Others present: Connor Fischer, Todd Hoagland, Ryan Boss, Alexander Braid, Molly Braid and Building Inspector Justin Buris. 2. Approval of the August 13, 2026 meeting minutes. Mr. Pachefsky motioned to approve the minutes, as drafted; seconded by Mr. Miller. Vote 6-0. 3. Consideration of the application and plans on file for the installation of a dormer (north elevation) at residential property 4341 N. Woodburn Street. Connor Fischer was present to discuss this item. He explained that the dormer addition on the north elevation was being constructed to create an additional bedroom, and would match the existing dormer on the south elevation with respect to the roof pitch, siding, roofing and windows. Board members reviewed plans and did not have any questions. Mr. Pachefsky motioned to approve the plans, as submitted; seconded by Mr. Miller. Vote 6-0. 4. Consideration of the application and plan on file for the installation of a front yard patio at residential property 2306 E. Kensington Blvd. Alexander Braid appeared virtually to discuss this item. He explained that there is an existing front yard patio that will be expanded by two feet to the south. It was noted that there are two rows of hedges and that one would be removed to allow for the expansion of the patio, and that the entirety of the existing concrete would be replaced with decorative concrete. Board members inquired about the decorative masonry walls that surrounded the existing patio. It was explained that the sidewalls may be replaced but that the front wall would not be replaced. Board members discussed the existing hedges as screening and the consensus was that the shrubs satisfied the requirements for year-round screening. 2 Ms. Wright motioned to approve the plans, as submitted; seconded by Mr. Oates. Vote 6-0. 5. Consideration of the application and plan on file for door and window modifications (2nd Floor) at residential property 4459 N. Frederick Avenue. Mr. Miller was present to discuss this item. He explained that the owners have been completing modifications to the home over the years, and that a rear addition was brought before the Board in 2022. This new alteration is a continuation of the overall renovation plan, which includes the modification of an existing door and window. The owners are constructing a new 2 nd floor bathroom and modifying an existing bedroom, that requires the relocation of a door and modification of a window that is more suitable for a bathroom. Mr. Miller explained that the siding would be replaced to match existing LP shake style siding, and new trim. Chair Kraehnke inquired whether or not the flat roof guard was going to be replaced, and Mr. Miller suggested that it would likely be replaced in the future, but that it was not part of the current planned renovation. Mr. Pachefsky motioned to approve the plans, as submitted; seconded by Ms. Cook Elliot. Vote 5-0 (Mr. Miller abstained). 6. Consideration of the application and plan on file for door and window modifications (rear elevation) at residential property 3712 N. Lake Drive. Ryan Boss was present to discuss this item. He explained that the window and door locations were being swapped, and that the French doors would be replaced with a sliding patio door. Ms. Wright questioned if the brick would be reused to infill below the window, and Mr. Boss confirmed it would be. Board members inquired as to the shape of the bay bump-out, and Mr. Boss confirmed that the existing angled shape would remain, and that only the openings would be modified. Mr. Boss further explained that the stone sill would wrap completely across the faces of the bay and continue under the east facing window. Mr. Oates questioned the use of a sliding patio door over the French doors, and Mr. Boss explained that the decision was made to allow greater use of the rear deck, not having the doors swing into the floor space of the deck. Mr. Pachefsky motioned to approve the plans, as submitted; seconded by Ms. Wright. Vote 6-0. 7. Consideration of the application and plan on file for the installation of a wall sign at commercial property 1928 E. Capitol Drive. Todd Hoagland was present to discuss this item. He explained that there is no sign in this location currently, and that the proposed sign meets the Village requirements with respect to size and type, and that no exceptions were being requested. Ms. Wright asked if the sign was flat, or if there was any dimension to it. It was confirmed that it is a standard ACM panel with printed lettering, and that there are no dimensional elements to 3 the proposed sign. The Board discussed their preference for dimensionality to create visual interest, but understood that it met the code. Ms. Wright motioned to approve the plans, as submitted; seconded by Mr. Miller. Vote 6-0. 8. Future Agenda Items No future agenda items were discussed. 9. Adjournment. Mr. Pachefsky motioned to adjourn at 5:28 p.m.; seconded by Ms. Cook Elliot. Vote 6-0.
