Design Review Board Meeting Minutes Thursday, August 13, 2026 1. Call to order. The meeting was called to order at 5:00 p.m. Members present: Scott Kraehnke, Chair; Larry Pachefsky, Bob Miller, and Ryan O’Connor. Others present: Nowman Mohammed, Vitaliy Profayko, Stephen Famelos, Lucille Sells, Keith Barnes and Building Inspector Justin Buris. 2. Approval of the July 23, 2026 meeting minutes. Mr. Miller motioned to approve the minutes, as drafted; seconded by Mr. Pachefsky. Vote 4-0. 3. Further consideration of the application and plans on file for the installation of exterior lighting at commercial property 4433 N. Oakland Ave. Nowman Mohammed was present to discuss the item. Mr. Burris explained to the Board that this item came before them on the February 12, 2026, Design Review Board meeting, and that the item had been deferred to a time when the applicant could attend, as Mr. Mohammed was not present at the meeting in February. Mr. Burris explained that the proposed fixtures were below the Village’s lumen and Kelvin ratings that would require shielding, but that the proposed fixtures are equipped with a half- shield. Mr. Pachefsky inquired as to the difference between the half and full shields, and Chair Kraehnke referenced the plan detail that illustrated the half vs. full shield. Mr. Burris also confirmed that the proposed fixtures would not exceed the maximum light spillover of two footcandles. Mr. Pachefsky motioned to approve the plans, as submitted; seconded by Mr. O’Connor. Vote 4-0. 4. Consideration of the application and plan on file for the construction of a canopy roof structure at residential property 1919 E. Kensington Blvd. Vitaliy Profayko was present to discuss this item, explaining that this project had come before the Board on the June 11, 2026, Design Review Board meeting, and that the property owner wanted to revise the original plan leaving a covered entryway over the back door on the ground level. Chair Kraehnke noted that the proposed roof structure over the door looked good, in addition to being a practical addition; Board members concurred. 2 Mr. O’Connor motioned to approve the plans, as submitted; seconded by Mr. Pachefsky. Vote 4-0. 5. Consideration of the application and plan on file for a second-floor rear addition at residential property 4343 N. Alpine Ave. Keith Barnes was present to discuss the item, explaining that the 2nd floor addition would cantilever over the existing sunroom, and that the siding would match that of the upper two- thirds of the sunroom; horizontal lap siding was chosen over stone due to the fact that the projection of the 2nd floor over the 1st floor would present significant engineering challenges to support a stone façade. The details of the intersection between the stone façade and horizontal siding were discussed and noted that the addition sits inside of the existing plane of the house leaving the stone to return around the back corners of the house; this detail matches the existing construction on the north side of the house. Mr. O’Connor noted that the bracket detail improves the overall appearance of the 2nd floor cantilever. Chair Kraehnke inquired as to how the roof would tie in, and it was explained that the roof was relatively newer, and that matching shingles would be feathered in to tie the new roof into the existing. Mr. O’Connor motioned to approve the plans, as submitted; seconded by Mr. Miller. Vote 4-0. 6. Consideration of the application and plan on file for the expansion/modification of an existing rear one story addition at residential property 3917 N. Prospect Ave. Lucille Sells was present to discuss the item, explaining that a 1960’s era addition was being bumped out an additional four feet to accommodate a new kitchen, and that pitch of the roof was being redesigned to better match the existing home. Ms. Sells noted that the entire house was being resided and that the windows of the house would all be refurbished or replaced to revitalize the house. The window modifications were explained to be part of the interior renovations and necessary due to the layout of the spaces. The Board members discussed the changes to the windows and confirmed them to be included in the overall planned renovation. Mr. Miller motioned to approve the plans, as submitted; seconded by Mr. O’Connor. Vote 4-0. 7. Consideration of the application and plan on file for a design adjustment as allowed per 535-23G (2) related to the screening of mechanical equipment on the street façade as required in 535-23G (5) at commercial property 2500 E. Capitol Dr. Mr. Burris introduced the item as the applicant was not present. Mr. Burris noted that he had had multiple conversations with the applicant prior to their submittal and was familiar with why the design adjustment was being applied for. Mr. Burris provided the Board members with printed copies of Village Code section 535-23 G. that details the requirements for mechanical equipment, and that only when the applicant 3 proves the equipment cannot function in the locations allowed by these regulations can a design adjustment be approved. Mr. Burris explained that since the time the equipment was installed in 2021 in conjunction with renovations of the building, the equipment has been found to be operating sub-optimally and is to the point of failure. The building owners HVAC contractor has identified that the equipment must be moved out of the current enclosure for it to operate properly. The Board members discussed the screening requirements, noting that the existing fence along N. Stowell Ave. would maintain screening from public view. Mr. Burris also stated that the building owner is developing an additional alteration plan to the area of the building that encloses the mechanical equipment and intends to bring that plan before the Board at a future meeting. Mr. O’Connor motioned to approve the design adjustment, subject to the applicant providing a plan illustrating the location, and that the equipment remains permanently screened; seconded by Mr. Miller. Vote 3-1. (Mr. Pachefsky voted no.) 8. Future Agenda Items No future agenda items were discussed. 9. Adjournment. Mr. Miller motioned to adjourn at 5:35 p.m.; seconded by Mr. Pachefsky. Vote 4-0. Recorded by, Justin Burris Building Inspector
