-FOUR HOURS PRIOR to the class, each discussion leader will provide 4-5 discussion questions that encourage students to integrate the main concepts from readings in an interactive, lively manner. DURING CLASS the discussion leaders will work together to facilitate conversation regarding the weekly readings. Studies of Communication in Organizations – COMM 810 8 • Active Engagement/Participation (25 points): Active engagement involves carefully reading assigned material prior to each class and considering the discussion questions in advance so that you participate fully in all class conversations. You will be asked to offer observations from the readings and reasoned arguments in support of a variety of positions – be prepared for your opinions to be challenged. You do not need to be an expert on the content, but do need to fully engage with the content, ask thoughtful questions, seek clarification, and share your interpretations during class. Background Communication 810: Studies of Communication in Organizations uses a service-learning approach that pairs small teams of students with a local nonprofit, government, or education organization to learn about a community partner organization and offer consultant-type feedback to improve the partner’s communications processes and achieve specific communications goals. Each group will learn about their partner’s mission and scope of work, work with the community partner to explore a communication issue identified by the community partners, and make recommendations for addressing the communication issue. Students will then: • provide a written proposal to the community partner explaining the communication project focus and how the research will be conducted for project approval; • conduct research related to the community partner organization’s communications strategies; • draw on their research findings and relevant literature and theories to determine recommendations for improving communication; • present their findings and recommendations to the community partner; • provide an executive summary of their findings and recommendations to the community partner. Learning Outcomes Through the service-learning project students in Communication 810 will learn: 1. collaboration and teamwork through group work, 2. general professional skills and a deeper understanding of a nonprofit work environment, 3. skills related to data collection and analysis, and 4. how to apply organizational communication concepts and theories to address real world phenomena. Project A small team of 4-6 students from Communication 810 will be partnered with the management team for the Village of Shorewood to support the organization’s communication needs. Students will learn about the scope of what municipal organizations do, the communication processes they have already in place, and the organization’s communication goals. Students will then develop a proposal that includes a schedule of deliverables and the methods students plan to use to achieve these goals. This proposal is subject to revision based on feedback from both the organization and their professor. NOTE: With consent from the Village of Shorewood, this proposal may also be used for IRB approval should the students want to use this work to publish their research. Roles and Responsibilities The above goals will be accomplished by undertaking the following activities: 1. The Center for Student Experience and Talent will support the coordination of service-learning. 2. Village of Shorewood management representatives will join the class on Thursday, September 17, 2026, 3:00-5:10pm in UWM Johnston Hall Room 310, to introduce themselves and the Village of Shorewood, describe the Village’s current communication practices and challenges, and work collaboratively with the student team to develop the project parameters. 3. Students will work in teams and learn about the Village of Shorewood municipal organization and communication needs within it. They will read pertinent research that applies to the project for background, conduct research about the organization (i.e., organizational documents, websites, etc.) and about communication in the organization (i.e., surveys, focus groups, interviews, etc.). 4. The Village of Shorewood management will provide students access to organizational stakeholders and other information that might be relevant to the project. This may include facilitating observations, interviews, and / or focus groups. Students and community partners will determine the appropriate modes of data collection. 5. The Village of Shorewood management will provide project guidance and feedback to the Communication 810 students throughout the project. The Village of Shorewood management will be responsible for communicating with students throughout the project period. 6. Students will present the project to the Village of Shorewood management representatives on Thursday, December 10, 2026, 3:00-5:10pm in UWM Johnston Hall Room 311, and then provide an executive summary of the project on or before December 23, 2026. 7. All information collected through the project activities will remain confidential, and information shared beyond the class would not include any identifying information about the Village of Shorewood. 8. Dr. Sarah Riforgiate will supervise the students throughout the project. Duration and Terms • Fall 2026: September 2, 2026 – December 23, 2026 • This MOU is non-binding and may be modified as appropriate by any of the parties involved. VILLAGE OF SHOREWOOD REPORTS AND PRESENTATIONS TO VILLAGE BOARD Agenda Item : Extension of Utility Billing Grace Perio d During BS&A Payments Implementation Date: September 9, 2026 Presenter: Rebecca Ewald, Village Manager Department: VMO History The Village of Shorewood transitioned from InvoiceCloud to BS&A Payments in August 2026. Upon implementation of the new payment platform, customers who currently utilize online payments or Automatic Payments (Auto Pay) will be required to create a new BS&A Payments account and re-establish their payment method by entering new credit card or bank account information. Because existing Auto Pay information cannot be transferred to the new system, customers who do not complete the registration process before the September utility bill due date may inadvertently miss their payment or experience delays in establishing their new account. Temporary Grace Period To minimize customer hardship during this one- time system conversion, the Public Service Commission advised that the utility may authorize a temporary extension of the assessment of late payment interest and penalties for utility bills due September 17, 2026. Staff will be processing late payments within the following parameters: • Interest and penalty charges not be assessed until 60 days after the September 17, 2026, due date. • Payments received on or before November 16, 2026, be accepted without the assessment of interest or penalties. • Beginning November 17, 2026, the Village's normal interest and penalty provisions be reinstated, and all future utility bills be subject to the standard due dates and collection procedures. Financial Impact: $1,500-$2,500 Possible motion: This is an update only. No action required. Attachments:
